Attachment A RFP 03-07-17-GMHSFS City of Falls Church GEORGE MASON HIGH SCHOOL FEASIBILITY STUDY BACKGROUND & PURPOSE The City of Falls Church (“City”) is a high-density, urban jurisdiction with a population of 14,000 people located six (6) miles outside of Washington, D.C. The City and Falls Church City Public Schools (“FCCPS”) seek an experienced and qualified Architect to create a Feasibility Study (“Study”) for: • a new George Mason High School; • space to accommodate a future addition to the existing Mary Ellen Henderson Middle School; • sports facilities; and • parking facilities to support the new development. The development site is located at 7124 & 7130 Leesburg Pike, Falls Church VA 22043. The Study should maximize any unused portion of the school development site for commercial development, to be located at the Haycock Road end of the site. The unused portion of the site may be as large as ten (10) acres. The City and FCCPS anticipate six (6) two ‐hour meetings to discuss the Program. SCOPE OF WORK The proposed Study will provide analysis and verification of the current George Mason High School Program (“Program”), including accommodations / academic classroom spaces for 1,200 students, and common spaces capable of accommodating 1,500 students. The Study will provide two (2) alternatives for each of two (2) scenarios to build a new George Mason High School: a. Scenario 1 – Construct a new High School with space reserved for a Mary Ellen Henderson Middle School expansion. The entire existing High School will be demolished. b. Scenario 2 – Construct a new High School with renovations to a portion of existing High School space (see attached drawing for anticipated existing spaces to remain). The existing High School would provide spaces for Physical Education & athletic competition, Building Services, and auxiliary classrooms. The existing High School cafeteria may also be used as a partial solution to food service needs. Incorporate the placement of a future addition to the new High School for Physical Education and space for a future expansion of Mary Ellen Henderson Middle School. The Study will include the following for each alternative: a. Program Verification; b. One line conceptual floor plans for a new High School; c. One line conceptual floor plans for use of existing facility; d. Conceptual rendering of a new High School Building; e. Overall site layout plan using existing site documents; f. Conceptual approach to storm water management; and g. Conceptual Cost Estimate for each Alternative. Page 1 of 4 Attachment A RFP 03-07-17-GMHSFS GEORGE MASON HIGH SCHOOL – The current requirements for the new George Mason High School include the Building Program; Education Specifications - Requirements for Grade 9 ‐12 High School; and High School Level of Quality and Guide Specifications. The High School academic spaces shall be designed for a student capacity of 1,200 students, with a maximum student population of 1,500 students. a. Available documents for the George Mason High School include the following: • Current George Mason High School Program – Scenario 1 • Current George Mason High School Program – Scenario 2 • Education Specification - Requirements for Grade 9‐12 High School • High School Level of Quality and Guide Specification • Existing High School Construction Documents 1951 ‐1994 • Drawing of anticipated Existing High School to Remain (Scenario 2) b. FCCPS has a goal to provide a High School design that illustrates an innovative approach promoting development of student critical thinking on a global scale, solving real ‐world problems. An example would be each of the departments arranged in a “learning pod” where classroom spaces adjoin with community learning spaces. The community spaces should be integral to classroom activities promoting collaborative learning and design thinking. The purpose is to create a learning environment that fosters independent learners, innovators, and problem solvers through hands ‐on application of curriculum, with learning reinforcement through student interaction, presentation, and creation. The design must be adaptable and flexible to accommodate future program and pedagogical changes. c. The High School shall obtain, at a minimum, the U.S. Green Building Council LEED Silver Certification . d. The High School will include a physical connection with the existing Mary Ellen Henderson Middle School. While the facilities will operate independently and the intent is to maintain a separation between the Middle School and High School, the convenient sharing of space is encouraged. It is anticipated that the new High School Auditorium and Performing Arts space will be a shared facility and become the physical connection. Students should be able to traverse with ease