CHAPTER - 1

INTRODUCTION

The implementation of schemes for the welfare of women, children and aged is done by the Social Welfare and Nutritious Meal Programme Department through the Directorates of

Social Welfare, Social Defence and the Integrated Child Development Services Scheme. This

Department also functions as a nodal agency for various Social Security Programmes implemented through the Revenue Department.

2.The Directorate of Social Welfare implements a number of programmes for the welfare of women including the Marriage Assistance Schemes. The Directorate also runs Service

Homes where the destitute and deserted women can stay with security and at the same time, pursue education and vocational training. Working Women’s Hostels where women can stay at affordable rates are also run by the Directorate of Social Welfare. Training and self-employment of women are thrust areas and the large number of Women Co-operative Societies run by the

Directorate provide avenues for women to be self-reliant. The welfare of the vulnerable group of transgenders and programmes specially designed for them are also under the purview of the

Directorate of Social Welfare.

3. Two flagship schemes of the Social Welfare and Nutritious Meal Programme

Department relate to nutrition security for children. Puratchi Thalaivar MGR Nutritious Meal

Programme provides hot and tasty cooked variety meal to 53.52 lakh school children from

Standard I to X. The Integrated Child Development Services Scheme which is implemented by the Commissioner of Integrated Child Development Services Scheme, is a comprehensive

package for children of the age group 0-6 years including supplementary nutrition, hot and tasty cooked meal, health care and pre-school education. Pregnant and lactating mothers are also provided with supplementary nutrition besides health education and awareness. The scheme has also brought into its fold adolescent girls to look after their nutrition, health and training needs.

4. The Directorate of Social Defence is implementing many schemes, particularly focusing on children in need of care and protection and children in conflict with law. The

Directorate also implements schemes for women in moral danger.

5. The Social Welfare and Nutritious Meal Programme Department implements and monitors several social legislations for the care, welfare and protection of children, women and senior citizens. These include, the Dowry Prohibition Act, 1961, Protection of Women from

Domestic Violence Act, 2005, Immoral Traffic (Prevention) Act, 1956, Juvenile Justice (Care and Protection of Children) Act, 2000, Prohibition of Child Marriage Act, 2006 and Maintenance and Welfare of Parents and Senior Citizens Act, 2007.

WOMEN WELFARE

2.1 MOOVALUR RAMAMIRTHAM AMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME

2.2 DR. DHARMAMBAL AMMAIYAR NINAIVU WIDOW REMARRIAGE ASSISTANCE SCHEME

2. Objectives of the Scheme To encourage widow remarriage and to rehabilitate widows.

3. Quantum of Assistance Scheme-1

Rs.25,000./ - (Rs.15000/- by cheque & Rs.10,000/- as National Saving Certificate) along with 4 grams (1/2 sovereign) 22 carat is provided for making ‘Thirumangalyam’.

Scheme-2 Rs. 50,000./- (Rs.30,000/- by cheque and Rs.20,000/- National Saving Certificate) + 4 grams (1/2 sovereign) 22 carat gold coin for making Thirumangalyam.

2 Objectives of the Scheme To abolish caste and community feelings based on birth and wiping out the discrimination by encouraging inter-caste marriage.

Rs.25,000/- (Rs.15,000/- as cheque and Rs.10,000/- in the form of National Saving Certificate) 4 grams (1/2 sovereign) 22 carat gold coin is provided for making ‘Thirumangalyam’.

2.10 TAMIL NADU TRANSGENDERS WELFARE BOARD

1 Objective To formulate and implement the Welfare Schemes for giving social and economic support to the Transgenders. 2 Composition Transgenders Welfare Board

To protect the welfare and fulfill the needs of the transgenders, the Government have constituted the Transgenders Welfare Board under the Chairmanship of the Hon’ble Minister for Social Welfare with 11 official members and 9 non-official members of transgender.

3.2 CHIEF MINISTER’S GIRL CHILD PROTECTION SCHEME

1. Name of the Scheme Chief Minister’s Girl Child Protection Scheme. Scheme- I for one Girl Child Scheme- II for two Girl Children

Objective of the Scheme ¾ Promoting education of girl children ¾ Eradicating female infanticide ¾ Discouraging the preference for male child. ¾ Promoting the small family norm ¾ Promoting the welfare of girl children in poor families and to raise the status of girl children. 3. Quantum of Assistance Scheme-I:-

A sum of Rs.22,200/- is deposited in the name of the girl child in the form of fixed deposit with Tamil Nadu Power Finance and Infrastructure Development Corporation Limited for 20 years for a family with only one girl child. This amount has been enhanced to Rs.50,000/- in case of the girl child born on or after 01/08/2011.

