Show Working Group – Final report to the General Assembly 2013
1. Introduction
At the FIFe General Assembly 2010 in Albufeira, Portugal a FIFe Board proposal was accepted by FIFe Members to set up a working group to study the current FIFe show system and to find a more balanced, competitive category division. The members of the working group for the last three years have been Mrs Dorte Kaae from the FIFe Board, Mr Charles Spijker from the FIFe Show Commission, Mrs Eva Porat and Mr Steven Jones from the FIFe Judges and Standards Commission.
2. Summary of Work 2010-2011
During the year 2010-2011 the working group collated date regarding FIFe shows in the calendar year 2010 in order to quantify any imbalance in the current category system. Data collection was 80-85% on a shows, cats shown and FIFe Member basis and with these percentage levels the working group considered that the data gathered was suitable and accurate enough on which to base further work. The major results of the survey showed the following category split at FIFe Shows in 2010:

These figures are for the whole of FIFe. Appendix 1.0 shows the details of category split by FIFe country under the header “Current division”. The data shows the major imbalance in the current category system in FIFe as a whole and in individual FIFe Member countries.
The working group then proceeded to the next phase of the study. During this phase the group attempted to identify all possible solutions for modification of the FIFe category system which would result in a more balanced system.
The working group sent the interim report to the FIFe Board giving all details regarding the work in the first year. The report was included in the agenda of the 2011 FIFe GA and presented at the GA by the working group. It is attached as Annex 11 to the minutes of the FIFe General Assembly 2011.
3. Summary of Work 2011-2012
During the year 2011-2012 the working group developed a shortlist of four potential category systems which were believed to meet the requirements of a more balanced category system. These four shortlisted options with three possibilities for additions to the BIS competition were sent to the FIFe Members for their feedback. The general feedback consensus received from FIFe Members was against a reduction in the number of categories. The working group concluded that it should therefore base a new division on four categories and completed its work by preparing a proposal for a new four category division to the 2012 FIFe GA.
The working group sent the final report giving all details regarding the work in the second year, including a summary of the work done in the first year, as well as a proposal for a new category division to the FIFe Board. The report was sent by the FIFe Board to the FIFe Members in May 2012, but no proposal was forwarded to the General Assembly. The report is included as Annex 12 to the minutes of the FIFe General Assembly 2012.
4. FIFe General Assembly 2012
At the General Assembly 2012 it was decided to discuss the report of the working group (see the minutes of the General Assembly 2012, page 3, agenda item 5, Approval of the agenda). The discussion was held under agenda

As a result, the FIFe Board decided to prolong the mandate of the working group with another year and promised that next year there would be a proposal, even if there would be a proposal that suggested not to change anything (see the minutes of the General Assembly 2012, page 6, agenda item 20c).
5. Work completed in 2012/2013
After the 2012 GA, the Show Working Group decided to validate the 2010 show data. To do this, 10 FIFe members were selected based on information readily available on the internet. Show data was collected for 2012 and compared with the 2010 show data. It is estimated that the 2012 show data collection represented about 65% of the 2010 data with respect to numbers of cats and is suitable for comparison purposes. For the 10 countries selected the following is a comparison of the current category split in 2010 and 2012. It can be seen that there has been a further minor shift from categories I and IV to categoriesII and III. Statistically, this shift is less than 2%.

Based on the above, the working group has further discussed the new category division already proposed and decided to keep this division as already defined.
6. Category division proposal
The working group proposes the following category division to be implemented at FIFe shows: Category 1: breeds from existing category I and II judged by colour Category 2: breeds from existing category II judged by group Category 3: breeds of heavy/medium type from existing category III Category 4: breeds of oriental, hairless, Rex and elegant type from existing category III/IV.
Appendix 2.0 shows the breeds in each of the new categories. One aspect of the new category 3/4 split is that BEN/MAU/OCI/SOK, DSP/PEB/SPH and CRX/DRX/GRX are kept together in the same category.
This division will make the following category split at FIFe Shows (based on the 2010 Show Survey)

Appendix 1.0 shows the results of the new category system both for the whole of FIFe and each individual FIFe Member under the header “Proposed division”.
The working group is of the opinion that this proposed breed split meets the requirements for a more balanced, competitive category division and has therefore met the task set by the accepted proposal of the General Assembly 2010. The new category system will also lead to a positive revaluation of BIS titles and show titles such as JW and DSM. The more balanced category division could also mean that a Breed BIS may be available to all breeds in all categories if the numbers requirements are met.
The proposed split has been forwarded to the FIFe Board for their consideration as a proposal to the 2013 FIFe GA. To allow the necessary preparatory work, the working group has maintained the start date for such a category division to 01.01.2016 as part of the proposal. 7. Retraining of Judges
During the 2012 feedback exercise, some FIFe Members expressed concern regarding retraining of judges as part of any new category division. Because of this, the working group have prepared a brief analysis of how much judge retraining that will be necessary. For detailed figures please refer to Appendix 3.0.
The first thing that can be seen is that judge coverage for the new category system represents over 90% of the existing judge category coverage without any judge retraining at all. As such clubs will not be severely limited when inviting judges for shows after 01.01.2016.
It is however recognised that some judges will require retraining to fully suit the new system and the working group estimates that judge retraining will introduce approx. 45 students in addition to the approx. 180 that FIFe has already if all judges choose to retrain. The working group recognises that this will put additional stress on student places at shows as it is already difficult to get student places. In addition, if the traditional examination route is followed there will be a need for perhaps 50 - 60 exams for judge retraining in addition to other exams over the next 2.5 years. At the moment there are about 35 - 40 final exams per year and again the working group sees a bottleneck of finding shows to arrange such a number of exams (especially in existing category I and IV breeds).
The responsibility for judge retraining will formally lie within the FIFe Judges and Standards Commission and the working group is aware that they have already begun to look at solutions to provide sufficient opportunities for judges to retrain.
The working group emphasizes that no FIFe Judge is obliged to retrain and not even obliged to have finished retraining before 01.01.2016. In both cases these judges will still be able to judge the breeds they are qualified to judge but cannot vote in BIS panels where breeds are present for which they are not qualified.

Proposal 1 - Modification to article 2.4 of the Statutes, third paragraph
… In the case of acceptance by the Gen. Assembly, the candidate has a probationary period of two three years; within this time-frame it has the same rights as an ordinary Member, with the exception of the right to vote. …
Motivation: Membership in FIFe requires a multitude of conditions to follow; the whole ruleset as well as the economical frame conditions. The last admissions showed that new Members need more time to comply with all requirements before becoming a full FIFe Member.
Proposal 2 - Modification to article 2.5 of the Statutes, first paragraph
… The Assembly then decides, taking into consideration the opinion of the Board and the Mentor Member, whether to accept or reject - possibly without giving reasons. …
Motivation: The board is free to comment proposals; therefore this mentioning is superfluous.
Proposal 3 - Modification to article 2.7 of the Statutes, second paragraph
… If Members of the FIFe wish to accept individuals, who are living abroad permission from the FIFe Board must be obtained, the procedure, as outlined in article 2.5 of the General Rules, must be followed.
Motivation: Alignment of the FIFe Statutes with valid European legislation. The FIFe Board cannot infringe upon the basic rights of freedom of domicile or movement.

Proposal 4 - Modification to article 2.5
A Member of the FIFe may, upon recommendation of the FIFe Board following the membership-change procedure, accept as members, individuals from other countries no matter if there is a FIFe Member in that country or not. In case the application is not approved by the current FIFe Member, the new FIFe Member may sent this application to the FIFe Board for consideration.

Vorschlag 4 – Änderung des Artikels 2.5
Ein FIFe-Mitglied kann, auf Empfehlung des FIFe-Vorstandes, unter Beachtung der Mitgliederschafts Wechselprozedur, ein individuelles Mitglied aus einem anderen Land akzeptieren, ganz gleich ob in dem Land ein FIFe-Mitglied ist oder nicht. Falls der Antrag nicht durch das aktuelle FIFe-Mitglied bestätigt wird, kann das neue FIFe-Mitglied den Antrag zur weiteren Prüfung an den FIFe-Vorstand senden.
Motivation: Anpassung der Satzung an geltendes europäisches Recht. Der FIFe Vorstand kann das Basisrecht der Niederlassungs- und Bewegungsfreiheit nicht aussetzen.
Proposition 4 - Modification de l´article 2.5
Un membre de la FIFe peut, après la recommandation du comité de la FIFe, en suivant la procédure de changement d´adhésion, accepter comme adhérent, une personne domiciliée dans un autre pays, peu importe s’ il existe un membre FIFe dans ce pays ou non. Dans le cas ou cette application n´est pas approuvée par le membre de la FIFe actuel, le nouveau membre peut envoyer cette demande au comité pour avis.
Motivation: Alignement des statuts FIFe avec les lois Européennes. Le comité de la FIFe ne peut pas empêcher les droits fondamentaux de liberté de domicile et de mouvement.

Motivation for the proposed clarification of the FIFe Egyptian Mau standard
This proposal is meant to clarify the standard, not change it:
When looking at todays standard for the ears it might be misunderstood. The standard wants the outer lines of the ears to continue the lines of the wedge shaped head.
The ears must be broad at base, and have ample (Synonyms: large, substantial, a lot, wide) width between them. This way, when viewed from the front, it makes it physically impossible to have ears that are broad at base with ample width between them, continu- ing the planes of the head AND be upright.
Some breed standards asks for ears that are cupped forward, and other for ears that are upstanding when viewed from the side. What the the Egyptian Mau standard asks for is upstanding ears when viewed from the side, without saying so explicitly. We wish to make this completely clear by adding the words “when viewed from the side” to the stan- dard.

Motivation:
The development in cat breeding in recent years has meant for most FIFe Members that the number of cats in category I and IV on shows has declined dramatically. On the other hand, the number of category II and III cats is much higher. An attractive BIS with a choice of several nominated cats in category I and IV is nearly impossible. It is therefore inevitable to reduce category II + III and to allocate appropriate cats to category I + IV.

Proposal 2: Mundikat proposes to move the KBL/KBS (Kurilian Bobtail Longhair/Kurilean Bobtail Shorthair) from Category III to Category II.
Motivation:
As Category III is extremely large and the Kurilean Bobtail mainly appears at shows as a longhair we believe it would balance the Categories a little more. Furthermore art. 2.1.15 of the Rules for Judges and Student Judges states: All breeds in the category in question must have been examined by a student judge (except GRX, SOK and KBS in category III and SYL in category IV).

