Maxwell D. Taylor arrived as the new Chief of Defense Technical Information Center photo Staff in June 1955. Army strength was down by almost a third since the Korean War and the Army share of the budget was dropping steadily. These reductions were the result of the “New Look” defense program, introduced in 1953 by President Dwight D. Eisenhower, and the “Massive Retaliation” strategy that went with it. New Look was focused on the threat of Soviet military power, putting greater reliance on strategic airpower and nuclear weapons and less emphasis on the kind of wars the Army fought. US planning was based on the standard of general war; the limited conflict in Korea was regarded as an aberration. If for some reason another small or limited war had to be fought, the US armed forces, organized and equipped for general war, would handle it as a “lesser included contingency.” New Look—so called because Eisenhower had ordered a “new fresh survey of our military capabilities”—was driven by the belief that adequate security was possible at lower cost, especially if general purpose forces overseas were thinned out. Another factor was the recognition that NATO could not match the con- ventional forces of the Soviet Union, which had 175 divisions—30 of them in Europe—and 6,000 aircraft based forward. So in 1952, the US and its allies had adopted a strategy centered on a nuclear response to attack. -

KENNEDYAND BERLIN Nicholas Labinski Marquette University, 2011 This paper examines John F. Kennedy’s rhetoric concerning the Berlin Crisis (1961-1963). Three major speeches are analyzed: Kennedy’s Radio and Television Report to the American People on the Berlin Crisis , the Address at Rudolph Wilde Platz and the Address at the Free University. The study interrogates the rhetorical strategies implemented by Kennedy in confronting Khrushchev over the explosive situation in Berlin. The paper attempts to answer the following research questions: What is the historical context that helped frame the rhetorical situation Kennedy faced? What rhetorical strategies and tactics did Kennedy employ in these speeches? How might Kennedy's speeches extend our understanding of presidential public address? What is the impact of Kennedy's speeches on U.S. German relations and the development of U.S. and German Policy? What implications might these speeches have for the study and execution of presidential power and international diplomacy? Using a historical-rhetorical methodology that incorporates the historical circumstances surrounding the crisis into the analysis, this examination of Kennedy’s rhetoric reveals his evolution concerning Berlin and his Cold War strategy. -

Letter from Senator Joseph McCarthy to the President of the United States This letter from Senator Joseph McCarthy, Republican representative of Wisconsin, to President Harry Truman was written three days after McCarthy’s famous Wheeling Speech. This speech signaled McCarthy’s rise to influence, as he gained national attention by producing a piece of paper on which he claimed he had listed the names of 205 members of the Communist Party working secretly in the U.S. State Department. McCarthy was, at the time of this letter, beginning to exploit national concerns about Communist infiltration during the Cold War. This fear of infiltration was intensified by the Soviet Union’s recent development of the atomic bomb and the coming Communist takeover of China. “McCarthyism” however was not yet at its peak. Senator McCarthy here at first encourages President Truman to commit more resources to the war of containment being fought in South Korea, and secondly questioned the legitimacy and effectiveness of Truman’s loyalty program, signed into effect by Executive Order 9835 in 1947. This program required the FBI to run checks on almost anyone involved in the U.S. government and subsequently to launch investigations into any government employee with what could be presumed as questionable political associations. The Loyalty Program was not enough to satisfy Senator McCarthy, who suspected that a number of subversives had slipped through the investigation and remained in the State Department. President Truman made it clear that he would not take McCarthy’s accusations seriously and that the Senator was “the best asset the Kremlin has.”109 July 12, 1950 The President The White House Washington, D. -

Jadavpur University Faculty of Arts Department of History SYLLABUS Preface The Department of History, Jadavpur University, was born in August 1956 because of the Special Importance Attached to History by the National Council of Education. The necessity for reconstructing the history of humankind with special reference to India‘s glorious past was highlighted by the National Council in keeping with the traditions of this organization. The subsequent history of the Department shows that this centre of historical studies has played an important role in many areas of historical knowledge and fundamental research. As one of the best centres of historical studies in the country, the Department updates and revises its syllabi at regular intervals. It was revised last in 2008 and is again being revised in 2011.The syllabi that feature in this booklet have been updated recently in keeping with the guidelines mentioned in the booklet circulated by the UGC on ‗Model Curriculum‘. The course contents of a number of papers at both the Undergraduate and Postgraduate levels have been restructured to incorporate recent developments - political and economic - of many regions or countries as well as the trends in recent historiography. To cite just a single instance, as part of this endeavour, the Department now offers new special papers like ‗Social History of Modern India‘ and ‗History of Science and Technology‘ at the Postgraduate level. The Department is the first in Eastern India and among the few in the country, to introduce a full-scale specialization on the ‗Social History of Science and Technology‘. The Department recently qualified for SAP. -

