1 Background
1 Background 1.1 Introduction There has been significant public concern regarding the competitiveness of retail prices in the grocery industry in Australia and the pricing of household grocery products. In particular there is concern that Australia has a highly concentrated grocery industry, and while inflation has been low in Australia over the last few years, grocery food prices have increased at a significantly higher rate than the headline inflation rate. In response to these concerns, the Assistant Treasurer and Minister for Competition Policy and Consumers Affairs wrote to the Australian Competition and Consumer Commission (ACCC) on 22 January 2008, directing the ACCC to hold a public inquiry under Part VIIA of the Trade Practices Act 1974 (the Act) into the competitiveness of retail prices for standard groceries. A copy of this letter is at appendix A. 1.2 Terms of reference The instrument attached to the Assistant Treasurer and Minister for Competition Policy and Consumers Affairs’ letter stated: I, Chris Bowen, Assistant Treasurer and Minister for Competition Policy and Consumer Affairs, pursuant to section 95H(2) the Trade Practices Act 1974, hereby require the Australian Competition and Consumer Commission to hold an inquiry into the competitiveness of retail prices for standard groceries. McBRIER GENEALOGY xi FOREWORD The compilation of this genealogy has been an interesting and rewarding experience. At the beginning it seemed a comparatively easy task; but before proceeding far I discovered that my knowledge of the historical facts relating to my family was meager and exceedingly hazy. I was well acquainted with most of my relatives—had known them all my life; but, in writing a sketch of the life of a particular person, dependable factual material was essential. Impressions, general ideas, or hearsay did not afford a basis for a reliable record. Even dates were uncertain and records were conflicting. Dates of births, of deaths, and of marriages were frequently recorded differently in various places, and which of these to accept as authentic was often a problem. Several avenues of approach were necessary in order to verify a given date or incident. It is a source of disappointment to one seeking information from the town and county records in the rural districts of many of our older states, to find that there are few dependable records of vital statistics prior to 1880. Unlike the newer states, where state organizations were set up soon after statehood was granted, such important data was supposed to be kept by a local town clerk or other official, but no uniform system was followed. Entries depended upon the ability and interest of the local political officeholder at the time; and many such records are glaring examples of incompetency; moreover, in many cases the recording of such data was begun only in recent years. In the English Commonwealth, church records are universally reliable. -

COMMISSION OF THE EUROPEAN COMMUNITIES A STUDY OF THE EVOLUTION OF CONCENTRATION IN THE FOOD DISTRIBUTION INDUSTRY FOR THE UNITED KINGDOM October 1977 In 1970 the Commission initiated a research programme on the evolution of concen tration and com petition in several sectors and markets of manufacturing industries in the different Member States (textile, paper, pharmaceutical and photographic pro ducts, cycles and motorcycles, agricultural machinery, office machinery, textile machinery, civil engineering equipment, hoisting and handling equipment, electronic and audio equipment, radio and television receivers, domestic electrical appliances, food and drink manufacturing industries). The aims, criteria and principal results of this research are set out in the document "M ethodology of concentration analysis applied to the study o f industries and markets” , by Dr. Remo LINDA, (ref. 8756), September 1976. This particular volume constitutes a part of the second series of studies, the main aims of which is to present the results of the research on the evolution of concentration in the food distribution industry for the United Kingdom. Another volume, already published (vol. II: Price Surveys), outlines the results of the research on the distribution o f food products in the United Kingdom, w ith regard to the evolution of prices and mark-ups, based on a limited sample of food products and on a limited number of sales points in the Greater London area. Similar volumes concerning the structures of the distributive systems and the evolution of prices and mark ups have been established also fo r other Member States (Germany, France, Italy and Denmark). A Potted History of Woolworths Stores
A potted history of Woolworths stores F.W. Woolworth was the retail phenomenon of the twentieth century - a shop for masses that sold factory made goods at rock bottom prices. It was the first brand to go global, building to more than 3,000 near identical stores across the world. At its height it generated such fabulous riches that its founder was able to build the world's tallest building and pay for it in cash. It shares were the gold standard of the exchanges in New York and London, paying dividends that others could only dream of. To become a Woolworth supplier was considered a licence to print money. Part of its magic was an ability to adapt to fit into different local communities and to 'go native', without sacrificing its uniqueness. Shoppers in the UK considered 'Woolies' as British as fish and chips, while Americans continued to call the chain 'the five and ten' more than sixty years after it dropped its fixed price formula. But, having risen like a meteor, all the way to the top, it faded in the 1990s into a peaceful retirement in the USA and Canada before falling like a stone in the UK in 2008. Woolworths UK went from normal trading in 800 stores to complete shutdown in just 41 days. In Germany the chain faced a similar fate a few months later. In both Countries the brand was soon revived on-line. There can be little doubt that if Frank Woolworth was starting out today it would be on the Internet, with its low costs and mass reach. -

