Additional Comments to the Aviation Program Funded 2009-2010 and Unfunded 2010-2014
With the pending changes to the Federal Aviation Administration (FAA) funding authorization, which could change the FAA required match from 95-5 to 90-10, all of the funding information provided in these reports is based on cost estimates and anticipated respective required matches. The actual project cost, on a project by project basis, may be below or above the estimate. However, the total amount approved for the Aviation Priority Program, for fiscal year 2009-2010, will not be exceeded.
In accordance with Act 451, 1989 regular Session, paragraph 803 (B), which states “…if governing authority of an airport authority, district, parish or of any local unit of government obtains ninety percent or more funding for an airport, or for an airport project, from federal sources or from sources other than state funds, the legislature shall give priority to funding the remaining amount necessary for the airport or for the airport project, even if the project is not on the priority list of projects.” The legislature does further authorize LA DOTD to provide matching funds for any project during the Fiscal Year 2009-2010, which does not specifically appear on the list of projects developed in compliance with the Louisiana Airport Needs and Priority Development Program, but which has received a commitment of ninety percent or more funding.
The available funds will be distributed in the following order:
1) Projects in the FY 2009-2010 Aviation Program are funded directly from the Transportation Trust Fund that is allocated in FY 2009-2010 to the Aviation Program.
2) Any other project or eligible enhancements to previously approved projects which receives 90% funding from any source, other than another State source, but which has not been processed and prioritized and is not in either the FY 2009-2010 funded or the FY 2010-2014 unfunded portion of the Aviation Program.
3) The General Aviation and Reliever Airports Maintenance Grant Program shall be funded in accordance with the conditions specified in Chapter 8 of Title 2 of the Louisiana Revised Statues.
4) In the event that additional funds become available, through special appropriations, underruns, project cancellations, or otherwise, certain unfunded, state only projects required for safety or infrastructure preservation at airports not eligible for Federal Aviation Administration (FAA) Airport Improvement Program (AIP) funding may be moved from the unfunded FY 2010-2014 Aviation Program (unfunded list) to the FY 2009-2010 Aviation Program (funded list).
5) Any project which receives no federal or other non-state funding and is eligible for State only funding may be programmed for an amount not to exceed three million dollars for a commercial service airport and seven hundred fifty thousand for a general aviation airport in state funding through the Aviation Priority Program per fiscal year.
6) Aviation Trust Funds will not be used as a match for new projects funded with Passenger Facility Charges (PFC) as PFCs can be approved by the FAA at 100% of the project cost.

ATC (Air Traffic Control): A service operated by appropriate authority to promote the safe, orderly, and expeditious flow of air traffic.
AWOS (Automated Weather Observation System): Automated system that transmits weather data to aircraft
Blast Pad: Concrete extension at the end of a runway to prevent erosion caused by jet blast
Construct: Build a new system
DME (Distance Measuring Equipment): A transponder-based radio navigation technology that measures distance by timing the propagation delay of radio signals
DNL (Average Day/Night Noise Level): Noise levels measured in the vicinity of an airport
EDS (Explosive Detection System): Electronic equipment for screening luggage
EMAS (Engineered Mechanical Arresting System): An area at the end of a runway paved with special, soft concrete to stop aircraft in an emergency
FBO (Fixed Base Operator): A commercial operator of aviation services on an airport that provides fuel, maintenance, aircraft rental, etc.
GA (General Aviation): All aviation except air carriers and military

Grooving: Longitudinal grooves cut into runways to promote drainage and prevent hydroplaning
Holding Bay: Paved pull-off area for temporary aircraft parking near the runway end

LNAV: Lateral navigation instrument approach procedure
LNAV/VNAV: Lateral Navigation/Vertical Navigation instrument approach procedure
Localizer: The component of an instrument landing system that provides course guidance to the runway centerline.
LOI: (Letter of Intent) The FAA’s intent to obligate AIP discretionary and entitlement funds from future budgetary authority in an amount not greater than the Federal Government’s share of allowable costs for that project.
LPV: Localizer performance with vertical guidance instrument approach procedure
MALSR (Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights): Lighting system used to align landing aircraft with the runway
Marking: Numbers, letters, and symbols painted on runways and taxiways
Master Plan: A plan for airport growth during a 20-25 year period
MIRL (Medium Intensity Runway Lights): Lights that mark the edge of a runway
MITL (Medium Intensity Taxiway Lights): Lights that mark the edge of a taxiway
Noise Compatibility: FAA program to assist homeowners near airports
Obstruction Removal: A planned program to remove obstructions (trees, buildings, ditches, etc) from an RPZ or safety areas
Overlay: A layer of asphalt placed on top of an existing asphalt surface
Overrun: Area beyond the end of a runway used for aircraft unable to stop on the runway
PAPI (Precision Approach Path Indicator): A visual landing aid that provides landing information by the use of colored lights
Parallel Taxiway: A taxiway paralleling a runway
Passenger Loading Bridge: Enclosed movable hallway connecting a passenger aircraft to the terminal
RAIL (Runway Alignment Indicator Lights): Sequence flashing lights used as part of an approach lighting system
Ramp: Parking area for aircraft
Reconstruct: Rebuild an existing system
Rehabilitate: Major repairs to an existing system
REIL (Runway End Identifier Lights): Flashing lights that identify the runway end
Rejuvenator: An additive that replaces lost oils in asphalt
RPZ (Runway Protection Zone): Area which must be free of vertical obstacles
Runway: A strip of concrete, asphalt, or turf used for the landing and takeoff of aircraft
Safety Area: Land immediately adjacent to runways and taxiways
Sealcoat: Protective surface applied to asphalt pavements (sometimes called a slurry seal)
