CITIZEN’S CHARTER – 2011

CHAPTER - 1

INTRODUCTION

The implementation of schemes for the welfare of women, children and aged is done by the Social Welfare and Nutritious Meal Programme Department through the Directorates of Social Welfare, Social Defence and the Integrated Child Development Services Scheme.

This Department also functions as a nodal agency for various Social Security Programmes implemented through the Revenue Department.

2.The Directorate of Social Welfare implements a number of programmes for the welfare of women including the Marriage Assistance Schemes. The Directorate also runs

Service Homes where the destitute and deserted women can stay with security and at the same time, pursue education and vocational training. Working Women‟s Hostels where women can stay at affordable rates are also run by the Directorate of Social Welfare.

Training and self-employment of women are thrust areas and the large number of Women

Co-operative Societies run by the Directorate provide avenues for women to be self-reliant.

The welfare of the vulnerable group of transgenders and programmes specially designed for them are also under the purview of the Directorate of Social Welfare.

3. Two flagship schemes of the Social Welfare and Nutritious Meal Programme

Department relate to nutrition security for children. Puratchi Thalaivar MGR Nutritious Meal

Programme provides hot cooked meal to 54.80 lakh school children from Standard I to X.

The Integrated Child Development Services Scheme which is implemented by the

Commissioner of Integrated Child Development Services Scheme, is a comprehensive package for children of the age group 0-6 years including supplementary nutrition, hot

1 cooked meal, health care and pre-school education. Pregnant and lactating mothers are also provided with supplementary nutrition besides health education and awareness. The scheme has also brought into its fold adolescent girls to look after their nutrition, health and training needs.

4. The Directorate of Social Defence is implementing many schemes, particularly focusing on children in need of care and protection and children in conflict with law. The

Directorate also implements schemes for women in moral danger.

5. The Social Welfare and Nutritious Meal Programme Department implements and monitors several social legislations for the care, welfare and protection of children, women and senior citizens. These include, the Dowry Prohibition Act, 1961, Protection of Women from Domestic Violence Act, 2005, Immoral Traffic (Prevention) Act, 1956, Juvenile Justice

(Care and Protection of Children) Act, 2000, Prohibition of Child Marriage Act, 2006 and

Maintenance and Welfare of Parents and Senior Citizens Act, 2007.

WOMEN WELFARE

2.1. MOOVALUR RAMAMIRTHAM AMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME

1 Name of the Scheme Moovalur Ramamirtham Ammaiyar Ninaivu Marriage Assistance Scheme

2 Objectives of the Scheme To provide assistance to poor parents in getting their daughters married and to promote the educational status of poor girls.

3 Assistance provided Scheme –I Rs.25,000/- (in the form of cheque)+4 gm ( ½ sovereign ) gold coin 22 carat is provided for making „Thirumangalyam‟.

Scheme-II Rs.50,000./- ( in the form of cheque) + 4 grams gold ( ½ sovereign) 22 carat gold coin for making „Thirumangalyam‟

4 To whom the benefit is due The benefit will be given in the name of mother / to be given or father of the bride. In case of death of the parents it will be given to the bride.

5 Eligibility Criteria Scheme-1 1. The bride should have studied 10th Std a) Educational (passed or failed) Qualification 2. If studied in private / distance education bride should have passed 10th std 3. Bride should have studied up to V Std in case of Scheduled Tribe

2. Diploma holders should have qualified from Institutions recognized by the Directorate of Technical Education, Government of . b) Income limit Not exceeding Rs.24,000/- per annum for the family

c) Age limit Bride should have completed 18 years of age at the time of marriage. There is no upper age limit.

d) Other criteria Only one girl from a family is eligible

2.2. Dr. DHARMAMBAL AMMAIYAR NINAIVU WIDOW REMARRIAGE ASSISTANCE SCHEME

1. Name of the Scheme Dr. Dharmambal Ammaiyar Ninaivu Widow Remarriage Assistance Scheme

2. Objectives of the Scheme To encourage widow remarriage and to rehabilitate widows.

3. Quantum of Assistance Scheme-1

Rs.25,000./ - (Rs.15000/- by cheque & Rs.10,000/- as National Saving Certificate) along with 4 grams (1/2 sovereign) 22 carat is provided for making „Thirumangalyam‟.