The Ol’ 5 and 10 Woolworth’s, Kress...I remember them. Time’s change. Now the closest we have is 99¢ stores. Woolworth’s characterizes the 5 and 10 cent stores the best, perhaps... The F. W. Woolworth Company was a retail company that was one of the original pioneers, and arguably the most successful American and international five-and-dime stores, setting trends and creating the modern retail model which stores follow today, worldwide. The first Woolworth store was opened by Frank Winfield Woolworth on February 22, 1878, as "Woolworth's Great Five Cent Store" in Utica, New York. Though it initially appeared to be successful, the store soon failed. Searching for a new location, a friend suggested Lancaster, Pennsylvania. Using the same sign from the Utica store, Frank opened his first successful "Woolworth's Great Five Cent Store" on July 18, 1879, in Lancaster. Frank brought his brother, Charles Sumner Woolworth, who went by the nickname "Sum", into the business. The two Woolworth brothers pioneered and developed merchandising, direct purchasing, sales and customer service practices commonly used today. By 1904, there were six chains of affiliated stores operating in the United States and Canada. Between 1905 and 1908, members of the Woolworth Syndicate followed Frank's lead to incorporate their businesses. Sum maintained that he did not need to incorporate his stores. In 1912 the syndicate agreed to a scheme crafted by Frank Woolworth: to join forces and incorporate as one corporate entity under the name "F. W. Woolworth Company" in a merger of all 596 stores. The stock flotation raised over $30 million for the five founders of the merged chains. -

Determined to promote political and social reform with an organized rally, at least 150 freedmen, along with Republican political candidates, advanced toward the town’s courthouse square. Local citizens warned the black and white activists of the impending violence and demanded that they forfeit their guns, even though carrying weapons was customary at the time. The marchers refused to give up their guns and continued to the courthouse square, where local whites fired upon them. This assault forced the Republicans and freedmen to retreat as locals gave chase, killing an estimated fifteen protestors and wounding forty others. The Camilla Massacre was the culmination of smaller acts of violence committed by white inhabitants that had plagued southwest Georgia since the end of the Civil War. Local whites had individually attacked freedmen and white Republicans for three years without repercussion. That lack of punishment assured the perpetrators that violence was a legitimate way to oppose black activism. At the same time, Camilla was part of a broader attempt across the South to keep former slaves and their Republican leaders in line. -

(AECOM) of Arlington County, Virginia conducted a cultural resources survey of Lee Highway (US Route 29), in Arlington County, between January 2019 and February 2020. The Lee Highway Cultural Resources Survey is a component of the larger “Plan Lee Highway” project, a long-range plan and comprehensive vision for the Lee Highway corridor conducted by AECOM for the CPHD. The Lee Highway Cultural Resources Survey consisted of the following tasks: 1) Meetings; 2) Background Research; 3) Field Investigation; and 4) Report of Findings. The survey was conducted by AECOM’s Secretary of the Interior (SOI)-qualified architectural historians, who attended numerous in- person and telephone meetings with CPHD staff as well as three public meetings, and submitted weekly progress reports to the CPHD during the field work phase. Working with both CPHD staff and the general public, AECOM developed a list of 120 resources (buildings, structures, objects, and sites) within the Plan Lee Highway study area to be researched, surveyed, and documented either at the reconnaissance level (105) or in-depth level (15).