from one building to the other in order to access a classroom or space in either building. e. The current Scenario 2 places Physical Education and Building Services in the existing High School Building. The existing High School cafeteria may also be utilized as a partial solution to food service needs. The Study should provide a strategy for an addition to the new High School for the Physical Education and Building Services Program. f. The main High School academic structure will be 4‐6 stories. The Study should provide a strategy for future expansion of the High School academic structure, should the school continue to enroll beyond the projected 1,500 students. g. Preference will be given to design concepts that provide STEAM Classrooms with easy access to outdoor classroom space for learning (i.e. Installation of a roll ‐up door that opens a classroom wall to an outdoor classroom space, creating one indoor/outdoor classroom). h. The current academic space scenarios are based on teachers having permanent classrooms accommodating up to 1,200 students with a flexible space (shared classrooms) model being employed to accommodate 1,500 students. Page 2 of 4 Attachment A RFP 03-07-17-GMHSFS MARY ELLEN HENDERSON MIDDLE SCHOOL – The current requirements for the Mary Ellen Henderson Middle School include the Building Program; Education Specification - Requirements for Grade 6 ‐8 Middle School; and Middle School Level of Quality and Guide Specifications, for an addition to the existing Mary Ellen Henderson Middle School. The study should provide space (footprint) for a future addition to Mary Ellen Henderson Middle School. a. Available documents for the Mary Ellen Henderson Middle School include the following: • Mary Ellen Henderson Middle School Program • Existing Middle School Construction Documents 2004 • Education Specification - Requirements for Grade 6‐8 Middle School • Middle School Level of Quality and Guide Specification b. Mary Ellen Henderson Middle School is currently organized with the classrooms of each grade grouped together within a central core space. The eighth grade is located on the second floor and the sixth & seventh grades on the third floor. c. The Study should provide a narrative regarding the feasibility of expanding the Mary Ellen Henderson competition gymnasium. OUTDOOR SPORTS FACILITIES – Existing outdoor sports facilities will remain in place and undisturbed, with the exception of the rectangular practice field. Relocation of athletic fields, excluding the multi ‐use stadium, may be required to accommodate a new High School facility. a. MULTI ‐USE STADIUM - The existing Multi ‐Use Stadium Facility and Running Track are to remain in their current location. b. RECTANGULAR PRACTICE FIELD – The Study will include a conceptual layout for a future synthetic turf rectangular practice field sized to match the current practice field. c. BASEBALL FIELD – The existing Baseball Field should remain in the current location, but may be relocated. If the Study includes relocating the Baseball Field, the Study must include a new location for a baseball field in accordance with NFHS Standards. The field should be oriented with center line running from southwest to northeast, with home plate in southwest corner. The field cannot be oriented with center line running due east to due west. d. SOFTBALL FIELD – The existing Softball Field should remain in the current location, but may be relocated. If the Study includes relocating the Softball Field, the Study must include a new location for a softball field in accordance with NFHS Standards. The field should be oriented with center line running from southwest to northeast, with home plate in southwest corner. The field cannot be oriented with center line running due east to due west. e. TENNIS COURTS – The existing four (4) Tennis Courts should remain in their current location, but may be relocated. If the Study includes relocating the Tennis Courts, the Study must include a new location for the four Tennis Courts in accordance with USTA Standards. Whether the Tennis Courts are relocated or not, the Study is to include two (2) additional Tennis Courts designed in accordance with USTA Standards. All Tennis Courts must include fencing, wind barrier, posts & nets, lighting, and exterior aluminum bleachers seating 100. PARKING – The current George Mason High School and Mary Ellen Henderson Middle School campus contains 361 parking spaces. Site Layout Plans are to provide 400 surface parking spaces for school use in each alternative. Page 3 of 4 Attachment A RFP 03-07-17-GMHSFS BUS PARKING – Bus Parking will remain on ‐site in its current location and the “Bus Office” space will remain in the Middle School. Site Layout Plans are to provide parking for 23 buses. CITY