Begründung:
Die Kategorie III ist eine sehr große Kategorie und die Kurilean Bobtail ist meistens als Langhaar auf den Ausstellungen zu sehen. Wir glauben, es wird eine bessere Verteilung für die Kategorien geben. Außerdem sagt Artikel 2.1.15 der Regeln für Richter und Richterschüler: Alle Rassen in der betreffenden Kategorie müssen vom Richterschüler gesehen worden sein (außer GRX, SOK und KBS in Kategorie III und SYL in Kategorie IV).

Because the description of shaded (11) and shell (12) is already combined in all parts except the paragraph mentioned above, further additional standard changes are not necessary.
The description in the FIFE Easy Mind System (EMS) part 9, “Pattern” will also be changed. EMS 11 will be named “Tipped”, EMS 12 will be deleted.
Motivation: It is almost impossible for breeders to meet the required tipping on one third (EMS 11) and one eighth (EMS 12) of the hairs as described in the colour requirements (FIFe standard General Part shaded/shell). Often fine examples with exceptional qualities of the variety end up not getting rewarded. The required tipping is purely theoretical. Our proposal is to unite shaded (EMS 11) and shell (EMS 12) as tipped (EMS 11). Mundikat considers this proposal a valuable proposal for all breeders and exhibitors of tipped cats. We kindly ask the FIFe General Assembly to adopt this proposal.

Proposal to change the name of the breed British.
It is proposed to change the name of the breed ‘British’ to ‘British Shorthair’
Motivation
In 1993 FIFe changed the name of the breed ‘British Shorthair’ to ‘British’. A part of the reasoning for this change was that the breed was in Category III – Shorthair. Category III no longer has the designation Shorthair and contains a number of longhair breeds. A review on the internet shows that many FIFe Members and FIFe Breeders still use the name ‘British Shorthair’. All other major cat organisations in the world use the name ‘British Shorthair’ for the breed.

Explication
La race étant dans la catégorie III Shortair , en 1993 , la fife a changer le nom de British Shorthair a la place de British. Catégorie III n'a plus la désignation Shorthair et contient un certain nombre de races à poils longs. Un examen sur l'Internet montre que de nombreux membres de la FIFe et éleveurs FIFe utilisent toujours le nom de "British Shorthair". Toutes les autres organisations féline reconnue dans le monde utilisent "British Shorthair" pour l'élevage .
Vorschlag zur Namensänderung der Rasse ”Brits” Es wird vorgeschlagen den Namen der Rasse ”Brits” in ”Brits Kurzhaar” zu ändern.
Begründung 1993 änderte der FIFe den Namen der Rasse ”Brits Kurzhaar” zu ”Brits”. Ein Teil der Begründung war, dass die Rasse in Kategorie III – Kurzhaar – war. Kategorie III wird aber nicht mehr durch kurzhaar gekennzeichnet und enthält zudem einen Teil langhaarige Rassen. Eine Untersuchung im Internett zeigt, dass viele FIFe Mitglieder und FIFe Züchter immernoch den Namen “Brits Kurzhaar” benutzen. Alle anderen grossen Katzen‐Organisationen benutzen weltweit den Namen ”Brits Kurzhaar”.

Motivation
The main purpose is to give a clear definition of the wedge and to clarify the correct ear placement for the Russian Blue, clearly distinguishing it from the Oriental breed. The placement of the ears should be in balance with the characteristic angular head and it´s straight lines. A general part is also added which contains the traits that clearly define a FIFe Russian Blue.
Begründung
Der Hauptgrund ist eine klare definition des Keil zu geben und die richtige Platzierung der Ohren der “Russian blue” abzuklären, die sich deutlich von der der “oriental” Rasse unterscheidet. Die Platzierung der Ohren sollte in Balance mit dem charakteristischem kantigen Kopf und seinen geraden Linien sein. Es wird ebenso ein allgemeiner Teil hinzugefügt, der die Merkmale beinnhaltet, die eine FIFe russian blue definieren.
Motif
Le but principal est de donner une définition claire le cunéiforme et de préciser la mise en place correcte des oreilles pour le Bleu Russe, le distinguer de la race orientale. One aspect of the new category 3/4 split is that BEN/MAU/OCI/SOK, DSP/PEB/SPH and CRX/DRX/GRX are kept together in the same category.
The FIFe Show Commission and FIFe Judges and Standards Commission shall prepare the necessary detailed changes to the FIFe Show Rules and FIFe Judges Rules to implement the revised category system and these shall be presented as proposals to the FIFe 2014 GA.

EMS code 21 – unspecified tabby pattern
Pattern If the pattern cannot be clearly defined either as shell, shaded or as tabby blotched, or as tabby mackerel, spotted or ticked, for this tabby pattern the EMS-code 21 will be used.
Code 21 is only valid in combination with white spots, hairless cats or Siamese pointed pattern:

Motivation: We propose to include the shaded and shell siamese pointed cats in the definition of the code 21. As is already valid for tabby siamese pointed, also for shaded and shell siamese pointed cats, their respective codes (11/12) may not be used, but instead the code 21 must be used.

The colour description of the cats should be must according to the EMS system. Change for Bengal, MAU, and Ocicat.

Motivation: Brown, Bronze and Tawny is not used as description of black tabby cats only as description of a Burmese pointed black. Marbre / marbled is not a FIFe term – in FIFe the term Blotched is used for EMS code 22. Sepia is not a FIFe term – in FIFe the term Burmese Point is used for EMS code 31. Mink is not a FIFe term – in FIFe the term Tonkanese Point is used for EMS code 32. Snow is not a FIFe term – in FIFe the term Siamese Point is used for EMS code 33.
In the future we will get more breeds which wil have exotic names for already known colours. The EMS system has a clear description of colours which is logical and not open to misinterpretation. The colours should only have one description and not be breed specific.
Only exceptions where the description of the colour do not follow the name oft he EMS codes are the terms which have been in use more generally in FIFe: Seal as the description of black in connection with Siamese Points. Brown as the description of black in connection with Burmese Points. For the special colours in connection with the ABY/SOM - Lièvre/Wildfarbe/Ruddy, Sorrel and Beige- faon/Beige-fawn for the Abyssinians and Somalis.

Proposal to amend the General Part of the Standards
Proposal 3 - change to Table of faults, 1.5:
Cats with Deformities of the toes, for example poly- or oligodactylism (too many or too few toes)
If this proposal is carried, it must also be implemented in the table of disqualifying faults in the Show Rules.
Motivation: All deformities of the toes must be considered as disqualifying faults. FIFe does not promote the breeding of congenital abnormalities (BRR: 3.1).

Proposition 3 – modification au Tableau de défauts, 1.5 :
Chat Déformations des orteils, par exemple polydactylie ou oligodactylie (trop ou trop peu d‘orteils)
Si cette proposition est adoptée, elle doit aussi être implémenté dans la table des défauts disqualifiant dans les Règlement des expositions.
Motivation: Tous les déformations des orteils doivent être considérés comme des défauts disqualifiant. FIFe ne favorise pas l'élevage des anomalies congénitales (BRR: 3,1).

Motivation: as the PEB “non pointed” are naked OSH it is useful to specify and to keep consistent with the eye colour of the OSH
Proposal 10 – Change to the SOP of the NEM/SIB
We propose to change the SOP for the SIB/NEM Eyes as follows:

Motivation: according to the standard of the SIB, any colour is permitted. To be consistent with other breeds that have the same description (mostly grouped breeds), and to still allot the same amount of points for the eyes, we propose to distinguish between SIB and NEM for which the eye colour is an important feature.

Proposal of KKÖ for the General Assembly 2013 in Madrid
Termination of the FIFe breed councils
Ratification: The FIFe breed councils were introduced by a proposal from KKÖ during the general assembly in 2002 in order to give the individual breeder a possibility to serve as advisory bodies on breed standards and breeding rules reg. their breeds directly to the FIFe general assembly. In the last more than 10 years the breed councils never collected a majority of the breeders together. The most breed councils consist of a couple of motivated breeders, but they don’t represent a significant amount of breeders. As we see for example the Norwegian Forest Council consists of 9 members. There are a multitude of reasons, but the most important is that the FIFe breeders are represented over there FIFe-member and this is also how our whole federation works. National breed clubs show multiple amount of members than the FIFe wide councils which shows that in fact our breeders aren’t broadly interested to participate. And due to these facts we drove the conclusion that the members use their influence through their national member.
Beendigung der Rassekommitees
Begründung: Die FIFe Rasse-Komitees wurden aufgrund eines Antrages des KKÖ an die Generalversammlung 2002 eingeführt um den einzelnen Züchtern eine Möglichkeit zu bieten als beratendes Organ in Bezug auf die FIFe Rassestandards und Zuchtregeln direkt an die FIFe-Generalversammlung zu fungieren. In den letzten mehr als zehn Jahren haben diese Rasse-komitees niemals eine Majorität der Züchter in der FIFe zusammengebracht. Die meisten Komitees bestehen aus einer kleiner Gruppe motivierter Züchter, die aber bei weitem nicht eine signifikante Anzahl der Züchter repräsentiert werden. Wie z.B. am Komitee für Norwegische Waldkatzen, dass aus 9 Züchtern besteht. Es gibt eine Vielzahl von Gründen, aber der wichtigste ist wohl daß unsere Züchter über unsere FIFe-Mitglieder repräsentiert werden und dies ist auch das Prinzip wie unsere gesamte Federation arbeitet. Nationale Rasseklubs haben Mitgliederzahlen die die des FIFe weiten Komitees um ein Vielfaches überragen, daß auch die Tatsache bestätigt daß unsere Züchter nicht an einer Mitgliedschaft in einem Rassekomitee. interessiert sind. Aufgrund der vorher erwähnten Gründe sehen wir daß unsere Züchter ihren Einfluß über unsere FIFe Mitglieder nehmen.
Fin des conseils de race FIFe
ratification: Les conseils de race FIFe ont été introduites par la proposition de KKO lors de l'assemblée générale en 2002 afin de donner à l'éleveur individuel la possibilité de servir d'organes consultatifs sur les standards de la race et l'élevage des règles reg. leurs races directement à l'Assemblée générale FIFe. Dans les plus de 10 ans, les conseils de race n'a jamais recueilli la majorité des éleveurs ensemble. Les la plupart des conseils de race compose d'un couple d'éleveurs motivés, mais ils né représentent pas une quantité importante d'éleveurs. Comme on le voit fe le Conseil Norvégien contient des membres 9. Il existe une multitude de raisons, mais le plus important est que les éleveurs FIFe sont représentés là-bas FIFe membres et c'est aussi le fonctionnement de notre fédération entiers. Clubs de race nationaux montre adhésions dans les 10-50 fois plus de membres que les conseils FIFe larges qui montre que, en fait, nos éleveurs ne sont pas largement intéressé à y participer. Et à cause de cette faits nous conduit à la conclusion que les membres usent de leur influence à travers leur membre national.

