Click here to print ANDREW PIERCE: My miracle, by MP who fell under a train By Andrew Pierce PUBLISHED: 22:59, 13 October 2013 | UPDATED: 09:24, 14 October 2013 3 View comments David Ruffley has spoken for the first time about how he survived falling under the Gatw ick Express train at London's Victoria station Workaholic Tory MP David Ruffley has spoken for the first time about how he survived falling under the Gatwick Express train at London’s Victoria station. Miraculously, he missed the track’s live rail and suffered only severe bruising. At the time of the accident, three years ago, the then Shadow Police Minister had been depressed, lost weight and was smoking and drinking too much. The incident was described as a failed suicide attempt because he was downcast, having becoming embroiled in the MPs’ expenses scandal. (He had claimed £1,674 for a sofa, £2,175 for a 46in high- definition television and a further £6,765 on furnishings, including a bed for his second home in London.) But now 52-year-old Ruffley’s life has turned around. Instead of being only a rare attender of Commons debates, he has one of the best records among all MPs and has been readopted to fight his Suffolk seat again at the 2015 election. Recalling the events at Victoria station, he tells me: ‘It was an accident. I certainly had a bout of depression, but it’s not something I’ve had since. It was a psychological imbalance. ‘I was incredibly lucky, to say the least.

A large number of people deserve thanks for giving their time to the Yearbook. Amanda Hagger managed to find willing advertisers, Brian Manley has managed the accounts, Audrey Erbany has contributed her fabulous paintings and a huge number of volunteers have delivered this magazine to your door. Without such dedicated volunteers this Yearbook would never be produced. Last year we raised about £800 which is being used to support the various Community Projects centred on the new facilities in St Mary’s Church. These will include a work club, a club for older teenagers, a drop in café and a club for carers. This year, even though we have more advertisers, we should raise about £650 which will also go to these projects. Our decline in profit this year is due to increased printing costs. And if you would like to produce next year’s Yearbook, please get in touch.

Do Actions Speak Louder than Words? Nonverbal Communication in Parliamentary Oversight Committee Hearings by Cheryl Schonhardt-Bailey, FBA Government Department London School of Economics and Political Science [email protected] http://personal.lse.ac.uk/schonhar/ Prepared for the Political Persuasion Conference Laguna Beach January 2016 1 “To me, public accountability is a moral corollary of central bank independence. In a democratic society, the central bank’s freedom to act implies an obligation to explain itself to the public. … While central banks are not in the public relations business, public education ought to be part of their brief.” (Alan Blinder, Princeton University professor and former vice chairman, Federal Reserve Board; (Blinder 1998: 69) ) “We made clear as a committee that we were going to look at the distributional impact of the budget in unprecedented detail. As a result, George Osborne responded by giving a lot more detail not only in the budget but also when he came before us. And there were some pretty vigorous and detailed exchanges about the distributional impact of the budget in that hearing. I think everybody gained from that experience. It certainly enabled a wider public to find out exactly what was going on in the budget and the Government was forced to explain its actions.” (Andrew Tyrie MP, Chairman Treasury Select Committee, commenting on Chancellor Osborne’s first budget (UK-Parliament 2011). 1. Introduction Public officials in modern democracies are conscious that their decisions and actions should be and are subject to scrutiny in the public domain. In the United Kingdom, this scrutiny is a statutory requirement and is conducted in formal parliamentary committee hearings.

Chairmans’ Update Paul McKeever, Simon Reed 1st November 2010 Contents Memorial Service Political Dynamic Political Conferences Media Interviews National Police Memorial Day Meetings Open Meetings THE CHAIRMAN ATTENDED THE NATIONAL POLICE MEMORIAL SERVICE FOR PC GARY TOMS IN LEYTON, LONDON ON 18 th OCTOBER 2010. THE PRIME MINISTER MR DAVID CAMERON WAS IN ATTENDANCE THE POLITICAL DYNAMIC The Comprehensive Spending Review (CSR) has dominated the political and policing landscape during the past two months. The settlement will decide the future of British Policing and our pensions, pay and conditions for the next decade and beyond. The misleading announcement made during the CSR debate on 20 th October by the Chancellor, George Osborne, initially suggested that cuts in the police central budget would be no more than 14%, still a major hit, but well below the 25% that was predicted. However, once the dust settled it became clear that we were actually looking at a real cut of at least 20% and every-thing else was castles in the air unless local authorities raise the local police precept (tax) by a substantial amount. It is worth noting that the policing precept has a freeze on it for the next financial year and cannot be raised until 2012, when we get the new elected ‘police commissioners’. It is also worth noting that central government has no power to raise the policing precept. That is at the discretion of the local authorities who are themselves looking at a 40% cut in their budgets. The actual cuts to the police service from central government will be 8% in the first year, 6% in the second year and then two years of 4% cuts.
