April 4, 2016 Rules AD: General Electric Company Turbofan Engines Published 04/04/2016 Docket #: FAA-2015-4023 Effective date 05/09/2016 The FAA is adopting a new AD for all General Electric Company (GE) CF6-80E1 turbofan engines with rotating compressor discharge pressure (CDP) seal, part number (P/N) 1669M73P02, installed. This AD requires stripping of the coating, inspecting, and recoating the teeth of the affected rotating CDP seals. AD: Technify Motors GmbH Reciprocating Engines Published 04/04/2016 Docket #: FAA-2015-5193 Effective date 05/09/2016 The FAA is adopting a new AD for certain Technify Motors GmbH (type certificate previously held by Thielert Aircraft Engines GmbH) TAE 125-02-99 and TAE 125-02-114 reciprocating engines. This AD requires removal of affected fuel feed pumps. Special Airworthiness Information Bulletin SAIB: Engine Starter Published 04/04/2016 Document #: NE-16-15 This Special Airworthiness Information Bulletin (SAIB) alerts you, owners, operators, and certificated repair facilities of airplanes equipped with General Electric Company (GE) CF6-80E1A1, - 80E1A2, -80E1A3, -80E1A4, and -80E1A4/B turbofan engines to potential starter failures. At this time, the airworthiness concern is not an unsafe condition that would warrant airworthiness directive action under Title 14 of the Code of Federal Regulations (14 CFR) part 39. April 5, 2016 Articles FAA Air Traffic Report Flying conditions are mostly favorable west of the Mississippi River. Gusty winds in Boston (BOS), the New York area (EWR, JFK, LGA), Philadelphia (PHL) and the Washington, D.C., area (BWI, DCA, IAD) may result in flight delays. Thunderstorms off the East Coast may slow transatlantic flights. Rules AD: Airbus Airplanes Published 04/05/2016 Docket #: FAA-2014-1047 Effective date 05/10/2016 The FAA is adopting a new AD for certain Airbus Model A318, A319, A320, and A321 series airplanes. This AD requires an inspection of the gap between the two parts of the girt bar fittings on left-hand (LH) and right-hand (RH) aft passenger doors, and corrective actions if necessary. AD: Airbus Airplanes Published 04/05/2016 Docket #: FAA-2015-6537 Effective date 05/10/2016 The FAA is adopting a new AD for certain Airbus Model A318, A319, A320, and A321 series airplanes. This AD requires repetitive inspections for damage and cracking of the AFF of the pylons, and repair if necessary. AD: The Boeing Company Airplanes Published 04/05/2016 Docket #: FAA-2012-0187 Effective date 05/10/2016 The FAA is adopting a new AD for certain The Boeing Company Model 757 airplanes. This AD requires modifying the fuel quantity indication system (FQIS) wiring to prevent development of an ignition source inside the center fuel tank. AD: The Boeing Company Airplanes Published 04/05/2016 Docket #: FAA-2016-5036 Effective date 04/20/2016 The FAA is adopting AD for a certain The Boeing Company Model DC-9-83 (MD-83) airplane. This AD requires installing fuel level float and pressure switch in-line fuses, and doing applicable wiring changes, on the left, right, and center wing forward spars, forward auxiliary fuel tank, and aft auxiliary fuel tank. Final Rule: Amendment of Class D and Class E Airspace; Wilmington, OH Published 04/05/2016 Docket #: FAA-2015-7486 Effective date 04/05/2016 This correction amends the final rule published in the Federal Register of February 8, 2016, amending the Class E surface area airspace and Class E airspace designated as an extension at Wilmington Air Park, Wilmington, OH. This correction adds part-time Notice to Airmen (NOTAM) language inadvertently removed to the Class E surface area description. The geographic coordinates and airport name of Wilmington Air Park in Class D and E airspace, and in Class E airspace extending upward from 700 feet above the surface are added to the rule. The Title is also amended to include Class D airspace. Final Rule: Amendment of Class E Airspace for the Following Michigan Towns; Alpena, MI; and