Proposal 1 – Siamese pointed with white (- 01/02/03 33) and Siamese tabby pointed with white (- 01/02/03 21 33) in the BRI
With reference to articles 10.2 and 10.3 of the FIFe Breeding & Registration Rules, we apply for the acceptance of Siamese pointed with white and Siamese tabby pointed with white as recognised colours of the BRI and this in all existing Siamese pointed colour varieties to be included in the General Part, the standard of the BRI and the EMS List, as follows:

The General Part of the FIFe Standards should provide full descriptions of all these colour varieties as they are already recognised in other breeds.
On the 25.11.2012, a recognition show took place in Lysá nad Labem (CZ) which was attended by 4 members of the JSC (we had an exception for the presence of a member of the BRC) and all requirements set in the FIFe Breeding & Registration Rules were met. Already several months ago, we received the reports of these commissions; we translated these into German and French and attached them for your information.
Regarding the requirements set in article 10.3 of the Breeding and Registration Rules, we have the following answers (in bold and italics):
1. an exact indication of which colour(s) should be recognised (use special form) - see above 2. the future standard and scale of points for the colour / breed – no changes needed 3. an indication of any problems which could occur regarding these colour varieties and the action(s) which should be taken - no new problems 4. what restrictions there should be in the FIFe Br. & Registration Rules (if any) – not applicable 5. how progeny differing from the breed standard should be registered – as x-varieties or XLH 6. the opinion of the Breed Council for the breed (if any) – will be read by BC Administrator 7. the health status and indication of possible health and breeding problems – the same rules and recommendations as all BRI (see art. 3.6 & app. I of the Br. and Registration Rules) 8. the relevant protocols of the commissions involved in the presentation show(s) regarding the recognition of the new colour variety or the new breed. – are provided
The Czech FIFe Member is confident that all requirements have been met and we respectfully ask the GA to accept our proposal and thus allow all breeders and owners of BRI Siamese (tabby) pointed with white to breed with these colours without restrictions and to be able to show them as fully recognized varieties. We would also like to emphasise the importance of correct registration of these varieties when fully recognised.

Report - Presentation Show Siamese Pointed British with white – BRI x* 01/02/03 33
The Breeding and Registration Commission (BRC) checked the validity of the pedigrees of the cats at the Presentation Show according to chapters 4 and 5 of the Breeding & Registration Rules. The BRC also checked whether the requirements regarding the recognition of a new colour variety were met as described in the Breeding & Registration Rules, article 10.2.2.
The BRC received ten (10) pedigrees for cats entered at the Presentation Show. Nine (9) of these cats are registered in a FIFe Pedigree Book and one (1) in another organisation.
The checking of these pedigrees only revealed minor registration mistakes and all cats were more than 6 months old.
The BRC is of the opinion that the requirements for recognition have been met.
The BRC however has a remark: It should be decided if the proposal for recognition of these varieties should also include the Silver and Golden Siamese Pointed and white British.

This protocol covers the recognition of BRI in the colours siamese pointed and white in all existing recognised colour varieties. The following colours were presented: a 03 33, c 03 33, g 03 33, b 03 21 33, c 03 2133.

The cats presented were most of them excellent in type, with strong bodies and legs. They also had excellent heads, round and broad. About the colours, we focused a lot of the eye colour and of course body/point colour and pattern. Most of the cats had a bit pale blue eye colour. These varieties had mostly very short, thick and crispy coat, All had acceptable 03 pattern and excellent point colour. All of them had even body colour. The temperament was excellent in all cats.

Report - Presentation Show smoke and silver tabby Siamese pointed British – BRI x*s /x*s 21 33
The Breeding and Registration Commission (BRC) checked the validity of the pedigrees of the cats at the Presentation Show according to chapters 4 and 5 of the Breeding & Registration Rules. The BRC also checked whether the requirements regarding the recognition of a new colour variety were met as described in the Breeding & Registration Rules, article 10.2.2.
The BRC received twelve (12) pedigrees for cats entered at the Presentation Show. Eleven (11) of these cats are registered in a FIFe Pedigree Book and one (1) in another organisation.
The checking of these pedigrees only revealed minor registration mistakes and all cats were more than 6 months old.
The BRC is of the opinion that the requirements for recognition have been met.
The BRC does have one remark: 1. It should be decided if the proposal for recognition of these varieties should also include the Siamese Pointed and white British.

2. Colours for Recognition
This protocol covers the recognition of BRI in the colours non agouti silverpoint (smoke), *s 33 and agouti silverpoint (*s 11/12/21 33) in all existing recognised colour varieties. The following colours were presented: ns 33, ns 11 33, ns 12 33, ns 21 33, as 21 33, bs 11 33, bs 12 33, ds 33. See the next section for the FIFe JSC comments to this.

The cats presented were mostly of excellent in type, with strong bodies and legs. They also had excellent heads, round and broad. About the colours, we focused a lot of the eye colour and of course body/point colour. The silver varieties had mostly an excellent blue eye colour. Only a couple of the cats had pale eye colour. The silver varieties had mostly very short, thick and crisp coats. The point colour showed good evidence of silver. In some cases there was a bad in contrast. The temperament was excellent in all cats.
It was noted that cats are registered and presented with the EMS codes 11, 12 and 21. At the presentation show the JSC noted that it was not always possible to determine the pattern of the cats with certainty. This is presumably because of the limited amount of “colour breeding” done so far. It is recommended that the EMS code 21 is used for registration of all agouti silverpoint cats if the recognition proposal is accepted.
It is noted that the FIFe Standard General Part Pg 95, 96 and 107 calls for good contrast between points and body colour, this is not always possible to see on the silverpointed cats, especially with dilute colours. This should be clarified in the Standard General Part.

Proposal 3 – the colour Siamese golden tabby pointed (- *y 21 33) in BRI
With reference to articles 10.2 and 10.3 of the FIFe Breeding & Registration Rules, we apply for the acceptance of Siamese golden tabby pointed as recognised colour of the BRI and this in all existing Siamese pointed colour varieties to be included in the General Part, the standard of the BRI and the EMS List, as follows:

The General Part of the FIFe Standards should provide full descriptions of all these colour varieties as they are already recognised in other breeds.
On the 24.11.2012, a recognition show took place in Lysá nad Labem (CZ) which was attended by 4 members of the JSC (we had an exception for the presence of a member of the BRC) and almost all requirements set in the FIFe Breeding & Registration Rules were met. Already several months ago, we received the reports of these commissions; we translated these into German and French and attached them for your information.
Regarding the requirements set in article 10.3 of the Breeding and Registration Rules, we have the following answers (in bold and italics):
1. an exact indication of which colour(s) should be recognised (use special form?) - see above 2. the future standard and scale of points for the colour / breed – no changes needed 3. an indication of any problems which could occur regarding these colour varieties and the action(s) which should be taken – the biggest problem that could occur is whether to register the Siamese golden tabby pointed colour variety as – *y 11/12 33 or – *y 21 33. In order to avoid future problems with distinguishing between –* y 11 33 and – *y 12 33 varieties, we propose to register all tabby varieties as – *y 21 33. 4. what restrictions there should be in the FIFe Br. & Registration Rules (if any) – not applicable 5. how progeny differing from the breed standard should be registered – as x-varieties or XLH 6. the opinion of the Breed Council for the breed (if any) – will be read by BC Administrator 7. the health status and indication of possible health and breeding problems – the same rules and recommendations as all BRI (see art. 3.6 & app. I of the Br. and Registration Rules) 8. the relevant protocols of the commissions involved in the presentation show(s) regarding the recognition of the new colour variety or the new breed. – are provided, however it has to be pointed out that the Article 10.2.2 of the Breeding and Registration Rules has not been fully met as 2 of the 10 presented cats were younger than 6 months.
The Czech FIFe Member is confident that the spirit of the requirements has been met and we respectfully ask the GA to accept our proposal and thus allow all breeders and owners of British golden Siamese tabby pointed to breed with these colours without restrictions and to be able to show them as fully recognised varieties. We would also like to emphasise the importance of correct registration of these varieties when fully recognised.

Report - Presentation Show golden Siamese tabby pointed British – BRI xy 21 33
The Breeding and Registration Commission (BRC) checked the validity of the pedigrees of the cats at the Presentation Show according to chapters 4 and 5 of the Breeding & Registration Rules. The BRC also checked whether the requirements regarding the recognition of a new colour variety were met as listed in article 10.2.2 of the Breeding & Registration Rules.
The BRC received nine (10) pedigrees for the cats entered at the Presentation Show. Nine (9) of these cats were registered in a FIFe Pedigree Book and one (1) in another organisation. The checking of these pedigrees only revealed minor registration mistakes.
Seven (8) cats were over 6 months old; two (2) were less than 6 months old and were shown in class 12.
The BRC is of the opinion that the required number of cats for recognition has been met. Two cats however are less than 6 month.
The BRC has the following remarks: 1. If a proposal is presented to the General Assembly 2013, an exception for not fulfilling the Breeding and Registration Rules Article 10.2.2 must be included. 2. It should be decided if the proposal for recognition of these colour varieties should also include the Siamese Pointed and white British.

It was noted that cats are registered and were presented in EMS codes 11, 12 and 21. At the presentation show it was not always possible to determine the pattern of the cats with certainty. This is presumably because of the limited amount of “colour breeding” done so far. It is recommended that the EMS code 21 is used for registration of all agouti goldenpoint cats if the recognition proposal is accepted.
It is noted that the FIFe Standard General Part contains no colour descriptions for goldenpoint colour varieties. There are already other breeds recognised in these colours (ACL/ACS/NEM) and this should be rectified.

