The LAGs TOWARDS P are responsible for local governance in development, and represent local authorities, businesses and civil society. LAGs decide on the territorial delineation of their activities, establish formal partnerships, prepare and agree on integrated local rural development strategies, and identify and implement local development actions. The SARD LEADER initiative supports the creation, functioning and management of the local stakeholder-created LAGs in the targeted regions and neighbouring districts. The programme helps with all necessary human resource development, technical assistance, legal aspects, co-fnancing and governance. On a national level, SARD LEADER contributes to the process whereby the Ministry of Agriculture, Regional Development and Environment (MARDE) is setting up the national LEADER Programme for Rural Development in Moldova. SARD LEADER is also a model for national non-governmental organizations (NGOs) piloting LEADER/CLLD all around the country. This helps communities to (re)discover forgotten or less recognized local values, and thus fertilize the tradition with recent technologies and knowledge. Implementation of the “community coaching” method makes CLLD tools more appropriate for inclusive development in the target areas. The SARD adaptation of the European principles also considers the specifc culture and legal frameworks of Moldova and the target pilot regions. These approaches, community coaching and the paramount consideration of the cultural aspects contribute to avoiding the risk of using LEADER/CLLD as a simple technical programme in Moldova. Everyone can do something to change his or her own life and this process is more efcient and sustainable if potential change-makers in any given community are strengthened and empowered to be able to identify with the “culture of co” – cooperation, co-creation, community leadership, caring for the commons and business collaboration. Through SARD LEADER, interventions have been employed to ignite the spirit of change and to encourage targeted local communities to be active in the implementation of development 4 programmes. The qualitative characteristics of agricultural land in the autonomy for each settlement, as well as the results of the transfer of land to private ownership and the existing structure of business entities on the basis of land ownership are given. The structure of the sown area of autonomy is presented in the form of a table. The article emphasizes that the achieved land productivity in the autonomy lags significantly behind the potential opportunities of the fertile chernozems of the region, for which the table shows the scientifically-based (potential) and prevailing levels of productivity of the main agricultural crops in the ATU Gagauzia for 2009-2018. Farmers of autonomy achieved fruit yields less than 1/3 of the scientifically based level, yields of corn and winter wheat are slightly higher than 2/5 and 1/2 respectively, sunflower is 2/3 and grapes is almost 3/4.

The weak competition in tourist services market, lack of quality management of the development of tourist offer led to the fact that the ratio of price and quality of services makes them unattractive for tourists, mostly tourists spend no more than one day in Gagauzia. • The diaspora of Gagauzia sees the tourism potential of the region, based on the traditions and culture of the people, on the historical and natural heritage.

    Country Situation Analysis for December 24 Risk Assessment 2012 in Republic of Moldova Disaster and Climate Risk Assessment Project of UNDP Moldova Executive Summary Moldova’s economy, population, and environment are highly exposed and vulnerable to natural hazards. Climate change is expected to amplify meteorological hazards in both frequency and intensity. Disaster risk reduction and climate change adaptation have been assigned a high priority in joint UN-government programmatic strategies for Moldova (2007-2011 UNDAF Outcome 1.5 “improved readiness to prevent and mitigate natural and manmade disasters and crises”). In this context, UNDP Moldova, with both technical and financial support from Bureau of Crisis Prevention and Recovery (BCPR) and in collaboration with the Government of Moldova, has carried out a two-year project “Disaster and Climate Risk Reduction”. The objective of the project is to contribute to the reduction of disaster and climate risk in Moldova by achieving the following outputs: Disaster and climate risk assessment capacities strengthened and priorities for disaster risk reduction identified at the national level to inform country disaster risk and climate risk management strategies and program development; Vulnerabilities reduced and capacities strengthened to manage climate risks at local level; Capacity of UN Country Team strengthened to manage disaster and climate risks. This paper examines a historical and under-researched case study of the Gagauz Republic (Gagauzia), a de facto state that existed within Moldova between 1990 and 1995. Drawing on a new suite of sources – interviews, memoirs and journalism – it analyses the territorial, mil- itary, political, and socio-economic dimensions of the Gagauz de facto statehood, tracing how the Gagauz authorities proceeded in consolidating Gagauzia’s statehood through processes of state- and nation-building. This study concludes that the Gagauz leadership was moderately successful in its activities.