Scheme-2 Rs. 50,000./- (Rs.30,000/- by cheque and Rs.20,000/- National Saving Certificate) + 4 grams (1/2 sovereign) 22 carat gold coin for making Thirumangalyam.

4. To whom the benefit is due Widow who remarries.

2.3. E.V.R MANIAMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME FOR DAUGHTERS OF POOR WIDOWS

1 Name of the Scheme E.V.R.Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows. 2 Objectives of the Scheme To help the poor widows who face financial hardship in conducting their daughter‟s marriage by providing assistance for the marriage of their daughters.

3 Quantum of Assistance Scheme-I

Rs.25,000/- by Cheque + 4 grams (1/2 sovereign) 22 carat gold coin is provided for making „Thirumangalyam‟

Scheme-II

Rs.50,000./- by Cheque + 4 grams (1/2 sovereign)22 carat gold coin is provided for making Thirumangalyam.

d) Other criteria Only one daughter of the poor widow is eligible e) Time limit for submitting 40 days before the Marriage. 2.4. ANNAI THERESA NINAIVU MARRIAGE ASSISTANCE SCHEME FOR ORPHAN GIRLS

2 Objective of the Scheme To help the orphan girls financially for their marriage.

3 Assistance provided Scheme -1 Rs.25,000/- as cheque + 4 gram (1/2 sovereign) 22 carat gold coin is provided for making „Thirumangalyam‟.

Scheme-2 Rs. 50,000/- as cheque + 4 gram (1/2 sovereign) gold coin (22 carat) is provided for making „Thirumangalyam‟.

2.5. Dr. MUTHULAKSHMI REDDY NINAIVU INTERCASTE MARRIAGE ASSISTANCE SCHEME

2 Objectives of the Scheme To abolish caste and community feelings based on birth and wiping out discrimination by encouraging inter-caste marriage.

3 Quantum of Assistance Scheme-1

Rs.25,000/- (Rs.15,000/- as cheque and Rs.10,000/- in the form of National Savings Certificate) +4 grams (1/2 sovereign) 22 carat gold coin is provided for making „Thirumangalyam‟.

Scheme-2

Rs.50,000./- (Rs.30,000 as Cheque and Rs.20,000 in the form of National Savings certificate.) +4 grams (1/2 sovereign) 22 carat gold coin is provided for making „Thirumangalyam‟.

5 d) Eligibility criteria The following two categories of inter-caste marriages can avail benefits :-

Category I

The assistance is provided to newly married couples of whom one spouse should be from Scheduled caste / Scheduled tribe and the other from a different Community.

Category II The assistance is provided to a newly married couple of whom one spouse is from other community (forward community) and the other from the Backward Class / Most Backward Class Community.

2.6. GOVERNMENT SERVICE HOME

2 Objective of the Scheme To provide institutional care to widows, destitutes, deserted women, adolescent girls and differently abled women who are economically and socially backward by giving them protection, education and vocational training.

3 Assistance provided Accommodation, food, education and vocational training, text books and note books and uniforms free of cost

4 To whom the benefit is due widows, destitutes, deserted women, adolescent girls, differently abled women who are socially and economically backward and their young children below the age of 5 years males, in case of girl children below the age of 7 years. Maximum of 3 children for a mother. 5 Eligibility Criteria a) Income limit Not exceeding Rs.24,000/- per annum except differently abled.

2.7. WORKING WOMEN HOSTEL

1. Name of the Scheme Working Women Hostel

2. Objective of the Scheme To provide boarding and safe accommodation facilities to the women working far away from their families, belonging to lower and middle- income groups.