Motivation : JYRAK had on the show in Brædstrup the 13th of January 2013 an unofficial presentation show for brush Peterbalds. Attached are the reports from the J&S and B&R Commissions. Present at the show was three members of the Judges and Standard Commission and one member of the Breeding and registration Commission, and reports from both commissions are attached to this proposal. The Breeding and registration Rules does not require a presentation show for recognition of a new treat like the fur quality as it does for the recognition of a new colour variety, but to be certain that this variety of the Peterbald fulfil all the qualities for a new variety the breeders wanted to have this unofficial presentation show, and the two commissions agreed in writing a small report on this variety based on the presentation at the JYRAK show. Brush is a coat variety which occurs frequently in the Peterbald breed and is a natural and frequent part of the breed. The variety is mentioned in the Breed Standard and in the Breeding and Registration Rules as a non-recognised variety, but in order to be able to breed healthy and non-naked cats of this breed we find it natural that this variety can be judged on the same conditions as the naked and velour cats. As this variety clearly is not a naked variety code 21 for the naked breeds should not be applicable for the PEB * 83.

I had the real pleasure to judge the PEB in brush variety during the show in Brædstrup, DK hosted by JYRAK club on January 13th, 2013.
It was agreed with the B&R Commission that a formal presentation show was not needed as the variety is already described in the standard of the PEB and thus there is nothing new compared to the already described features of the breed. I could evaluate a total of 10 cats of different ages ranging from 7 months to 3.5 years and belonging to the following groups: 1, 2, 3, 5 Type wise, I was very much impressed by their size, structure and body shape.
They were all elegant on high and long legs, muscular and supple. Their sizes and weights were excellent in relation to their ages and classes. Neuters were still very elegant with long bodies just bit heavier and deep, as it is natural in general for neuters. All had excellent long and tapering tails, without faults. One of the cats with particularly long hind legs, a youngster male chocolate pointed (nr. 391), showed a peculiar posture of the rear (touching knees). He will be checked for boning development of legs and hips. All others had no visible or feelable structural fault.
As for the head shape, in the majority of the cats the triangle was narrow at top andmost of the foreheads were flat. Nose lines were almost all straight and had good length. On two of the cats, an adult female lilac (nr. 385) and a youngster red tabby male (nr. 392), the wedge was very correct in shape and proportions, as well as the profile and forehead, with good height and correct chin. The red tabby boy showed a slight under bite, but still less than 2 mm. Because of the narrowness of the heads, most of the cats had a bit upright set ears, except for the two mentioned bove (lilac and red tabby). They were all bit narrow at the base but quite good in size in balance to the head. The eyes, on the majority of the cats were slanting and almond in shape. Two cats showed a bit dominant look. One chocolate tabby pointed neutered boy (nr 386) showed quite deep set eyes but he was the only one with this problem. Eye colour was in general excellent with a lighter tone of green on some. The eye colour of the pointed cats (2 chocolate pointed youngster males) was deep blue. One of the chocolate pointed youngsters (nr. 391) showed a slight squint. Eyes were all well open.
The brush coat was the point I tried to concentrate more during my judging. It was very interesting to notice that there can be “variations” in the coat, both in length and in texture, without going too much to extremities. This may be a point for further discussion among breeders as there may be different interpretation about what is more correct in this case (as nothing is indicated in the standard about this). When touching these cats, the feeling is very peculiar and depending on the "density" of the coat, the brush may vary. Brush is, anyway, never glossy. Where the coat was shorter, the brush was less feelable, when the coat was longer the brush was fully expressed. The length varied from less than 1 cm to nomore than 3 cm. In general, on almost all cats, the coat wasmade of thick hairs, irregularly curled and shaggy. Some showed a noticeable undercoat too and a sort of “plush effect” of the brush. On some cats the brush was not even. Some parts of the body (particularly on the neck, shoulders and legs) had a slightly straight coat, still thick in texture, but with very little waving. One of the cats, a neuter male chocolate and white (nr. 387) was definitely "different". At first he looked absolutely "straight haired". The colour was glossy warm chocolate and coat was very flat on body. This cat was littermate of other brush coated cats present and the brush on him was very slightly feelable only on the tail rump and when stroked perpendicularly from the back to the flanks. During a normal judging section such a cat should have been re-registered as 82.
One particular feature has been noticed on all cats: independently from the quality of the texture and/or length, al cats were fully coated. Differently from what the standard says, there were no bald patches on the head or shoulders or back. The brush was maybe little less intense in these areas but the coat was present.
©FIFe - Agenda GA Madrid (ES) 30+31.05.2013 67/117 One male chocolate tabby point neuter (nr. 386) was the one with less brush and in general less coat of all. He showed some isolated thick and slightly waving hairs on the body on a very soft and extremely short undercoat (like flock). The brush on him was present on the muzzle, head mostly, and on the tail. This was the oldest cat of the group and the breeders explained he was coming from old, imported PEB lines.
GENERAL COMMENTS
As a general comment I'd like to underline the fact that during the judging of these cats there has been a really interesting and informative discussion with the breeders/owners. I noticed a genuine interest and passion for this variety. Breeders are very committed to work for healthy cats and have been working hard to also breed the correct type. All cats were, in fact, in excellent conditions, healthy, friendly, clean and behaving nicely and cooperative during the judging process. The problems I noticed (and noted) were not specifically of the breed but possible in all breeds (undershot, deep set eyes, etc).
As for the present standard of the brush variety there are some points to take into consideration for a further discussion and possible adjustments, in consideration of the cats that have judged: a) differently from what the standard says, the cats are fully coated, without bare patches anywhere on the body. This seems to be the aim of the breeders and the direction of selection. b) the length of the coat may well allow a correct identification of the pattern which is something not presently contemplated in the standard. c) the description of the coat as it is now doesn’t sound to be enough and would need some amendments. As an example the coat is definitely not fine in texture but thick. d) there is no indication in the standard about the length of the coat and its density. This is, inmy opinion, an important information for the correct assessment of the correct coat.
In general, and in consideration of all described above, I’d gladly support a change in the present standard to allow the brush variety enter the competition. The change would be the deletion/change of the following part from the remarks on page 17 of the cat. IV standard:
“Longhaired Shorthaired and Brush varieties (PEB x * 81/82/83): no certificate; only for registration – breeding permitted.”
This change and the actual appearance of the cats shall lead to another change in the General part of the Standard where the 21 code is described. At present this code is also applied to “naked breeds” but as amatter of fact the PEB 83 is not a naked cat. The sentence “except the PEB 83” could be then added.
Further changes may be required also to the present Breeding and Registration rules in order to delete the 83 variety and leave only PEB with longhair/shorthair hairs with showing restrictions.

Although the present Breeding and Registration Rules have no requirement for a presentation show for new variants, other than colour variants, the organisers of the show asked the Commission to perform a check of the cats as for a normal presentation show. The Commission have checked the validity of the pedigrees of the cats presented at the informal Presentation Show in accordance with Chapter 4 and 5 of the BRR. The Commission also checked whether the requirement for the recognition of a new colour variety has been fulfilled
The Commission received pedigrees of the twelve (12) cats entered at the Presentation Show. Eleven (11) are registered in a FIFe Pedigree Book. One (1) is registered in LOOF but a FIFe pedigree is pending. Two of the twelve cats were absent at the show due to pregnancy so only ten (10) were presented.
The checking of these pedigrees has revealed no registration mistakes at all. Registration was done according to the Rules valid from 1st of January 2013. All cats are more than 6 month old.
One cat was a Peterbald straight (PEB * 82) and should be re-registered as such.
If this presentation had been for a colour variety the commission finds that all the requirements for such recognition have been met with the exception of the number of cats.

Addition to the FIFe Breeding and Registration Rules § 6.24 TUA (Turkish Angora)
Mating between TUA w x TUA w is not permitted.
Motivation The objective of this proposal is maintaining the health of the breed, and minimise the risk of deafness.
Congenital deafness is due to lack of development of the cells of the inner ear. The cat may suffer from deafness on one or both ears. The considition is heredital (autosomal, dominant inheritance) and is most frequently seen in white cats, who will often also have blue eyes.
TUA was recognized by FIFe in 1989 in the white variety only. But breeding white to white for several generations caused an increased risk of deafness, especially when using odd-eyed or blue eyed individuals. Only in 1994 was the TUA recognized in other colours.
Using the BAER test (brainstem auditory evoked response) does not provide a guarantee against having deaf kittens from white cats. Consquently we feel that it will be preferable only to allow matings between white and coloured cats, in order to increase the chances of having healthy, hearing cats.
We m add that mating of white to white is not allowed in Germany, Holland and England, and Germany does not permit mating of white to cats with more than 60% white – these rules apply to all breeds.

Proposal 1 - Recognition of the colour varieties OSH w 64, 63 and 61 in OLH/OSH
With reference to art. 10.2 and art. 10.3 of the FIFe Breeding and Registration rules, we apply for the recognition of the Orientals Longhair and Shorthair in the following colour varieties: OLS/OSH w 61 – white with deep blue eyes OLS/OSH w 64 – white with green eyes OLS/OSH w 63 – white with odd eyes, one deep blue, the other one green. The description of the colour (w) as well as the eye colours (61, 63 and 64) can be found in the General Part of the Standard (refer to pagg.12 and 13). All requirements regarding the Breeding and Registration Rules article 10.2.1 have been fulfilled at the presentation show in Rheda (DE) on the 20th of January 2013. If the proposal is accepted the following further changes shall be done:

Motivation: The white colour, shorthaired and longhaired versions, has been a part of the breed for many years. It is a natural development to have this colour recognized, and the necessary number of cats for OSH w 64,63 has been presented at the show in Rheda. As well known, all proposed eye colours 64, 63 and 61 are possible when breeding white cats, and the white is a colour recognized already in 20 breeds. The Oriental population is not very large. Introduction of new coat colours to Oriental and Siamese population might have an impact on phenotypic frequency in the population, but it might also improve the genetic quality of these breeds. The influx of this “fresh blood” could also lower the kinship coefficient between individuals. OSH w 61 are very often register under wrong EMS code SIA w 67, and it has to be cleared and meant to fix this kind of problems and correct the many mistakes. Report - Presentation Show of White odd-eyed Orientals – OSH xw 63
The Breeding and Registration Commission (BRC) checked the validity of the pedigrees of the cats at the Presentation Show according to Chapters 4 and 5 of the BRR. The BRC also checked whether the requirements regarding the recognition of a new colour variety were met (BRR article 10.2.2)
The BRC received pedigrees for the ten (10) cats entered at the Presentation Show. Of these, seven (7) were registered in a FIFe Pedigree Book and 3 in other organisations.
The checking of these pedigrees only revealed minor registration mistakes. All cats were more than 6 months old.
The BRC finds that the requirements for recognition have been met.
The BRC has the following remarks: 1. It must be decided if the recognition proposal for this colour and eye colour should also apply to the sister breed OSL and to the SIA/BAL w 67. 2. The BRC finds it important that the recognition of varieties within the sister breed group (BAL, OLH, OSH, SIA, SYL and SYS) are consistent and do not vary within this group. In this group the Siamese pointed cats (incl. SIA/BAL w 67) are recognised with Siamese blue eyes and the Oriental cats are recognised with vivid luminous green eyes. No odd eyes or “white blue” (61) eyes are recognised even though it is possible that these eye colours occur. The question could be if white Orientals should be recognised with blue eyes which could lead to confusion with the SIA w 67 or they should just be recognised with green eyes to maintain the consistency.
Another problem about introducing the “white blue” eye colour in the group of cats is the close relationship between the occurrence of deafness and 61 blue eyes. The risk of having a deaf cat is according to the latest research 44 % for a 61 blue eyed cats and 18 % for a green eyed cat. The figures are for pure bred cats and are significantly lower than for domestic cats in general (65% / 22%). The reason for this is that deafness / 61 blue eyes are controlled by the same polygenetic factors and can be reduced or even eliminated by selective breeding (not breeding deaf and 61 blue-eyed cats). When the SIA w 67 was created a strict selection for green eyes was made, and deafness has not been as frequent within this breed as in other breeds and it seems to be a corruption of all the work done in the past if 61 blue eyes /a higher risk of deafness is introduced within this breed.

