The political life of information: “Information” and the practice of governance in India By Janaki Srinivasan A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in Information Management and Systems in the Graduate Division of the University of California, Berkeley Committee in charge: Professor AnnaLee Saxenian, Chair Professor Paul Duguid Professor Jenna Burrell Professor Isha Ray Fall 2011 Abstract The political life of information: “Information” and the practice of governance in India by Janaki Srinivasan Doctor of Philosophy in Information Management and Systems University of California, Berkeley Professor AnnaLee Saxenian, Chair Information is increasingly hailed as a tool to achieve good governance. This dissertation challenges claims that naturalize the relationship between information and good governance. I argue that such claims are based on the reification of information as a well-defined object with intrinsic value and have shifted focus away from the relations, materials and practices in which information is embedded. The first goal of the dissertation is to examine the costs of reifying information in the domain of governance. I argue that “information” has to be unpacked and understood as a technique of governing that is involved in making, maintaining and shifting boundaries between a state and its population. The second goal of the dissertation is to examine the benefits of reifying information, where I argue that the reification and flexibility of information as a term have helped it rally support from a diverse range of organizations and individuals. I draw on a modified form of Bayly's “information order” to examine my first concern and address the second using the idea of a “boundary object.” My analysis is based on two cases from India. -

In the last ten years the face of Indian cinema has seen the most dramatic turnaround. A brave new breed of young directors, fresh ideas, skilled professionals re-invented the face of Indian cinema adding their weight to the work of existing stalwarts who had stuck to their art. Today, the presence, appreciation, awards and accolades for Indian films in the international arena is increasingly becoming the norm rather than a novelty. Bollywood, though as popular (if not more than earlier !) is no longer the sole face of Indian cinema. Celebrating ten years of The Habitat Film Festival, we bring you gems from the last year that showcase the variety and passion of our contemporary film makers. In our tribute segment, we honour the inimitable and unmatchable tower of talent Kamaal Hasan with a retrospective of some of his hand picked films. Screenings will be followed by interactions with directors/producers giving cinema lovers an opportunity of a focused interaction and Q & A. To work for peace and reconciliation, fighting against cultural fascism in the society through cultural medium and trying to create the better society which will be Rational, Modern, Equal and Just. Changed focus-Changed Strategy-Changed Activities: Since the socio-cultural scenario has changed, issues have also changed in present society of Gujarat as well as the country also; our organization also needs to change the approach, strategy and the ‘language’ to address the society. It is a need of an hour to spread ideology of Peace and co-existence, Secularism and Rationality, Scientific approach towards life and Development with Social Justice. Gujarat carnage 2002 will complete 10 years in next few days. Some of the civil society organizations have decided to organize certain programs during next four months to remind the people of Gujarat that what we have done before 10 years is never pardonable. Still thousands of victims are weeping and waiting for justice. Still peace is a far away lighthouse, because there is no voice of remorse from our civil society or politicians. It was and still it is a shame for us. A Film-Festival on Communal Conflict and Idea of Social Justice: ‘FILMOGRAPH: ‘47-‘84-‘92-‘02’ is one of the programs organized by Darshan for above reasons and purposes. This film festival against communalism was organized from 3 to 6 December at Golden Jubilee Hall, St Xavier’s Loyola School, Memnagar, Ahmedabad. This festival showed four films (everyday one film at 7 pm evening) which are representing four major turning events of communalism in our society.
