OUTLINE MANAGEMENT PLAN (CMP) REQUIREMENTS

1.0 General This outline of requirements is provided as a minim scope template for construction environmental management for the contractor appointed to undertake the Construction of the Acute Services (ASB) and related and external works. These CMP guidelines target safe completion of the works, safe and continuous operation of the hospital and the protection of the public and staff during construction.

Tenderers will be required to provide a detailed CMP with their tender. Prior to award of a contract the CMP will be agreed with the Principal and the Principal shall ensure that all stakeholder and hospital operational matters are addressed in the Plan.

2.0 Pedestrian & Traffic Management Plan  The construction zones will be defined as exclusion zones for pedestrians and non-construction vehicles during each phase of the works.  Suitable construction fencing will be erected by the contractor  Where required the contractor shall make clear safe paths of travel for pedestrians around the work zone  Construction traffic and truck movements shall be via the access road alignment and the public Dean and Johnston Streets to maximum extent possible.  When construing works in the central car park construction traffic movements will be restricted to the western side of the site.

3.0 Privacy & Access for Surrounding  Paths of safe access will be maintained to the Bruderlin building and other operational facilities as required during work in adjacent areas.  Safe crossing and attended traffic movements will be required where necessary for movement of pedestrians and private and hospital vehicles across the flow of construction vehicle movements on public roads  The Plan will be required to address all car parking works including safe access for vehicles and pedestrians, sequence and controls on any temporary closures, related signage and traffic management including attended traffic management.

4.0 Noise Management Plan  Impact machines may not be used for rock removal, sawing will be required.  The hospital will have discretional right to suspend work for up to 4 hours in any one event if the general manager’s opinion noise levels are unacceptable  Working Hours General construction noise will be limited to approved working hours. Should work be required outside of the approved working hours for any reason (excluding works undertaken to avoid loss of life or injury, damage to surrounding properties, environmental damage and/or as directed by the Police or other authorities) the contractor will apply for the appropriate Council approvals & surrounding neighbours will be informed.

 Standards: The maximum noise levels of all construction plant and equipment is to comply with EPA requirements, Australian Standards and the Hospital noise control policy.  Public Relations The contractor shall work in conformance with TRRH ’s requirements to consult with surrounding residents. The contractor will appoint a contact person for local residents and will facilitate the discussion of all concerns including those related to noise. The contractor will maintain a complaints register and will address all concerns with the Public Relation

5.0 Waste Management Plan  The contractor will provide a comprehensive waste management plan including materials management, waste removal and disposal and waste management record system and load recording.

6.0 Erosion & Sediment Control Plan  To be in accordance with civil drawings and the requirements specified therein  No sediment shall escape from the site work zones  Erosion controls shall be established to minimise erosion during all phases of construction.

An Erosion & Sediment Control Plan will be provided by the contractor prior to commencement of the works.

7.0 Summary This construction Management Plan provides an outline for control of environmental impacts during construction. It will be provided to tenderers as a guide to minimum requirements in preparing the approach to construction management offered in the tender.

The contractor appointed to undertake the works will be required to submit a detailed CMP for approval by Health as Principal.