Type The cats presented gave the general impression of excellent OSH type. The body type was elegant and well muscled. trong legs. The heads were wedge shaped with straight lines. The ears were of ex shape and set but generally could have been larger. The eyes were ex in shape and set. The younger cats showed typical signs of still being in development.
Coat Generally the coat structure was good being silky and lying close to the body. On some of the cats the coat could have been a little shorter. On all cats the coat was pure white without markings or shadings.
Eye Colour The eye colour was noted as generally a vivid green or a deep blue. Some of the cats showed a slight yellowish green tone. The eye colour of the younger cats was noted as not fully developed in some cats.

Proposal 2 - Recognition of the colour varieties silver/smoke in Siamese/Balinese
With reference to art. 10.2 and art. 10.3 of the FIFe Breeding and Registration rules, we apply for the recognition of the Silver and Smoke as fully recognized varieties of the Siamese/Balinese, in all existing varieties. The description of the Silver/Smoke Siamese pointed colours has already be done in the General Part of the Standard (refer to pag.107 to 123). We propose to judge the Silver/Smoke varieties together with the existing colour varieties. The table of recognized varieties (pag. 10 of the cat. IV standard) should change as follows:

Motivation: We propose this recognition because the silver/smoke presence in SIA/BAL is a natural occurrence caused by the possible mating with OSH/OLH in silver/smoke colours. There is nothing new added in the Siamese/Balinese gene pool by recognizing these varieties, and in addition it would allow a more genetically correct registration of the kittens to allow the breeders to choose whether to breed with them or not. Nowadays there are many problems with the registration of these colours and this has been proven by the pedigrees provided during the presentation show in Rheda-Wiedenbruck that didn’t correspond to the phenotype of the cat. Reports from the commissions are attached. The opinion of the BC will be read out. The recognition of these varieties is mainly meant to fix this kind of problems and correct the many mistakes from the past.

The Breeding and Registration Commission (BRC) checked the validity of the pedigrees of the cats presented at the Presentation Show according to chapters 4 and 5 of the BRR. The BRC also checked whether the requirements regarding the recognition of a new colour variety had been met (BRR article 10.2.2)
The BRC focused itself especially on the part of article 5.1.1.:
Registration of a cat in the Pedigree book must be done according to the EMS-system & genetic principles.
For a silver Pointed to be registered correctly as silver, at least one of the parents MUST be silver and that goes for all cats in the pedigree.
In total fifteen (15) cats were presented at the show. The BRC received pedigrees of all cats in advance and had a continuous communication with 1.DEKZV before the show to try to correct the pedigrees.
Of the 15 presented cats: Twelve (12) were registered in a FIFe organisation and three (3) in a non-FIFe organisation. Four (4) cats were correctly registered as silver points Four (4) of the cats were registered as silver without having any silver parentage. Three (3) of them even in a LO register (catalogue nos. 244, 245, 246 and 266)! Seven (7) of the cats needed a colour determination at the show as they were not registered as silver. However only a few of the cats registered as non-silvers can be registered as silver at all, as none of the parents are registered as silver, and several cats do not even show any silver at all in the pedigree. One (1) of the seven (7) cats which should be re-registered after colour determination can be registered as silver
According to the pedigrees presented to the BRC, five (5) cats were registered in the pedigree book correctly (or could be registered correctly after the colour determination). However, one of these was not 6 month at the time of the show, but it was a healthy and big cat and should be considered as part of the presentation (cat. nos. 247, 248, 256, 265 and 267).
Of the ten (10) remaining cats, three (3) cats have silver in the ancestry in the 2nd generation (cat no 255 and 261) and the 4th generation (cat no 254). The latter however, has dominant white in the 2nd generation which also could mask the silver.
Seven (7) of the cats are related (244, 245, 246, 249, 250, 253 and 266); five (5) of these do not show any silver in the 4 generation visible in the pedigree (244, 245, 246, 250 and 266); two (2) show only silver in the 4th generation in a straight line of only Orientals which could hardy hide the silver in 4 generations.

To be able to register these cats as silver in accordance with the B&R rules, the silver should be identified and all cats between the silver and the actual cat must be re-registered as silver to have a genetic correct pedigree (article 5.1.1).
The BRC must question whether the presented cats really are genetically silver and also the registered colour of some individuals. The cats with numbers 247 and 248 were registered as fawn silver, which does not seems possible and there is no cinnamon in the pedigree. The exhibitor promised to make a genetic test of the two allegedly fawn cats to confirm the colour and send the results to the Commissions.
Based upon the above findings, the BRC concludes that the present registration of these cats is not in accordance with current requirements and equally concludes that they will be unable to be re-registered sufficiently to satisfy the minimum number of individuals required for a presentation show (i.e. ten). As a result, the BRC find that the requirements stated in the B&R Rules article 10.2.2 have not been met.
Therefore, the BRC feels that the proposal in its current format can not be presented to the FIFe General Assembly.
The BRC wishes to make the following remarks: 1. Some exceptions to the B&R Rules will be necessary before this proposal may be accepted as several cats cannot be registered genetically correct, since none of the parents are silver, and often silver does not even appear in the pedigree. The proposal must include a description to solve this problem. 2. It must be decided whether the recognition of these colours should also apply for the sister breeds BAL, SYL and SYS. 3. A modification of B&R Rules Article 6.20 should be included in the proposal, as it seems to be ridiculous to maintain this article in case of recognition of silver Siamese. 4. The confirmation of a genetic test for inhibitor gene would be very useful before a proposal is presented to the General Assembly as the confirmation of these colours often rely on a very uncertain colour determination. With a genetic test, exception to the BRR can be given based on facts.

2. Colours for Recognition
This protocol covers the recognition of SIA in the colour smokepoint (*s) and silvertabbypoint (*s 21) in all existing recognised colour varieties.

Type
The cats presented gave the general impression of excellent SIA type. The body type was elegant and well balanced with good height on legs. The heads were wedge shaped with straight lines. The ears were of excellent shape and set but could have been larger on some of the cats. The eyes were excellent in shape and set and generally of excellent deep blue colour. The younger cats showed typical signs of still being in development.
Coat
The coat structure was good on all cats being short, silky and lying close to the body. The majority of the cats exhibited good silver on the body/points, a couple of the cats were noted as “low grade” silver. There was evidence of rufism of the silver in some cats. Some cats showed markings on the body and lacked a little contrast between the body and point colour.

Joint proposal of Felikat (NL) and SVERAK (SE) FIFe GA 2013, Madrid (ES)
SVERAK and Felikat propose the preliminary recognition of the La Perm as the necessary requirements have been fulfilled. Our wish is that La Perms with both hair lengths - LPL and LPS - shall be recognized together even if there were no LPS that fulfilled the requirements presented at the two shows. The LPS´s that will be shown are all of lower generations.
This preliminary recognition is to take effect on 01/01/2014.
We propose that the La Perm be judged in category 2, as the absolute majority of today's La Perms are of the semi longhaired type - LPL. We also suggest that the shorthairs, LPS, follow into the same category as the sister breed.
We suggest an addition to the EMS-codes to use on the straight haired La Perms born out of curly parents, so they can be registered correctly and used for breeding but not showing.
Finally, we propose that the La Perms are to be judged all in the same group, not to be separated into colour groups. All LPL makes one group and the LPS form another.
Motivation: The La Perm has been in existence for almost 30 years and has changed very little in appearance during this time. There are La Perms registered in most organizations worldwide today and many more breeders and owners would like to breed and show through FIFe clubs if the La Perm would be recognized here as well. The Swedish club NERK hosted the first part of the La Perm recognition show, in Örebro 02/02/2013 whilst the Dutch Felikat hosted the second part in Schiedam, NL, 03/03/2013. The required members of the Judges and Standards Commission were present; an exception was obtained for the presence of a member of the Breeding and Registration Commission. Cats, that met the requirements, were presented at these two shows, as well as the documentation of the breed's health and some statistics of the litters born within and registered through FIFe. A complete list of participating cats and their pedigrees are also available for inspection.

Information about litters and kittens born in Sweden (SE), Netherlands (NL) and Norway (NO) from 2003 to October 2012. In the summery below the statistic numbers are shown. Regarding the reliability of the data, there are some litters that do not have a full set of data. Due to this an indicator has been added to set how reliable the statistics are. The indicator is to be used to as guidance when using the statistics when making decisions. For a percent over 80 the data is to be regarded as highly reliable, for between 60-79 as reliable and below 59 % as not so reliable.
The gestation length has been normal in every known case. The caesarean has been performed 4 times out of the 66 times known. Two of the times has been because of a kitten has been stuck in the birth canal, one due to Secondary dystocia and one due to fault in cervix. 7 kittens out of 18 deceased kittens have been stillborn and 9 of them have died some days later, one kitten due to low weight and three due to infection. 8 kittens have been born with defects, three with navel hernia, three cross-eyed, one tail kink and one cleft palate.