Scheme-II:-

A sum of Rs.15,200/- is deposited in the name of each girl child in the form of fixed deposit with Tamil Nadu Power Finance and Infrastructure Development Corporation Limited for 20 years, for a family with two girl children. This amount has been enhanced to Rs.25,000/-, in case of the girl child born on or after 01/08/2011. 4. To whom the benefit is due Girl children in poor families

5. When the benefit is due On completion of 20 years of deposit, the amount deposited with accrued interest will be given to the girl child.

6. Eligibility Criteria To get benefit under Scheme-I annual income a. Income limit should not exceed Rs.50,000/- and to get benefit under Scheme-II annual income should not exceed Rs.24,000/-.

b. Other Criteria Either of the parents should have undergone sterilization surgery within 35 years of age.

Family should have only one/two female children and no male child. In future, no male child should be adopted.

The parents/ grand parents should be a domicile of Tamil Nadu for a period of 10 years at the time of submitting the application.

This scheme has been extended to girl children of Srilankan Tamil Refugees in the Refugee camps.

c. Time limit for From 01-04-2005 onwards for one girl child the application application should be submitted within 3 years from the date of birth of girl child and for two girl children, the application should be submitted within 3 years from the date of birth of the second girl child.

3 Assistance Provided 1. Accommodation, food and health care to the babies till they are given in adoption. 2. A family to the destitute child and a child to childless parents.

4 Eligibility Criteria for ¾ The Prospective Adoptive Parents should Prospective Adoptive have at least two year of stable marital Parents relationship.

¾ To adopt a child in the age group of 0-3 years the maximum composite age of the Prospective Adoptive Parents should be 90 years, wherein the individual age should not be less than 25 years and not more than 50 years.

¾ To adopt a child above 3 years the maximum composite age of the Prospective Adoptive Parents should be 105 years, wherein the individual age should not be less than 25 years and not more than 55 years.

¾ In case of a single Prospective Adoptive Parent, he / she should not be less than 30 years and not more than 50 years.

¾ An un-married / single male person is not permitted to adopt a girl child.

3.5 THE PROHIBITION OF CHILD MARRIAGE ACT, 2006

1 Objective of the Act : Preventing marriage of girls who have not completed 18 years of age and boys who have not completed 21 years of age.

To ensure protection for the children who are the victims of such marriages and to prosecute the offenders.

2 Protection provided under the : ¾ To annulle the child marriage Act already done.

¾ Provides maintenance and residence for the girl child who is the victim of child marriage. ¾ Act gives a legal status to all children born by child marriages and makes provisions for their custody and maintenance

¾ Provides all support and aid to the children who are rescued from child marriages are given medical aid, legal aid, counseling and rehabilitation support.

3 Punishment prescribed under : ¾ Whoever performs, conducts, the Act directs or abets any child marriage will be punished with rigorous imprisonment which may extend to two years and shall be liable to pay fine which may extend to one lakh rupees unless he proves that he had reasons to believe that the marriage was not a child 42

¾ Law provides punishment to parent or guardian who fails to prevent and whoever attends or participates in a child marriage shall be punishable with an rigorous imprisonment which may extend to two years and shall be liable to pay fine which may extend to one lakh rupees.

¾ Any male adult above 18 years of age who marries a female child below 18 years of age will be punished with an imprisonment which may extend to two years or to pay fine which may extend to one lakh rupees or with both. ¾ An offence punishable under this act shall be cognizable and non- bailable. ¾ No women shall be punished with imprisonment but they can be penalized with fine.

4. Child Marriage Prohibition : The District Social Welfare Officers Officer of the concerned district has been appointed as District Child Marriage Prohibition Officer in the State Rules under this Act.

Under the Chairmanship of Panchayat President, a six member Core Committee in each Panchayat has been constituted to assist Child Marriage Prohibition Officers.

