The quantum of works given in Tender Document is only indicative based on tentative estimates and is not the right of contractor. Indian Oil does not guarantee any minimum or maximum quantum of works, during the currency of contract. 6. Offline EMD payment through Demand Draft (DD), Bankers Cheque (BC) and Swift Transfer shall not be accepted . In case of Bank Guarantee (if more than Rs 1 Lac), bidder will upload scanned copy of BG as exemption document. Original BG shall be sent by the bidders /bank to Tender Issuing Authority as mentioned in the tender. Original BG should reach to Tender Issuing Authority within 7 working days from the date of opening of technical bids. For the purpose of receipt of BG, the time recorded in the receipt/DAK section against receipt shall also be considered as receipt time. Only those physical BG instruments found matching with the copy submitted in the e-portal shall be considered as valid. Bank Guarantee is to be executed by Nationalized / Scheduled Bank towards EMD and should be valid for 07 (seven) months from the date of opening of technical bid. If needed, validity of BG should be extended by the party / Bank. Bank Guarantee should be submitted as per enclosed proforma only by the Tenderer. Such BG should be submitted only in a sealed envelope of the issuing Bank and should not be in open condition. SECURITY DEPOST The security deposit for contractors for works shall be equivalent to the 10% of the value of the work done. The security deposit shall be paid by Bank Guarantee/ Demand Draft. Out of the total Security Deposit 25% shall be paid by Demand draft in advance on acceptance of contract and balance 75% of the security deposit shall be recovered from the running bill @ 10% of the bill amount till 100% of the Security Deposit is recovered. The Security Deposit can be paid in the following manner: a) Pay Orders or Demand Draft of Nationalized/ Schedule Banks on which no interest will be allowed b) If the contractor desires to pay Security Deposit by way of Bank Guarantee, then they should pay the same for the entire amount of the Security Deposit work out based on work order value before commencement of work.

    ORDER To streamline the procedure to use of any building or land under above-said act, the government, exercising the powers under section 398 (2) of the Haryana Municipal Corporation Act, 1994, orders the following:- (1) Constitution of Committee of following officers to examine and recommend the street to be declared as commercial street under the Haryana Municipal corporation act, 1994:- i) Divisional Commissioner Chairman ii) Commissioner, Municipal Corporation, Member- Secretary iii) Deputy Commissioner Member (2) The above committee shall examine the case of declaring a commercial street as per following guidelines:- i) The minimum width of the road should be twelve meters; ii) Such roads should be located within the original municipal areas and not in the extended municipal limited in the controlled areas. The land use proposals of the development plan of the controlled areas are applicable in the extended municipal limit s falling in the controlled areas; iii) Minimum forty percent of the ground floor of the built up area on either side of the road should have been use in commercial purpose; iv) The parking area in the vicinity of the proposed commercial street, if available, should be planned for parking purpose; v) If the parking area is not available as per iv), the proposed road considered for declaration of commercial street should be so segregated by fixing grills or other means that it dose not over congests the road; vi) The case for declaration of commercial street shall be got approved from the Government. This definition of village is identical with that of mauza under section3 (1) of the Punjab Land Revenue Act, 1887. The definition applies to a demarcated area of land and not a residential site. On the principle of decentralisation of authority in the administrative set-up, the district is divided into five sub-divisions, each coinciding with a tahsil area.

This compendium was in two parts. Subsequently, in 1994, all the instructions issued from 1985 upto that year, were published in the form of another compendium. The next edition, which appeared in 2001, contained all the instructions issued from 1994 until 2001. These four compendia are not easily available and therefore could not be utilized fully. The earlier editions were not reprinted by the Government. Moreover, each of these compendia contained instructions relating to different subjects. Due to this, whenever a particular topic needed to be searched all the four compendia had to be scanned. Besides, a large number of instructions were also issued after 2001. This also made the updation of these compendia necessary. Therefore, it was decided to compile the contents of these compendia in a subject-wise fashion. It would require nine volumes, replacing all the four earlier compendia, i.e., those published in 1985, 1994 and 2001. The present compendium is the fourth volume in this series and relates to “Career Development”. The new Compendia would also be available on the websites www.haryana.gov.in and www.csharyana.gov.in. Interested persons can easily download them or any part thereof. The compendia would also be circulated amongst all Administrative Secretaries, Heads of Departments and other offices.