Report of the FIFe Health & Welfare Commission on LaPerm (LPL non/LPS non)
In connection with the presentation of LaPerm longhair and shorthair (LPL non/LPS non) for a new breed in FIFe the Health and Welfare Commission (HWC) received health statistics on kittens and litters bred and/or owned by FIFe members in Norway, Sweden and the Netherlands. Litters The HWC received reports on 91 litters, in all 399 kittens born during a 10 year period. Some of the earlier litters did not present full data on weight, kitten death and defects. The mean litter size was 4,38 kittens, ranging from one to nine kittens (204 male + 195 female). At least four litters were delivered by caesarean section. 18 (4,51%) of the kittens were stillborn, euthanized at birth or died shortly afterwards. This is well inside the normal range for kitten loss during or after birth. Of the dead kittens eight had various congenital defects and the rest died due to other reasons (infections, birth complications?). Among the defects reported were four umbilical hernias, three cross-eyed kittens, a cleft palate and a tail kink. Adults The HWC did not receive any health reports on adult cats. There was no information on blood groups, nor information on DNA tests or other health checks. Among the breeds used for developing LaPerm (longhair and shorthair) are the Abyssinian and Somali which according to a recent article by Silvestre-Ferreira and Pastor (2010) percent type B- blood frequencies of 16-18%. In addition, a recent review by Grahn et al. (2012) reports a fairly high frequency of the allele for Pyruvate Kinase (PK) Deficiency in LaPerm. We therefore recommend breeders to test their cats for blood group and PK Deficiency before breeding. Conclusion Apart from the lack of health information on adult cats the HWC has no objection to LaPerm longhair and shorthair (LPL/LPS) for preliminary recognition in FIFe.

BRC Report - LaPerm longhair Presentation Shows
The Breeding & Registration Commission (BRC) received a set of pedigrees for cats expected to be at the presentation shows for LaPerm in Sweden in February and Holland in March. We checked the validity of these cats in accordance with Chapters 4 and 5 of the Breeding & Registration Rules (BRR). The Commission also checked whether the requirements regarding the recognition of a new breed had been met (BRR article 10.2.3) We received a total of twenty (20) pedigrees of cats present at these presentation shows and these were checked for compliance to the BRR. All cats were at least 6 month old; all cats had at least three generations prior to the cat itself; more than three cats could show a four-generation pedigree of both parents. All cats were registered in either the Felikat or SVERAK pedigree book.
The requirements in article 10.2.3 of the BRR had been met with these cats at the presentation shows. At the SVERAK show, (9) LPL non were present and at the Felikat show, 11 LPL non were present.
The documents sent to the BRC indicate that it was the goal of the presentation shows to obtain recognition for both the LaPerm longhair and LaPerm shorthair. At the Felikat show, also 5 LPS non were present. However, these cats did not fulfil the requirements for the number of generations needed to be part of the presentation show.
Considering the cats present at the presentation shows, the BRC finds that the requirements for recognition of the LaPerm longhair have been met.
LaPerm shorthair were only present at the Felikat show, but did not fulfil the requirements laid down in BRR article 10.2.3. As all LaPerm longhair are homozygous for longhair, it would be impossible for this particular group of cats to produce shorthair offspring. However, the BRC understands that the proposal for recognition needs to the include sister breed status for LPL non and LPS non, and has no objections to that.
Because the gene responsible for the LaPerm curled coat is a dominant and could be naturally occurring in the purebred LaPerms, the BRC suggests that the proposal for recognition include the introduction of a new code for coat quality; for example 84 for straight coat in curled breeds (at present for LPL/ LPS non but could be used in the future for SRL/SRS non as well). This means that straight coated kittens could be registered as LaPerms and still be used for LaPerm breeding, but could not be shown.
A possible solution for registration, which could be included in the proposal for recognition, would be:

Registration of straight coat variety: LPL x * 84/ LPS x * 84 The gene that causes the LPL/LPS curls is a dominant gene, i.e. kittens with normal fur / straight coat can be born out of two pure bred LPL/LPS. Straight coated cats are an integral part of the breeds LPL/LPS. LPL/LPS with straight long/short coat must be registered as a non-recognised variety (“x”) and by using the code (84) for straight coat.

La Perm is a mutation producing a curly coat in both longhair and shorthair. The longhaired cats seen had mostly very nice coats, a mixture of soft undercoat and hard guardhairs. Some of the cats had some (temporarily?) bald, or almost bald, spots. Most of them had lots of curls and waves. Typewise they should be of elegant build which most of them were. Only a few cats could be longer in the body. The head type best describes the females, the males had a bit shorter heads and looked a bit shorter (which is also described in the standard).
Five (5) shorthairs were also presented. They had all nice heads and very nice coats. These cats could all be a bit longer in body/ more elegant.
The JSC have worked a lot together with the breeders and have made recommendations how to adjust the standard, which has been done now.

BRC proposal 3 – articles 3.1 & 3.6: cats having congenital abnormalities are not allowed for breeding 3.1 General A cat suffering from a congenital abnormality must not be used for breeding nor sold as a breeding cat. A breeder selling such a kitten must send a request to their FIFe Member for a “breeding restriction” to be put on the registration document. Cats of all breeds, which are used for breeding purposes, must have whiskers. 3.6 Cats not allowed for breeding The following cats are not allowed for breeding: – deaf cats (white cats must be tested before they are used for breeding) – cats with an umbilical hernia – cats without whiskers – any type of “wild” cat or any new breed based on “wild” cats – cats suffering from (pseudo-)achondroplasia – cats suffering from osteochondrodysplasia – cats suffering from congenital abnormalities. Each FIFe Member is free to impose further health restrictions, according to national circumstances.
3.6.3 Congenital abnormalities FIFe will not support or encourage breeding with cats suffering from congenital abnormalities, for example: – hairless cats (except the current recognised breeds: Sphynx, Don Sphynx and Peterbald) – polydactyl cats – cats having other congenital disqualifying faults (refer to the Standards General Part). Such cats: – are not allowed for breeding – cannot be sold as breeding cats; a breeder selling such a cat must send a request to their FIFe Member for a “breeding restriction” to be put on the pedigree – cannot be promoted or advertised. Motivation We already have in our rules (article 3.1) that cats suffering from congenital abnormalities are not allowed for breeding. We propose to move this to article 3.6 which specifically deals with cats which are not allowed for breeding.
BRC proposal 4 – article 5.1.1: Registration of cats – General principles – insert addition
Once registered, the EMS Code of a cat can be amended upon request of the cat’s breeder or owner up to the age of 6 months. Otherwise such changes may only be made if the amendment has been proven by: – the genetics of the cat’s parents – its progeny – a genetic test or after having been shown in class 13c (Determination class). Motivation The EMS code once registered for a cat can only be changed based on a request of the cat’s breeder or owner.

BRC proposal 5 – article 5.1.1: Obligation to issue pedigree – insert addition
5.1.1 General principles All kittens bred by a National FIFe Member’s member must be first registered in FIFe.
Registration of a cat in the Pedigree book must be done according to the EMS-system and genetic principles.
A FIFe pedigree must be issued for all kittens and cats, whether as part of a litter registration or as an import from non-FIFe organisations. [rest of the article remains unchanged]
BRC proposal 6 – art. 10.2.2 & 10.2.3: additional conditions for a new colour variety/breed
10.2.2 Additional conditions for a new colour variety A new colour variety is one which has: – not been recognised before, or – not been recognised for the actual breed mentioned in the application for recognition. To recognise a new colour variety within a breed recognised by the FIFe, the following conditions must be met: – exhibition of 10 different cats at a minimum age of 4 6 months, showing at least three generations of the same breed or sister breed prior to the cat, and – two-thirds of the exhibited cats must be registered in a FIFe organisation and owned by a National FIFe Member’s individual member. – all exhibited cats must be entered at the show in accordance with their registered pedigree details. This presentation must take place: – during one or two international shows, and/or – in connection with one or two official FIFe events in the presence of at least 3 5 members of the Judges & Standards and 1 member of the Breeding & Registration Commission, with at least one representative from the Breeding & Registration Commission. If the presentation is to be held at two different shows/events, this must be effected within 6 months.
If the Breeding and Registration Commission has been presented with pedigrees and other relevant material for scrutiny of all cats for the presentation show, and has accepted the quality of this paperwork, the presence of the member of the Breeding and Registration Commission is not needed.
10.2.3 Additional conditions for a new breed
To recognise a new breed, i.e. a breed not recognised by the FIFe, the following conditions must be met: – exhibition of 3 different cats with 5 consecutive generations of the breed for recognition prior to the cat, and or 5 generations of breeding according to suggested breeding restrictions and registration rules for the breed – exhibition of 15 different cats showing 3 different generations of the same breed for recognition prior to the cat, and or 3 generations of breeding according to suggested breeding restrictions and registration rules for the breed – all exhibited cats must be entered at the show in accordance with their registered pedigree details. – all exhibited cats must be at least 6 4 months old, be registered in a FIFe organisation and owned or bred by a National FIFe Member’s individual member. If the presentation is to be held at two different shows/events, this must be effected within 6 months. If the Breeding and Registration Commission has been presented with pedigrees and other relevant material for scrutiny of all cats for the presentation show, and has accepted the quality of this paperwork, the presence of the member of the Breeding and Registration Commission is not needed. Motivation The minimum age for cats at presentation shows can be lowered from 6 to 4 months of age. The physical presence of a member of the Breeding & Registration Commission at presentation shows is not strictly necessary if the relevant documentation has been sent for scrutiny to the commission in advance and accepted as fulfilling the B&R rules. For new breeds instead of the required number of generations of “pure bred” cats, also suggested breeding restrictions and registration rules will be taken into account.
BRC proposal 7 – art. 10.12 & 10.2.2: Re - defining “new variety”
10.1 Definition of a colour or a colour variety A colour is a group of colours which are related to each other through a certain common characteristic, which can be either a common genetic characteristic or a common pattern. For instance piebald spotting (a common genetic characteristic and pattern, which includes Van, harlequin, Bicolour), or tabby pattern (a common pattern and genetic characteristic which includes blotched, mackerel, spotted, ticked), or black colour (a common genetic characteristic which includes also the alleles chocolate and cinnamon). Colour Variety is used as a concept covering a cats coat colour or any other trait the different possibilities for expression of colour, and pattern of the coat. That means a colour, pointed pattern, tabby pattern or distribution of white. A new variety is an EMS code not earlier recognised in a specific breed.

Motivation: The amount of breed and traits in these breeds necessitate a new definition of „new varieties“ which no longer can be described just by a new colour variety.

The following cats are not allowed for breeding: – deaf cats (white cats must be tested before they are used for breeding. Mating between two white cats is not allowed). ...
Motivation: Several studies report a clearly higher incidence of deafness in litters from matings between two white cats than from matings between a white and coloured cat. As long as the responsible mutations are not known, selected matings and hearing tests remain our only alternatives to reduce deafness in cats.