Muskegon, MI Published 04/05/2016 Docket #: FAA-2015-7483 Effective date 04/05/2016 This correction amends a final rule published in the Federal Register of February 8, 2016 amending Class E surface area airspace and Class E airspace designated as an extension at Alpena County Regional Airport, Alpena, MI, and Muskegon County Airport, Muskegon, MI. This correction adds part-time Notice to Airmen (NOTAM) language to the Class E surface area description for the above airports. Final Rule: Amendment of Class E Airspace; Rapid City, SD Published 04/05/2016 Docket #: FAA-2015-7492 Effective date 04/05/2016 This correction amends the final rule published in the Federal Register of February 4, 2016 amending Class E airspace area at Rapid City Regional Airport, Rapid City, SD. This correction adds part-time Notice to Airmen (NOTAM) language to the Class E surface area description for the airport. Proposed Rule NPRM AD: Airbus Airplanes Published 04/05/2016 Docket #: FAA-2016-5039 Comments due 05/20/2016 The FAA proposes to supersede AD 2000-10-18, that applies to certain Airbus Model A300 series airplanes; Model A300 B4-600, B4-600R, F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes); and Model A310 series airplanes. AD 2000-10-18 requires repetitive inspections to detect cracks in the lower spar of the engine pylons between ribs 6 and 7, and repair if necessary. This proposed AD would reduce the compliance times for the initial inspection and the repetitive intervals. NPRM AD: Airbus Airplanes Published 04/05/2016 Docket #: FAA-2016-5040 Comments due 05/20/2016 The FAA proposes to adopt a new AD for certain Airbus Model A300 series airplanes; and Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes). This proposed AD would require repetitive detailed inspections for corrosion, and related investigative and corrective actions if necessary. NPRM AD: International Aero Engines AG Turbofan Engines Published 04/05/2016 Docket #: FAA-2016-4123 Comments due 06/06/2016 The FAA proposes to adopt a new AD for certain International Aero Engines AG (IAE) V2522-A5, V2524-A5, V2525-D5, V2527-A5, V2527E-A5, V2527M-A5, V2528-D5, V2530-A5, and V2533-A5 turbofan engines. This proposed AD would require inspecting the HPT stage 1 hub and HPT stage 2 hub, and, if necessary, their replacement with parts that are eligible for installation. NPRM AD: The Boeing Company Airplanes Published 04/05/2016 Docket #: FAA-2016-5041 Comments due 05/20/2016 The FAA proposes to adopt a new AD for certain The Boeing Company Model 747-8 and 747-8F series airplanes. This proposed AD would require removing aluminum transmission aft bearing plate assemblies from the flap track and installing titanium transmission aft bearing plate assemblies to the flap track. NPRM AD: The Boeing Company Airplanes Published 04/05/2016 Docket #: FAA-2016-5042 Comments due 05/20/2016 The FAA proposes to adopt a new AD for all The Boeing Company Model 737-600, -700, -700C, - 800, -900 and -900ER series airplanes. This proposed AD would require repetitive high frequency eddy current (HFEC) inspections for cracking in certain fastener locations in the window corner surround structure, and repair if necessary. This legal interpretation responds to questions about the fitness-for-duty requirements of 14 C.F.R. § 117.5. Legal Interpretation: Installing a Modified Engine on an Existing Aircraft in Accordance with Data Approved by an FAA Designated Engineering Representative and Approved by the Responsible FAA Aircraft Certification Office Issued 04/05/2016 Regulation/Order #: 14 C.F.R. § 91.403(d) This legal interpretation answers a question regarding whether installing a Modified Engine on an Existing Aircraft in Accordance with Data Approved by an FAA Designated Engineering Representative and Approved by the Responsible FAA Aircraft Certification Office Requires the Permission of the Holder of the Aircraft's Type Certificate or Supplemental Type Certificate under 14 C.F.R. § 91.403(d).