INTEGRATED CHILD DEVELOPMENT SERVICES SCHEME

5. 1. INTEGRATED CHILD DEVELOPMENT SERVICES SCHEME Today’s children are tomorrow’s nation builders. Today’s adolescent girls are tomorrow’s healthy mothers. They are the assets to the country. Having this as objective the Department of ICDS is functioning towards the goal of “Malnutrition free Tamilnadu”. With this objective the Tamilnadu has launched in 1975, the Integrated Child Development Services (ICDS), This is the only major national programme that addresses the needs of children under the age of six years. This charter seeks to provide a frame work which enables to our users to know different services that are available in Anganwadi Centres. The main broad objectives of the programme are to improve the health, nutrition and development of children. It offers health, nutrition and hygiene education to mothers, non- formal pre-school education to children aged 3 to 6, supplementary feeding for all children and pregnant and nursing mothers, growth monitoring and promotion services, and links to primary healthcare services.

The Government of Tamil Nadu has taken decisive steps to address the nutrition and health needs of children below six years, pregnant women, lactating mothers and adolescent girls. With a strong push towards universalization of the ICDS programme, ICDS services have been steadily extended to serve unreached habitations, under-served populations and hard to reach areas of the State. The scheme is implemented through 49,499 Child Centres (Anganwadi Centres) and 4,940 Mini centres, totalling 54,439 centres functioning under 434 ICDS Projects. Out of 434 projects, 47 projects are in urban, 2 projects are in tribal and 385 projects are in rural areas. 5. 2 MISSION STATEMENT :

Our Mission is to enhance the Nutrition status, health and overall quality of life for the Adolescent Girls, pregnant women and lactating mothers and children below six years by providing them with adequate supply of Weaning Food, Hot Cooked meals, Training for Adolescent Girls and pre school non formal education to the children below 6 years and providing Noon meal to the Old Age pensioners. Implementation of Centrally sponsored schemes like KishoriSakthiYojana and SABLA for self employment programme to the Adolescent Girls. Creating awareness of the various policies and programmes of the Government through conducting Dramas, Exhibitions, Melas, Vizhas and ChittukuruviSedhiTheriyumamagazine etc and dissemination meets.

5.3. OBJECTIVES OF ICDS

The objectives of the ICDS Scheme are :

1) Lay foundation for the proper psychological, physical and social development of the child 2) Improve nutritional and health status of children below six years 3) Reduce incidence of mortality, morbidity, malnutrition and school dropouts 4) Achieve effective coordination of policy and implementation amongst various departments. 5) Enhance the capabilities of the mother to look after the normal health and nutritional needs of child through proper nutrition and health education.

5.8. PRE SCHOOL EDUCATION

Pre school education is imparted to 2-5+ years children. The objectives of the pre- school education are to promote holistic development of the child in physical, emotional, cognitive language and social development through play-way method of learning to enable them to go to school. Rs.1000/- is provided for child centre and Rs.250/- is provided for mini child centre per annum and one time grant of Rs.1000/- is provided for newly opened child centres.Through the convergence with SSA “OdiVilayaduPappa” a new curriculum for preschool education is framed and the learning, teaching materials are supplied to 5100 Anganwadi centres.

5. 9 INFORMATION, EDUCATION & COMMUNICATION (IEC)

IEC is an inbuilt component of ICDS. IEC activities promote Health and Nutrition services and enhance the credibility and image of Child Centres (Anganwadi centre). IEC aims at improving maternal and childcare practices,

attitudes encouraging community participation and motivating community to support ICDS services. The ultimate objective of IEC is to bring about positive behavioural change in health and nutritional practices among individual, family, community and thereby facilitate reduction of malnutrition in the community. IEC, being an integral part of the programme is implemented in close coordination with the activities of other components of ICDS.

5.10.TRAINING Success of the ICDS implementation depends on the efficiency of the field workers namely Anganwadi Worker, Anganwadi Helper, Supervisors and Child Development Programme Officers.The Training component takes the responsibility of imparting skill and knowledge with experience in working with the community and the target groups, namely children, pregnant and lactating women and adolescent girls. Under the training component the State Government runs, the State Training Institute at Taramani to train, Child Development Programme Officers and Grade I Supervisors. They in turn impart training to the Anganwadi Workers and Helpers at block level The Middle level training centre which is run by Indian Council of Child Welfare which provides training to the Grade-II Supervisors. The Anganwadi Worker and Anganwadi Helper are provided training at block level by the trainers (supervisorGr-1) in the block. The training is a continuous process which is supported by Government of India to the tune of 90% which is sanctioned after approval of State Training Approval Plan (STRAP) 5.11 SCHEMES FOR ADOLESCENT GIRLS a. Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (SABLA) 11-18 years