Hofstra University Model United Nations Conference EXCOMM October, 1962 Crisis Committee Timothy Lachapelle Chairperson 1 Letter from the Chair Dear Delegates, Welcome to Hofstra Model United Nations, and the West Wing Crisis Committee. My name is Tim Lachapelle. I worked on the staff of the first HMUNC Crisis Committee, which re-created the West Wing in the post 9/11 Era. After two days of fast paced debate, and constant threat of nuclear Armageddon, the Hofstra Model UN club quickly discovered that the HMUNC delegates were up to any challenge that we throw at them. This year we are presenting another historical crisis scenario. In this committee you will all be acting as members of the Oval Office during the JFK era. The leaders of the nation are faced with many challenges during his presidency and this committee will be responsible for managing two potential crises: the first is the threat of Soviet missiles off the coast of Florida; the second is the constant threat of an attempt on the President’s life. Although this committee will rely on historical fact to solve these crises, the events will not play out exactly as they did in the history books. Some events or people involved may change depending on how the committee resolves each issue. I am currently a sophomore at Hofstra University, studying Political Science. I have been doing Model United Nations for one year. My first Model UN conference was at the University of Pennsylvania and I represented Iran in the World Health Organization. I discovered a passion for crisis committees when I worked on the staff of the crisis committee during the first Model UN conference ever hosted by Hofstra University. -

Kennedy consider after his aides in- formed him on 16 October 1962 that the Soviet Union was secretly deploy- ing medium-range nuclear-capable missiles in Cuba? In most accounts, his options fell into three categories: 1. military: an attack against Cuba involving a large-scale air strike against the missile sites, a full-scale invasion, or the ªrst followed by the second; 2. political-military: a naval blockade of Cuba (euphemistically called a “quarantine”) to prevent the shipment of further “offensive” military equipment and allow time to pressure Soviet leader Nikita Khrush- chev into withdrawing the missiles; or 3. diplomatic: a private overture to Moscow to persuade Khrushchev to back down without a public confrontation. Kennedy ultimately chose the second option and announced it on 22 Octo- ber in his nationally televised address. That option and the ªrst (direct mili- tary action against Cuba) have been exhaustively analyzed over the years by Western scholars. Much less attention has been devoted to the third alterna- tive, the diplomatic route. This article shows, however, that a variant of that option—a variant that has never previously received any serious scholarly treatment—was actually adopted by Kennedy at the peak of the crisis. The United States pursued a separate diplomatic track leading not to Moscow but to Havana (via Rio de Janeiro), and not to Khrushchev but to Fidel Castro, in a secret effort to convince the Cuban leader to make a deal: If Castro agreed to end his alliance with Moscow, demand the removal of the Soviet missiles, and disavow any further support for revolutionary subversion in the Western hemisphere, he could expect “many changes” in Washington’s policy toward Journal of Cold War Studies Vol. -

Introduction Game theory applied to political situations offers a unique approach to analyzing and understanding international relations. Yet the rigid structure that lends itself so well to mathematics is not practical in the real world . It lacks a built in mechanism for determining a player's preferences, which is a key part of an international "game" or situation. Strategic culture, another international relations theory, is quite the opposite. Critics claim it suffers from a lack of structure, but it captures the spirit of international actors and what makes them tick. This paper explores the idea of pairing the two otherwise unrelated theories to bolster both in the areas where they are lacking in order to provide a more complete understanding of international states' behavior and motivations. Brief Summary of Major Theories The theories presented in the following pages are drawn from distinct schools of thought; consequently it is necessary to provide some background information. -

The Hungry Mind Lab 2016 Materials for imQ Project The Cuban Missile Crisis The Cuban Missile Crisis was a 13-day confrontation between the United States and the Soviet Union over Soviet ballistic missiles deployed in Cuba that took place between October 16 and October 28 in 1962. Information about the Cuban Missile Crisis was broadcast on television worldwide, and it was the one event in history that brought the Cold War closest to escalating into a full-scale nuclear war. Following from the enmity between the United States and the Soviet Union since the end of World War II in 1945, the United States was concerned about the rise of Communism, and a Latin American country allying openly with the USSR, short for Union of Soviet Socialist Republics, was unacceptable. In addition, the United States had recently suffered a public embarrassment, because of the failed invasion at the Bay of Pigs in April 1961 under President John F. Kennedy. The invasion had been attempted by a group known as Brigade 2506 that consisted of 1400 paramilitaries, who had been trained and funded by the United States government's Central Intelligence Agency (CIA). Launched from Guatemala on 17 April 1961, the Brigade 2506 had intended to land at the Bay of Pigs and to overthrow Cuba's increasingly communist government but it was defeated within three days by the Cuban Revolutionary Armed Forces, who were under the direct command of Cuba's Prime Minister Fidel Castro. After the events at the Bay of Pigs, the former American President Eisenhower told Kennedy that now the Soviets were "embolden to do something that they would otherwise not do." Indeed, the failed invasion created the impression with Soviet premier Nikita Khrushchev and his advisers that Kennedy was indecisive and, as one Soviet adviser wrote about Kennedy: "too young, intellectual, not prepared well for decision making in crisis situations ..