3. Assistance provided Providing safe accommodation. Food and electricity charges are on dividing basis. A sum of Rs.300/- p.m. in Chennai and Rs.200/- p.m. in other Districts is collected as rent from the inmates.

4. To whom the benefit is due Working woman drawing salary not more than Rs.25,000/- p.m in Chennai, Rs.15,000/- in other districts.

5. Eligibility Criteria Low / Middle income group working women

2.8. SATHIYAVANI MUTHU AMMAIYAR NINAIVU FREE SUPPLY OF SEWING MACHINE SCHEME

1. Name of the Scheme Sathiyavani Muthu Ammaiyar Ninaivu Free Supply of Sewing Machine Scheme

2. Objectives of the scheme Sewing Machines are supplied free of cost with a view to increase the self employment potential for rehabilitation of destitute women/widows, deserted wives, differently Abled men and women, socially affected women and women from economically weaker sections.

4. To whom the benefit is due Destitute women/widows, deserted wives, differently abled men and women, socially affected women and women from economically weaker sections.

5. Eligibility Criteria

2.12. PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT, 2005

3.2. GIRL CHILD PROTECTION SCHEME *

1. Name of the Scheme Girl Child Protection Scheme. Scheme- I for one Girl Child Scheme- II for two Girl Children

2. Objective of the Scheme Promoting education of girl children, eradicating female infanticide, discouraging the preference for male child, promoting the small family norm, promoting the welfare of girl children in poor families and to raise the status of girl children.

3. Quantum of Assistance Under Scheme-I :

Rs.22,200/-* Fixed Deposit in the name of girl child for the family which has only one girl child

Under Scheme-II

Fixed Deposit for Rs.15,200/- * for each girl child where the family has two girl children only Interest amount shall be given annually to the girl child from the sixth year of the deposit and upto 20th year of deposit for her educational purpose. 4. To whom the benefit is due Girl children in poor families

5. When the benefit is due On completion of 20 years of deposit, the balance accrued interest with the deposit amount will be paid 6. Eligibility Criteria a. Income limit Family income should be below Rs.50,000/- per annum for Scheme – I and below Rs.24,000/- per annum for Scheme – II.

b. Other Criteria Either of the parents should have undergone sterilization within 35 years of age.

Family should have only one/two female children and no male child. In future, no male child should be adopted. c. Time limit for Application should be made before the girl child application completes 3 years of age for Scheme-I. For Scheme-II application should be made before the second girl child completes 3 years of age.

* In the Budget Speech 2011 – 2012, the amount under Scheme- I has been enhanced to Rs. 50,000/- and the amount under Scheme II has been enhanced to Rs. 25,000/- under the “Chief Minister’s Girl Child Protection Scheme”.

5 Quantum of Assistance  There are 172 Destitute Homes in Tamil Nadu benefiting 13,530 Children.

 State Government provides Rs.450/- per child per month as grant towards feeding charges.

 The staff salary and other contingencies are met by the Institution.

3.6. THE PROHIBITION OF CHILD MARRIAGE ACT, 2006

1. Objective of the Act Preventing marriage of girls who have not completed 18 years of age and boys who have not completed 21 years of age.

To ensure protection for the children who are the victims of such marriages and to prosecute the offenders. 2. Protection provided under the Act Child marriages can be annulled and voidable

Provides maintenance and residence for the girl child who is the victim of child marriage

Act gives a legal status to all children born from child marriages and makes provisions for their custody and maintenance

Provides for all support and aid including medical aid, legal aid counselling and rehabilitation support to children once they are rescued

3. Punishment prescribed under the Act Whoever performs, conducts, directs or abets any child marriage will be punished with an imprisonment which may extend to two years and fine which may extend to one lakh rupees unless he proves that he had reasons to believe that the marriage was not a child marriage.