Begründung: Mehrere Studien berichten von einer deutlich höheren Inzidenz von Taubheit in Würfen von Paarungen zwischen zwei weißen Katzen als von Paarungen zwischen einer weißen und farbigen Katze. Solange die verantwortlichen Mutationen nicht erkannt worden sind, bleiben ausgewählte Paarungen und Hörtests unsere einzigen Alternativen um Taubheit bei Katzen zu reduzieren.

Proposal 6 - Modification to article 1.6 – Complaints against Judges
Written complaints lodged against Judges are to be dealt with by the FIFe Judges and Standards Commission Board.
Motivation: Commissions have defined tasks described in the Statutes, but complaints in any form should be handled in one place regardless if they are about a FIFe member, a FIFe officer or judge, and this is by the board. If needed, the Disciplinary Commission can give recommendations to the Board.
Proposal 7 - Modification to article 3.7 – Judging at non FIFe shows
A FIFe Judge may, with the permission of the FIFe Board and the FIFe Member in the country concerned, officiate at a non-FIFe show. The invited judge shall seek written permission for each individual show with the FIFe member(s) in the country where he is invited. He shall also check if there is no FIFe show scheduled the same weekend in the country concerned or in a 400 km radius. If all conditions are fulfilled the judge should forward the request with the permission(s) to the General Secretary for approval. If a FIFe Judge officiates at a non-FIFe show, it must be agreed beforehand that the show catalogue will state that he is a FIFe Judge. A breach of the current rules will result in disciplinary actions. Permission is refused if a FIFe show is scheduled for the same weekend in the country concerned or at a location less than 400 km from a FIFe show. Each FIFe Judge may officiate only two weekends a year at non-FIFe shows in countries where a FIFe-Member exists.
Motivation: To collect permissions and check all necessary conditions should be the responsibility of the judge who wants to judge at a non-FIFe show and not consume the resources and time within FIFe.

Proposal 2 – change to art. 2.1.15
Addition of exceptions for breeds to be examined before taking the final exam:
All breeds in the category in question must have been examined by a Student Judge (except ACS in category II, GRX, KBS and SOK in category III and SYL in cat IV). The rest of the article remains unchanged.
Motivation According to the information available to the JSC, ACS are rarely seen at FIFe shows, whereas their sister breed ACL are well represented. The JSC believes an exception can be granted for this breed that only differs only in coat length form its sister breed.
Proposal 3 – change to art. 2.1.16
2.1.16 Participation in training Seminars delete the last paragraph: National training seminars for Student Judges are defined by a specific set of rules.
Motivation: To clearly identify what kind of seminars are mentioned in this article, it is necessary to change the title. And because there are no “national training seminars” elsewhere in the rules and no specific set of rules for them, there is no need for the last sentence.
Proposal 4 – change to art. 2.3.8
Change the second – as follows:
- at least one of the examiners has who have participated at least once during the preceding three years in a seminar…
Motivation: To allow students to easier find judges and shows where they can take the final exam.
Proposal 5 – addition to art. 2.3.13 (NE 4.2.5)
Change the third paragraph of the article as follows:
The Supervising Judge will compile a report, including the number of cats judged in the relevant classes, which will be given to the Probational Judge who must forward the to be sent in original to the FIFe General Secretary within two weeks of the show. Probational Judges must be present during the Best in Show.
The Supervising Judge may also appoint the Probational Judge as International Judge and allow him to vote at the Best in Show Panel provided the following requirements are met: - the Supervising Judge has checked that the total amount of cats in stage(s) is correctly fulfilled - the Probational judge is gives evidence that the letter of commitment to FIFe has been signed. In any case, the Probational Judge must be present during the Best in Show.

Motivation: To be appointed as International judge after the passing of the necessary stages is mostly a bureaucratic matter. We think also the Supervisor could do the official appointment, provided all requirements are checked and fulfilled. This would also be beneficial for the show organizers/exhibitors when it comes to the number of judges voting at the best in show panel.
Proposal 6 – addition to art. 2.4.1 (and 4.3.1 for NE)
We propose to add the following sentence to art. 2.4.1 (and 4.3.1 for NE) “In the event of an already accredited Judge wishing to qualify in another category, the Judge will be required to repeat the judge’s training procedure, starting from the date of approved admission as Student Judge, and participate as a Student Judge at international shows….”
Motivation: to clarify when to start counting the time necessary before being allowed to take the final exam.
Proposal 7 – new art. 2.4.2 and renumbering
We propose to add a new article about the questions for the theoretical examination for Judges continuing with a further category.
“2.4.2 Questions for the theoretical examinations If the candidate is already a Judge in at least two categories, the theoretical questions are to be divided as follows: - 10 questions from the General Part; - 20 questions from the category selected to which only short answers are required; - 10 questions from the category selected to which long answers are required.”
As a consequence, the following articles should be renumbered: 2.4.2 -> 2.4.3; 2.4.3 ->2.4.4; 2.4.4 -> 2.4.5; 2.4.5 -> 2.4.6
Motivation: the exam of a judge which is already qualified for two categories, should concentrate on the category part more than on general part.
Proposal 8 – change to art. 2.4.3
Addition of the following sentence at the end of the article:
“Exceptions are made for an already accredited Judge in at least two categories, in which case the stage is not anymore required.”
Motivation: in order to optimize the process after the passing of the exam for a Judge that is alrady appointed for two categories. It would also help show organizers that can use a fully licenced Judge already on the same show weekend.

Proposal 1. Addition of a new paragraph at the end of Art. 6.1.9:
“………………………………………………………… For the reimbursement of expenses officiating judges submit to the organizing club in writing a list with their expenses they are entitled to as described above. This list should be accompanied with electronic flight ticket, invoices, other tickets, receipts and/or any other evidence for the due sum.”
Motivation: This new paragraph reflects the existing practice of receiving from the judges the list with their expenses. But from accounting point of view it is a problem when this list is not accompanied by the relevant proofs like invoices, tickets, receipts etc. In such cases state auditors/inspectors can impose a fine to the organizing club, which our FIFe rules should prevent.

PROPOSAL 2 - Felikat proposes a change to the following rule:
Showrules - 3.9 Faults leading to disqualification Table of faults no. 1.5 Cats with poly- or oligodactylism Exception to this rule: the polydactyl Maine Coon
Motivation for this proposal: The trait for polydactyly has been found in the breed ever since the beginning of its existence; is has not been bred into the breed artificially. The foundationcats of the breed survived with it as free range cats for decades. Accounts of polydactyly in the Maine Coon cat are documented as far back as 1876. It is inherited as a dominant trait. The trait does not influence the health or dexterity of the cat in any way. Many studies have proved this, the most recent one by Hamelin in 2011. The type of the polydactyl Maine Coon is similar to the non-polydactyl Maine Coon; they are Maine Coons with extra toes. Polydactyl Maine Coons can be found in the pedigree of every Maine Coon.
ANTRAG 2 - Felikat schlägt ein Änderung an den folgenden Regel vor:

Argumentation für diesen Vorschlag: Der Eigenschaft für polydacktylie ist seit Anfang des Maine Coon Rasses schon anwesend und wurde nicht auf artifizielle Weise an der Rasse hinzugefügt. Die foundation-Katzen des Rasses haben Jahrzenhnte lang als frei lebende Hauskatzen überlebt. Die ersten Berichterstattungen über polydaktylen Maine Coons, stammen aus 1876. Es wird auf dominanter Weise vererbt. Der Eigenschaft beeinflusst der Gesundheit und Beweglichtkeit der Katze auf keinerlei Weise. Dieses wurde von vielen Studien ausgewiesen, wovon Hamelin in 2011 der letzte war. Das Typ der polydaktyle Maine Coon ist ähnlich an der der non-polydaktyle Maine Coon; es sind Maine Coons mit extra Zehe. Polydaktyle Maine Coons sind in die Stammbäumer aller Maine Coons anwesend.

Motivation pour cette proposition: La polydactylie existe dans la race Maine Coon depuis le début de son existence; ce n’etait pas ajouté dans une manière artificielle. Les chats de Fondation de cette race ont survécu dizaines d’annees avec des pattes polydactyles. Des mentions de la polydactylie chez le Maine Coon remontent à 1876 la polydactylie est heriteé dans une manière dominante Polydactylie ne pose aucaun un danger ni pour la santé ni la mobilité du chat. Plusiers d’etudes ot prouvé cela, l’etude de Hamelin (2011)en est la dernière etude. Le type de Maine Coon polydactyle n’est pas différent de la type Maine Coon nonpolydactyle; ce sont des Maine Coons avec des doits supplémentaires On trouve des Maine Coons polydactyles dans des pedigrees de tous les Maine Coons.

Amendment to § 5.4 of Show Rules FIFe concerning the age brackets for kittens presented on FIFe show in the following classes:

Class 11: Junior class (kittens aged 6-10 months) (kittens aged 7-10 months) This class is open to cats which are aged 6 7 months during the show but not yet 10 months old, in consideration of articles 1.17e and 3.1.
Class 12: Kitten class (kittens aged 3-6 months) (kittens aged 4-7 months) This class is open to cats which are aged 3 4 months during the show, but not yet 6 7 months old, in consideration of articles 1.17e and 3.1.
Reasons Each cat or kitten presented on a show organised according to FIFe rules and regulations should be protected under a vaccination program required and recommended by FIFe as well as vaccination programs required by national veterinary regulations. Kittens can acquire full immunity at 2-3 weeks after they reach the age of 13 weeks.

6.5 Transfer of an exhibit during judging
A judge cannot transfer an exhibit from one class or variety, group or breed to another class, variety, group or breed unless an administrative error is established. The judge should submit a transfer recommendation for the next show. A cat being in the wrong variety, group or breed receives a full report with the proposed breed, variety or group, but without qualification and classification. In the case of a change of group or colour, the judge should submit a transfer recommendation for the next show. Titles obtained previously will be retained and count in the new class in which the cat is competing.
Motivation: If for example a cat already has the title of CH this means that at least competed in three exhibitions and obtained certificates of three different judges, which is why the title was approved by the National Federation in which the exhibitor belongs. In the event of a change of colour or group these titles should not be removed but start at the beginning where class is in competition

Motivation: Wir würden gerne vorschlagen, dass bei Streitbewertungen bezüglich Farbe und Zeichnung, der Genotyp der beurteilten Katze (EMS code des Vaters und der Mutter) zuhilfe genommen werden sollte. Falls dies akzeptiert werden sollte, würden Richter nicht mit Situationen konfrontiert werden, in denen die beurteilte Katze eine Zeichnung hat, obwohl die Eltern keine Zeichnung tragen, gegebenenfalls, die Katze ist silbern obwohl die Eltern nicht silbern sind.

