    Second Term at St. John's was packed with many events. There was an exhibition spanning two days. The highlight of the exhibition was the Philately Exhibition which drew numerous positive comments from various segments of the community. On the 4th of May, our College celebrated its 190th anniversary. Though St. John's was 'born' 190 years ago in 1823, she was 'conceived' five years earlier in 1818 as the following historical account clearly records: ''In 1817 the Anglican Church Mission Society (CMS) approved the establishment of missions in Ceylon. On 20th December 1817 four clergymen - Joseph Knight, Samuel Lambrick, Robert Major and Benjamin Ward - and their wives left England and sailed to Ceylon on board the Vittoria. They arrived in late June 1818. Knight went to Jaffna, Lambrick went to Colombo, Major and his wife went to Galle and Ward and his wife to Trincomalee. Knight started his missionary work in 1818 in Nallur. He held service in his bungalow and opened up 8 schools in different parts of the Jaffna District. Unfortunately there was an outbreak of cholera. Many people including the students of the eight schools were greatly affected. Following this, Rev. Joseph Knight selected seven students from the eight different schools and established the Nallur English Seminary in March 1823. The school was initially located in Knight's bungalow.'' ''In 1845 The English Seminary was transferred to Chundikuli and was renamed ''The Chundikuli English Seminary.'' The Old Portuguese Church of St. John the Baptist at Chundikuli was handed over to the C.M.S and services were held in the Church by Rev.Johnstone and the students of the Seminary attended these services.

Financial Statements ---------------------------- 1.1 Qualified Opinion ------------------------- In my opinion, except for the effects of the matters described in paragraphs from 3 to 6 of this report, the financial statements give a true and fair view of the financial position of the Northern Provincial Council as at 31 December 2011 and its financial performance and cash flows for the year then ended in accordance with Generally Accepted Accounting Principles. 1.2 De-merger of the North East Provincial Council --------------------------------------------------------------- The then North East Provincial Council was de-merged on 22 December 2006 based on the ruling given by the Supreme Court of the Democratic Socialist Republic of Sri Lanka. The Northern Provincial Council is in operation with effect from 01 January 2007. However, a Gazette Notification regarding the de-merger and the establishment of the Northern Provincial Council had not been published up to 31 July 2012. Presently many rehabilitation and development activities are in progress in this province. Hence, this publication is to provide basic statistics and current information on demography and productivity and services sectors in the Northern Province for the use of decision makers and stakeholders who engage in relief, resettlement, rehabilitation and development programme in Northern Province. R.Wijialudchumi Chief Secretary Northern Province Over view of the Northern Province The Northern Provincial Council administration presently functions under the Governorship of Hon. GA. Chandrasri, Governor, Northern Province who, in the absence of an elected council is bestowed with the authorities of the Chief Minister and the Board of Ministers. There are five Provincial Ministries and 25 Departments to administer. The Northern Province consists of 5 Administrative Districts, 34 DS Divisions, 921 GN Divisions, 29 Pradeshiya Sabhas, 5 Urban Councils and one Municipal Council. The Northern Province has a total area of 8,848.58 sq kms. The main stay of economy is predominantly Agriculture and Fisheries. As per the last complete census of 1981 the population of the Northern Province was 1,109,404 and lot of internal and external migration has taken place thereafter and the demographic pattern has changed.
