Unlike Alger Hiss or the Rosenberg cases, it did not lead to an epic courtroom confrontation or imprisonment or execution of any of the principals. Today it is far less known or remembered than the others. Nevertheless, it prompted several congressional investigations, stirred-up partisan controversy and threatened to destroy the political reputations of several important government officials. It was the first public drama featuring charges that respectable American citizens had spied for the Communists. The Amerasia Affair contributed heavily to the creation of McCarthyism in American life. Thanks to the availability of these FBI records, most of the Amerasia story can be uncovered. The Amerasia Affair sheds light not only on debate as to who "lost" China, Soviet espionage, McCarthyism, and the loyalty program, but also on the bureaucratic intricacies of anti-communism in Washington. What came to be called the "Amerasia Affair" began when Kenneth Wells, an analyst for the Office of Strategic Services (OSS), noticed that an article printed in the January 26, 1945, issue of the magazine Amerasia was almost identical to a 1944 report he had written on Thailand. -

American Ambassador Joseph C. Grew asserted, "The moment we knew that the news of war had been confirmed I gave orders to burn all our codes and confidential correspondence."1 Huge bonfires which emanated from the grounds of the Japanese embassy at Wash- ington served as dramatic evidence that the Japanese treated their important archives similarly.2 These actions illustrate that modern states are unwilling to entrust their vital documents to the diplomatic representatives of neutral governments at the outbreak of war, even though international law and practice dictate that records so de- posited are inviolate. Such an attitude stimulates an inquiry into the extent to which diplomatic archives are considered inviolable under international law and the extent to which the principles of interna- tional law are being observed. This subject has never been adequately investigated by scholars, although it is a matter of definite im- portance to the international lawyer and diplomat on the one hand, and the historian and the archivist on the other. WAR RESPONSIBILITY OF THE CHINESE COMMUNIST PARTY, THE USSR AND COMMUNISM How the US became entangled in the Comintern’s master plan to communize Asia Ezaki Michio, Senior fellow, Nippon Kaigi (Japan Conference) Shock waves from Venona files continue to reverberate The Venona files have unmasked more than a few Soviet spies who infiltrated the US government during the World War II era. With the disclosure of the transcripts, what has for decades been a suspicion is on the point of becoming a certainty: the Roosevelt administration was collaborating with the Soviet Union and the CCP (Chinese Communist Party). A retrospective debate is in progress, and with it a reexamination of the historical view of that period; both have accelerated rapidly in recent years. The term “Venona files” is used to describe code messages exchanged between Soviet spies in the US and Soviet Intelligence Headquarters that were intercepted and decrypted by US Signals Intelligence Service personnel. The NSA (National Security Agency) released the transcripts to the public in 1995. As more of these messages were disclosed and analyzed, they revealed evidence likely to prove conclusively that at least 200 Soviet spies (or sympathizers) worked for the US government as civil servants. Their members included Alger Hiss ① (hereinafter I shall place numbers after the names of influential individuals, and use boldface font to indicate communists or communist sympathizers).1 Suspicions that there were Soviet spies in the Roosevelt administration date back more than 60 years. In 1948 Time magazine editor Whittaker Chambers, testifying before the House Committee on Un-American Activities, accused Alger Hiss ① of spying for the USSR. -

Letter from Senator Joseph McCarthy to the President of the United States This letter from Senator Joseph McCarthy, Republican representative of Wisconsin, to President Harry Truman was written three days after McCarthy’s famous Wheeling Speech. This speech signaled McCarthy’s rise to influence, as he gained national attention by producing a piece of paper on which he claimed he had listed the names of 205 members of the Communist Party working secretly in the U.S. State Department. McCarthy was, at the time of this letter, beginning to exploit national concerns about Communist infiltration during the Cold War. This fear of infiltration was intensified by the Soviet Union’s recent development of the atomic bomb and the coming Communist takeover of China. “McCarthyism” however was not yet at its peak. Senator McCarthy here at first encourages President Truman to commit more resources to the war of containment being fought in South Korea, and secondly questioned the legitimacy and effectiveness of Truman’s loyalty program, signed into effect by Executive Order 9835 in 1947. This program required the FBI to run checks on almost anyone involved in the U.S. government and subsequently to launch investigations into any government employee with what could be presumed as questionable political associations. The Loyalty Program was not enough to satisfy Senator McCarthy, who suspected that a number of subversives had slipped through the investigation and remained in the State Department. Cultural Diplomacy and Conflict Resolution Introduction In his poem, The Second Coming (1919), William Butler Yeats captured the moment we are now experiencing: Mere anarchy is loosed upon the world, The blood-dimmed tide is loosed, and everywhere The ceremony of innocence is drowned; The best lack all conviction, while the worst Are full of passionate intensity. As we see the deterioration of the institutions created and fostered after the Second World War to create a climate in which peace and prosperity could flourish in Europe and beyond, it is important to understand the role played by diplomacy in securing the stability and strengthening the shared values of freedom and democracy that have marked this era for the nations of the world. It is most instructive to read the Inaugural Address of President John F. Kennedy, in which he encouraged Americans not only to do good things for their own country, but to do good things in the world. The creation of the Peace Corps is an example of the kind of spirit that put young American volunteers into some of the poorest nations in an effort to improve the standard of living for people around the globe. We knew we were leaders; we knew that we had many political and economic and social advantages. There was an impetus to share this wealth. Generosity, not greed, was the motivation of that generation. Of course, this did not begin with Kennedy. It was preceded by the Marshall Plan, one of the only times in history that the conqueror decided to rebuild the country of the vanquished foe. -