Law provides punishment to parent or guardian who fails to prevent and who ever attends or participates in a child marriage, with an imprisonment which may extend to two years and fine which may extend to one lakh rupees. Any male adult above 18 years of age who marries a female child below 18 years of age will be punished with an imprisonment which may extend to two years or fine which may extend to one lakh rupees or with both. An offence punishable under this act shall be cognizable and non bailable

In Tamil Nadu, Integrated Child Development Services Scheme is implemented through 49,499 Child Centres (Anganwadi Centres) and 4,940 Mini centres, totalling 54,439 centres functioning under 434 ICDS Projects. Out of 434 Projects, 47 Projects are in urban areas, 385 Projects are in rural areas and 2 Projects are in tribal areas. II. (d) Services to Pregnant and Lactating Mothers:

1) Early registration on confirmation of pregnancy. 2) Provision of supplementary nutrition in the form of weaning food to pregnant women from the date of their registration until their delivery. For lactating mothers from the date of delivery to 6 months. 3) Immunization to Pregnant Mothers. 4) Antenatal and Postnatal care - Pregnancy weight gain monitoring, Nutrition supplementation, Anaemia control and periodical referral for medical examination.

VI Various Schemes Implemented by ICDS

1) Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (SABLA) 11-18 years

This is a Centrally Sponsored Scheme for the holistic development of Adolescent Girls implemented in 9 districts viz: Chennai, Cuddalore, Coimbatore, Kanniyakumari, Madurai, Ramanathapuram, Salem, Tiruchirappalli and Tiruvannamalai .

(i) AIM : To bring about holistic development among Adolescent Girls and to mainstream out of school Adolescent Girls into formal/ non formal education.There are two components i.e Nutrition component and Non- Nutrition component. (ii) Nutrition Component : Supplementary Nutrition in the form of Weaning Food is given to eligible adolescent girls as take home ration for 300 days in a year.

Kishori Sakthi Yojana

This is a Centrally Sponsored Scheme implemented in 295 blocks of 23 districts. This scheme is exclusively for the benefit of adolescent girls to create awareness about their legal rights, to improve literacy, health, hygiene aspects and provide occupational skills to shape them into better citizens.

Awareness camps on Nutrition, Health, legal rights, home management and child care are conducted for school going and school dropout adolescent girls in the age group of 11 to 15 years.

Vocational training in trades such as computer education, catering services, tailoring, Lab technician, nursing assistant, soft toy making & handicrafts and fashion designing etc., is imparted through reputed institutions to adolescent girls in the age group of 16 to 18 years.

VII. Services rendered by ICDS to the Community

To bring about positive behavioural change in health and nutritional practices among individual, family, community and thereby facilitate reduction of malnutrition among children. Improving maternal and child care practices Promoting health and Nutrition services through Information Education and Communication Enhancing the credibility and image of child centres (Anganwadi Centres) Encouraging community participation for better access to community assets

4. By registering their names soon after the confirmation of their pregnancy, in the nearby Child Centre (Anganwadi centre)/Health Sub Centres /Urban Maternity Centre to get all ante-natal and post natal care. 5 Mothers are requested to come to the centre and take the weight of the child.

with law, women and children – rescued victims under Immoral Traffic (Prevention) Act,

1956 and women and children who are in moral danger.

individual‟s requirement.

3. Provision of psycho - social services such as yoga, meditation, counselling, group

DISTRESS RELIEF SCHEME 1 Name of the Distress Relief Scheme Scheme 2 Objective of the To sanction financial assistance to bereaved families who Scheme have lost their bread-winners. 3 Assistance provided Rs.10,000/- (Central Government Assistance) 4 Eligibility Criteria Legal heirs of the deceased bread-winner of the family Landless Agricultural Labourer‟s family Marginal farmers who possess less than 2.5 acres of irrigated land or 5 acres of un-irrigated land or a total of 5 acres of irrigated and un-irrigated land equivalent to 5 acres of un-irrigated land. If a person having irrigated and un-irrigated land, one acre of irrigated land to be taken as 2 acres of un-irrigated land. If lease cultivation, 1 acre lease land should be taken as 0.5 acre and thus total area to be arrived. Annual income not more than Rs.24,000/- from all sources.