The above scheme (SABLA) has two components, namely Supplementary nutrition component and Non-supplementary nutrition component. Under the supplementary component of the scheme, 130 gms of weaning food is provided to the adolescent girls for 300 days in a year. Under the non supplementary

nutrition component of this scheme, Training, Information, Education and Communication activities and Health awareness programme are provided to improve their nutritional and health status, upgradation of home management skills, life skills and vocational skills. The girls are equipped with information on health and family welfare, hygiene, legal rights, home management and the guidance on existing public services like filing FIR in police station, how to use bank and post office facilities etc. The scheme also aims to mainstream the out of school girls into formal education / non-formal education. b. KishoriShakthiYojana

This scheme is exclusively for the benefit of adolescent girls to create awareness about their legal rights, to improve literacy, health, hygienic aspects and provide occupational skills to shape them into better citizens. • Awareness camps on Nutrition, Health, legal rights, home management and child care are conducted for school going and school dropout adolescent girls in the age group of 11 to 15 years.

• Vocational training in trades such as computer education, catering services, Tailoring, Lab technician, Nursing Assistant, Soft toy making & Handicrafts and Fashion designing etc., is imparted through reputed institutions to adolescent girls in the age group of 16 to 18 years.

This programme increases self confidence and also improves nutritional and health status of Adolescent Girls. It also creates awareness of hygiene, family welfare, improves their ability of Home Management and understanding of Child Care practices and enable them to gain better understanding of their environment relating to social issues and its impact on their lives. 5.12. ANGANWADI EMPLOYEES There are 43,963 Anganwadi Workers, 4,212 Mini Anganwadi Workers and 42,747Anganwadi Helpers working in the 54,439 anganwadi centres. They are paid salary in the Special time scale of pay. The allowances like Dearness allowance, House Rent Allowance, City Compensatory Allowance and Medical Allowance are provided to them along with 3% annual increment. The Anganwadi Workers and Helpers are eligible for lumpsum grant at the time of retirement, Rs.50,000/- is being paid to Anganwadi Workers and Rs.20,000/- to Anganwadi Helpers w.e.f. 1.4.2005. The Anganwadi workers including Mini workers and Helpers are paid 54

special pension of Rs.700/- and Rs.600/- and Helpers II are paid Rs.500/- respectively on their retirement. Every year, all Anganwadi employees are being provided with two sets of sarees as uniform.

5.16. HOW TO GET THE PROJECT BENEFITS

1. No application is necessary to get the benefits of the ICDS Services.

2. No income criteria is insisted.

3. Soon after pregnancy, the mother can register her name in the near by Child centre (Anganwadi centre)/Health Sub Centres /Urban Maternity Centre. By this, she will be able to get all ante-natal and Post natal care. 4. Mothers are requested to come to the centre and take the weight of the child. 5. Nutrition and health services are provided to all malnourished children (Anganwadi Centre) irrespective of Caste/creed/Religion/income/profession etc. 6. The growth rate of the Adolescent girls are carefully monitored through weight taking in the Anganwadi centre 7. People’s participation in the Project activities are welcomed and appreciated and they are involved in Project activities like planning,

CHAPTER – 7 WELFARE OF AGED AND SENIOR CITIZENS

7.1 INTEGRATED COMPLEX OF SPECIAL HOME FOR SENIOR CITIZENS AND DESTITUTE CHILDREN

2. Objective of the scheme The aim of the scheme is to ensure that the elders and destitute children are provided with better quality care and protection.

3. Eligibility for the scheme • The NGO’s registered under Societies Act / Trust Act / Company Act etc. and running Integrated Complex of Special Homes for Senior Citizens and Destitute Children. • The NGO’s must have registered under Juvenile Justice Act, 2000 and Amended Act, 2006. • The NGO’s must have registered under Tamil Nadu Maintenance and Welfare of Parents and Senior Citizens Rules, 2009.

4. Quantum of Assistance • Rs.2.75 lakh per unit is provided towards non-recurring expenditure by the Government as grants. • Rs.18.40 lakh per annum per unit is provided in the sharing ratio of 75:25 between the Government and the NGOs. 5. If a person having irrigated and un-irrigated land, one acre of irrigated land to be taken as 2 acres of un- irrigated land.