Jadavpur University Faculty of Arts Department of History SYLLABUS Preface The Department of History, Jadavpur University, was born in August 1956 because of the Special Importance Attached to History by the National Council of Education. The necessity for reconstructing the history of humankind with special reference to India‘s glorious past was highlighted by the National Council in keeping with the traditions of this organization. The subsequent history of the Department shows that this centre of historical studies has played an important role in many areas of historical knowledge and fundamental research. As one of the best centres of historical studies in the country, the Department updates and revises its syllabi at regular intervals. It was revised last in 2008 and is again being revised in 2011.The syllabi that feature in this booklet have been updated recently in keeping with the guidelines mentioned in the booklet circulated by the UGC on ‗Model Curriculum‘. The course contents of a number of papers at both the Undergraduate and Postgraduate levels have been restructured to incorporate recent developments - political and economic - of many regions or countries as well as the trends in recent historiography. To cite just a single instance, as part of this endeavour, the Department now offers new special papers like ‗Social History of Modern India‘ and ‗History of Science and Technology‘ at the Postgraduate level. The Department is the first in Eastern India and among the few in the country, to introduce a full-scale specialization on the ‗Social History of Science and Technology‘. The Department recently qualified for SAP. -

Buddha Birthday Celebration Hue May 8 erupted into large- scale demonstration at Hue Radio Station between 2000 hours local and 2330 hours. At 2245 hours estimated 3,000 crowd assembled and guarded by 8 armored cars, one Company CG, one Company minus ARVN, police armored cars and some carbines fired into air to disperse mob which apparently not unruly but perhaps deemed menacing by authorities. Grenade explosion on radio station porch killed four chil- dren, one woman, Other incidents, possibly some resulting from panic, claimed two more children plus one person age unknown killed. Received at 8:33 a.m. 2 At 7 p.m. the Embassy in Saigon sent a second report of the incident to Washing- ton, listing seven dead and seven injured. The Embassy noted that Vietnamese Govern- ment troops may have fired into the crowd, but most of the casualties resulted, the Embassy reported, from a bomb, a concussion grenade, or “from general melee”. The Embassy observed that although there had been no indication of Viet Cong activity in connection with the incident, the Viet Cong could be expected to exploit future demon- strations. -

[1959 – 1961]. 1 Inventory and comments on J.G.Dean’s files on Opening U.S. diplomatic missions in West Africa after independence Togo and Mali 1959 – 1961 Introduction to the files entitled “Opening U.S. diplomatic missions in West Africa after independence: 1959 – 1961” In the year 1960 independence came to many parts of West Africa. It was an exciting time as colonies and trust territories received their independence. Perhaps Washington’s primary concern was that the newly independent countries would not turn to the Soviet Union or Communist China as models for development. Sekou Touré of Guinea had opted for that path. As a young Foreign Service Officer, John Gunther Dean participated in establishing an American presence in two countries acceding to independence: Togo and Mali. In order to fully understand what happened and who did what to whom, it is useful to read first J.G.D.’s Oral History on his experiences in West Africa. [Item 1 of this chapter] In Togo, J.G.D. not only opened the post, but was also asked to pinch hit as Diplomatic Advisor for the new President of Togo, Sylvanus Olympio. In Mali, J.G.D. was the first foreign representative and was helpful to Mali’s march toward modernization and democracy. More than 40 years later U.S. - Malian relations are still excellent. -

Ten years earlier, when Jay and I were curating the Before 21 22 Hollywood series of programs, he insisted that campaign films were an unjustly ignored 23 24 genre. (Leyda wanted to include a Woodrow Wilson campaign film in one of our pro- 25 26 grams, but it was only available in 16mm and we reluctantly dropped it.) I never really 27 28 29 understood his passion for the genre—until I saw People’s Congressman. Then I knew. 30 31 The realization that I had once again improperly discounted one of his seemingly casual 32 33 but actually profound remarks increased when I tried to find out who made the film, 34 35S which lacks the most basic production credits in its head titles. -
