Te Arikinui Dame Te Atairangikaahu was a significant figure in my life from the early 1960s, when Koro Kapunga Dewes and I were tutor-organisers with Auckland University’s Department of Adult Education and escorted classes of Maori and Pakeha students to gatherings at Tainui marae. A happy young mother, Princess Piki (as she then was) was usually present in the circle surrounding her parents, King Koroki and his wife Te Atairangikaahu, acting as support and increasingly as understudy to her father. In the communities we visited she was clearly liked and respected for her unassuming manners, her loving care of her parents, and the competence and commitment with which she carried out the duties assigned to her. It was no surprise to us when Tainui accepted the advice of the other tribes attending King Koroki’s tangihanga and named her to lead the Kingitanga as Queen.

    Fact Sheet 1: New Zealand and the Second World War The Second World War was the world’s most destructive conflict. It took the lives of up to 50 million people. The 12,000 New Zealanders who died during the war might not seem like a large number by comparison, but at the time our population was under 2 million. On a per capita basis, this country’s losses were the highest in the Commonwealth – approximately one out of every 150 New Zealanders died on war service. Most New Zealanders accepted that our security depended on the survival of Britain and the outcome of the war in Europe. As a result, the majority of the 140,000 New Zealanders who served overseas were involved in the Mediterranean region, in Greece, Crete, North Africa and Italy. New Zealand forces also fought against the Japanese in the Pacific and took part in the post- war occupation of Japan. In each case, New Zealanders served as part of a larger Allied force, alongside British, Australian, American or other troops. Approximately 104,000 served in 2NZEF (the 2nd New Zealand Expeditionary Force). The rest served in New Zealand or British naval and air forces. Back home, a further 100,000 New Zealanders enlisted in the Home Guard. In all, 67% of men aged between 18 and 45 served in the armed forces. The mobilisation of New Zealanders for the war effort did not just involve military personnel. New Zealand devoted a very high proportion of its resources to the war effort and in particular to ensuring that Britain was fed.

Relating Maori and Pakeha: the politics of indigenous and settler identities A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Sociology at Massey University Palmerston North New Zealand Avril Bell 2004 Abstract Settler colonisation produced particular colonial subjects: indigene and settler. The specificity of the relationship between these subjects lies in the act of settlement; an act of colonial violence by which the settler physically and symbolically displaces the indigene, but never totally. While indigenes may be physically displaced from their territories, they continue to occupy a marginal location within the settler nation-state. Symbolically, as settlers set out to distinguish themselves from the metropolitan ‘motherlands’, indigenous cultures become a rich, ‘native’ source of cultural authenticity to ground settler nationalisms. The result is a complex of conflictual and ambivalent relations between settler and indigene. This thesis investigates the ongoing impact of this colonial relation on the contemporary identities and relations of Maori (indigene) and Pakeha (settlers) in Aotearoa New Zealand. It centres on the operation of discursive strategies used by both Maori and Pakeha in constructing their identities and the relationship between them. I analyse ‘found’ texts - non-fiction books, media and academic texts - to identify discourse ‘at work’, as New Zealanders make and reflect on their identity claims.

  • Māori Land Development Policy and the Law in the Age of Ngata (1920–1940)
    RE-THINKING INDIVIDUALISATION: MĀORI LAND DEVELOPMENT POLICY AND THE LAW IN THE AGE OF NGATA (1920–1940) RP Boast* Abstract This article focuses on Sir Āpirana Ngata as Minister of Native Affairs and his programme for Māori land development, which was underpinned by legislation enacted in 1929. The legislation is considered fully, as is the development programme itself. The thesis of the article is that the development programme was of pivotal significance, historically and legally, and that it needs to be understood in the wider context of law and policy relating to Māori land. The land development programme was a massive and risky investment in Māori land development, and was a reversal of policies which concentrated on the acquisition of Māori land by the state and its transfer to individual purchasers. It is suggested that Ngata’s success in bringing about this change was a remarkable achievement, but the land development policy was undercut by a failure to manage the programme effectively. This led to Ngata’s resignation. Following his resignation, the state’s administration of Māori land development changed direction, to the detriment of Ngata’s wider programme of economic and cultural revitalisation. Furthermore, the programme was flawed by a failure to develop coherent policy as to whether developed land was to be held by Māori farmers or by collective bodies. Also significant was the emergence of a social-democratic and economic nationalist Labour government after 1935, which was animated by a quite different vision from that of Ngata. I.