Le rapport de juge doit au moins comprendre les points suivants: les premier 4 point sans changes – date de naissance et le sexe – Les races et les couleurs (code EMS) du père et de la mère – classe dans laquelle le chat doit être jugé...... Motivation: En cas de problème avec la détermination de la variété du couleur du poil le type génétique du chat jugé peut aider (code EMS du père et de la mère). L'acceptation de cette proposition élimine la situation de juger le chat de la variété tabby ou spotted dont les parents ne sont pas dans cette variété du couleur ou juger le chat du couleur d'argent dont les parents n'avons pas la fourrure de ce couleur.

Annexes – Exceptions to the Show Rules – Annex 4. Allow for IC/IP certificates for Ukraine to be taken in one country: - International Champion / Premier: 5 CACIB/CAPIB under at least 3 different judges.
Motivation: The economic situation in Ukraine is very difficult. Our exhibitors need visas for visiting most countries and shows in Russia and Belarus are very distant from our country (from 700 km). In addition in order to travel to EU Ukrainian cats are requested to have Rabies antibody tests which impossible to do in Ukraine at the moment due to the absence of the certified laboratory.

Motivation: Die wirtschaftliche Situation in Ukraine ist noch sehr schwierig. Unsere Aussteller benotigen ein Visum fur die Reise nach den moisten Landern und die Entfernungen nach Asstellungen in Russland und in Weisrussland sind sehr weit (ab 700 km). Um in die EU zu verreisen, brauchen die ukrainische katzen einen Tollwut Titer Test und im moment gibt es in unserem Land kein offizielles Laborator welches diese Tests machen kann.

Proposals to amend the Show Rules
Proposal 1 - change to article 3.3:
3.3 Minimum age The minimum age of a cat must be at least threefour months during the show. This rule applies to International and National Shows, Seminars and Breed and Propaganda Shows.
In accordance to this there should also be a change in the Show rules, articles 2.3.1.a, 3.1, 4.8.b, 4.9.1, 4.9.3, 4.9.5, 5.4, and the table of Best in Variety on page 34/34.
Motivation: Proper vaccination protocols will finish with 3,5 to 4 months. The Show Rules §1.8 requires the boosters to be given at least 15 days prior to the show. A kitten will then be at least four months old. This way the stress imposed on the immune system by the vaccinations is diminished at shows and the kittens will benefit from improved welfare.
Proposal 2 - change to article 5.4:
Class 11: Junior (67-10 months) class This class is open to cats which are aged 67 months during the show, but not yet 10 months old, in consideration of articles 1.17.e and 3.1. Class 12: Kitten (3-64-7 months) class This class is open to cats which are aged 34 months during the show, but not yet 67 months old, in consideration of articles 1.17.e and 3.1.
In accordance to this there should also be a change in the Show rules, articles 2.3.1.a, 3.1, 3.3, 4.8.b, 4.9.1, 4.9.3, 4.9.5 and the table of Best in Variety on page 34/34.
Motivation: To balance the classes 11 and 12 if proposal 1 from the HWC is accepted.

SC proposal 1 – article 1.12: payment of show entry fees
Payment of show entry fees: a. The possibility exists to send the proof of payment to each relevant National FIFe Member (Euro check, postal money order, cash etc.). The responsible FIFe Member will forward his entry together with the certification to the relevant show organiser. b. or alternatively, the National FIFe Member will list the entry fees and forward the complete amount of the entry fees to the relevant show organiser within 8 days after the show.
Payment of show entry fees must be effectuated in accordance with the instructions from the show organising club. Guarantee for payment of entry fees only applies to exhibits whose entries have been confirmed by the FIFe Member or club to which the owner of the cat belongs.
Motivation Last year the General Assembly accepted a proposal with regard to article 1.13: Show entry forms must be completed and submitted in accordance with the instructions from the show organising club. Payment of entry fees shall be dealt with in the same way. Payment of entry fees can only be guaranteed for those entries which are confirmed by the FIFe Member or club to which the cat’s owner belongs.
SC proposal 2 – article 3.4: admission to shows – tattooed cats
Not admitted to shows are: – tattooed cats, except when having an identifying tattoo as a form of registration (ref. to FIFe Breeding & Registration Rules article 3.4).
Motivation It has come to our attention that it apparently has become “fashionable” to have tattooes applied on the body of hairless cats. Photos of such cats can be found on the internet. We wish to make a statement that they are not admitted to our shows.
Remark If this proposal is carried, tattooed cats (including the exception) will be added to the Table of disqualifying faults in the Show Rules and in the General Part of the Standards.
SC proposal 3 – article 3.4: admission to shows – disqualifying faults
Not admitted to shows are: – lactating queens – pregnant queens – dwarf cats – de-clawed cats – cats with too many or too few toes – blind cats – deaf cats – cats with cropped ears – cats with docked tails – unneutered house cats aged 10 months or older.

SC proposal 4 – article 4.17: conditions for National Winner title
In each FIFe Member a maximum of fifteen (15) cats may be awarded the title National Winner (NW) per calendar year. Each FIFe Member may decide how to award this title.
FIFe Members may award the title National Winner (NW) annually according to their own criteria which must be published in advance of the relevant year. The following conditions must be met: 1. FIFe Members may award a maximum of 15 cats the NW title in any single calendar year; cats may only obtain one NW title in any single calendar year 2. such cats must have competed at shows during the relevant year; FIFe Members may decide a minimum number of shows 3. FIFe Members may only base the competition for NW titles on the results of shows organised by themselves 4. FIFe Members may only award the NW title to cats registered in their own Pedigree Book (as well as to house cats), and which belong to their own individual members 5. the winning cats will have their NW title registered in the same way as other official FIFe titles (see article 4.1.1) 6. the names of the National Winner cats must be published.
Motivation The Show Commission was asked to propose specific ruling at FIFe level regarding the National Winner title.
SC proposal 5 – article 6.5: transfer of an exhibit during judging – 2 signatures
A judge cannot transfer an exhibit from one class or variety, group or breed to another class, variety, group or breed unless an administrative error is established. The judge should submit a transfer recommendation for the next show. A cat being in the wrong variety, group or breed receives a full report with the proposed breed, variety or group, but without qualification and classification. In the case of a change of group, the judge should submit a transfer recommendation for the next show. Transfer recommendations require the judge’s report to be signed by a second officiating judge qualified for the relevant category.
Motivation To be consistent with the procedure for the determination class (class 13b, see article 5.4) where the signatures of two judges are obligatory.

SC proposal 6 – article 6.12: no completed judge’s report for all disqualifying faults
For disqualifying faults, please refer to the Table of faults in the Annexes.
In case of a disqualification: – the judge’s report has does not have to be completed, except for cats disqualified according to the following faults (the item numbers below refer to the Table of faults in the Annexes): – aggressive cats (8.1) – pregnant or lactating queens (8.3) – cats which show obvious signs of bad health (8.5) – cats which show presence of parasites (8.6) – the judge’s report must not give a qualification and/or a classification – the judge’s report must state the reason for disqualification – the judge may call upon the opinion of the officiating veterinarian.
Motivation It is not necessary to complete judge’s reports for cats having disqualifying faults.
SC proposal 7 – new article: harmonising exceptions for certificates gained in 1 country
For exhibitors residing in the countries listed in Annexes 3, 4 or 6 which have an exception valid until an expiration date: the exception will remain valid until the expiration date and cannot be extended after the expiration date the rule below will come into effect. In all other cases the following rule applies: Exhibitors which cannot participate at international shows in foreign countries due to the geographic location of their residence or have severe difficulties and limited possibilities to do so, may gain certificates towards all Champion-/Premiership titles (CH/PR – SC/SP) for their cats in one country if one or more of the following conditions are met: a. the nearest international show in another country can only be attended by using an air flight b. the nearest international show in another country is at more than 500 km distance by road c. official veterinary border restrictions. The required number of certificates and different judges remain the same as valid for obtaining certificates in two different countries (see articles 4.3, 4.4.b and 4.5.b).
Motivation These rules can be observed by all FIFe Members and they will make the current exceptions in Annexes 3, 4 and 6 obsolete in the years to come.
Remark When this proposal is carried: the countries having the exception in Annex 3 which has no expiration date will be deleted the exceptions in Annex 3, 4 or 6 having an expiration date cannot be extended after that date: after expiration they will be deleted from the Annexes and instead the rules above comes into effect.

SC proposal 8 – new article: definition of show types and 1 day 2 certificates show
Part 1: Definition of show types which are already acknowledged by FIFe
When organising national or international shows, FIFe Members must adhere to one of the following show types: a. a 2 days 1 certificate show b. a 1 day 1 certificate show. Regardless their types, FIFe Members may organise: only one show at the same location at the same date shows for all or for a restricted number of categories or breeds. 1 day 1 certificate shows may be spread over two consecutive days if split by categories or breeds. The show type shall be displayed for all shows listed on the official show calendar on the FIFe website. When applicable, restricted categories or breeds must be indicated.
Motivation To define which show types are already acknowledged by FIFe.
Part 2: The new show type “1 day 2 certificates”
Once per calendar year FIFe Members may organise a 1 day 2 certificates show which may be spread over two consecutive days if split by categories or breeds. For 1 day 2 certificates shows the following additional rules apply: 1. they will only be accepted on the official show calendar when they have a fixed place and no less than 400 km distance by road to already listed shows in the period of two weeks before until two weeks after the requested date 2. they must have two panels of different officiating judges, to be indicated as such on the show schedule (see article 1.10.c) and in the show catalogue 3. they must permit entering cats for either one specific or for two competitions (i.e. for 1 or 2 assessments, giving the possibility to obtain 1 or 2 certificates when entered in the show classes 3 - 10) 4. their show catalogue must indicate in which competition(s) each cat participates 5. for cats entered for both competitions: class changes as a result of the first assessment must be communicated as soon as possible and in writing by the show secretariat to the judge assigned for the second assessment 6. they must have two separate Best in Show elections, one for each competition 7. once a 1 day 2 certificates show has been accepted on the official show calendar, other shows requested by the same FIFe Member on the day before or after this show must have no less than 400 km distance by road.
Motivation The Show Commission was asked to bring a proposal for the introduction of a new type of shows at which cats can obtain more than one certificate on one day.
