The political life of information: “Information” and the practice of governance in India By Janaki Srinivasan A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in Information Management and Systems in the Graduate Division of the University of California, Berkeley Committee in charge: Professor AnnaLee Saxenian, Chair Professor Paul Duguid Professor Jenna Burrell Professor Isha Ray Fall 2011 Abstract The political life of information: “Information” and the practice of governance in India by Janaki Srinivasan Doctor of Philosophy in Information Management and Systems University of California, Berkeley Professor AnnaLee Saxenian, Chair Information is increasingly hailed as a tool to achieve good governance. This dissertation challenges claims that naturalize the relationship between information and good governance. I argue that such claims are based on the reification of information as a well-defined object with intrinsic value and have shifted focus away from the relations, materials and practices in which information is embedded. The first goal of the dissertation is to examine the costs of reifying information in the domain of governance. I argue that “information” has to be unpacked and understood as a technique of governing that is involved in making, maintaining and shifting boundaries between a state and its population. The second goal of the dissertation is to examine the benefits of reifying information, where I argue that the reification and flexibility of information as a term have helped it rally support from a diverse range of organizations and individuals. I draw on a modified form of Bayly's “information order” to examine my first concern and address the second using the idea of a “boundary object.” My analysis is based on two cases from India.

  • Decolonization, Migration, and Identity in France/India, 1910-1972
Transgressing the Boundaries of the Nation: Decolonization, Migration, and Identity in France/India, 1910-1972 A DISSERTATION SUBMITTED TO THE FACULTY OF THE GRADUATE SCHOOL OF THE UNIVERSITY OF MINNESOTA BY Jessica Louise Namakkal IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY Patricia M.E. Lorcin, Adviser April 2013 ! Jessica Louise Namakkal 2013 ! "! Acknowledgements It is possible that I am not the first new Ph.D. to say this, but I really have had the best dissertation committee ever. I owe a huge debt of gratitude to my adviser, Patricia Lorcin, whose ‘Colonialism and Post-Colonialism’ course, offered during my first semester, built the foundation for my future work. She has provided years of feedback and support on different research topics, papers, and grant applications, and has taught me what it means to be a scholar engaged in the world outside the Academy. She has been a true mentor throughout this process, and I cannot thank her enough. Ajay Skaria has provided invaluable feedback and has opened many doors to my research and interests in South Asian studies; MJ Maynes, in addition to being my neighbor, has pushed me always to question categories, and to take every word I say and write seriously; Donna Gabbacia introduced me to the world of Migration Studies, and has been an inspiring figure of productivity and intellectual engagement; Jigna Desai has been an important source on issues of South Asian diaspora and has encouraged me to look critically at relations of sex and gender in the study of decolonization and diaspora.
