Notice of Race Weymouth and Portland International Regatta 2011 31 July – 13 August 2011 Weymouth and Portland, United Kingdom Organising Authority: the International Sailing Federation (ISAF) in conjunction with the London Organising Committee of the Olympic and Paralympic Games (LOCOG) 1 Rules 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 For fleet racing, RRS Appendix P, Special Procedures for Rule 42, will apply. 1.3 For medal races, ISAF Addendum Q, Umpired Fleet Racing, available on the ISAF website (www.sailing.org), will apply, and changes a number of racing rules. The version that is current when the regatta begins will appear in full in the Sailing Instructions. 1.4 For the Women’s Match Racing event: 1.4.1 Rules for the Handling of Boats will apply, including practice racing, and will appear in full in the Sailing Instructions. The Elliott 6m Class rules will not apply. 1.4.2 RRS 40 is changed so that it applies at all times while racing, without the need for display of the Y flag. This changes RRS 40. 1.5 No National Authority prescriptions will apply. 2 Advertising and bow numbers 2.1 Boats may be required to display bow numbers and advertising chosen and supplied by the Organising Authority (OA). 2.2 Athletes may be required to wear bibs provided by the OA. 2.3 Boats shall display national flags on mainsails as specified in the Weymouth and Portland International Regatta 2011 Equipment Inspection Regulations. 3 Eligibility and entry 3.1 ISAF eligibility according to ISAF Regulation 19 is required of all athletes. 3.2 Each athlete shall be registered as an ISAF Sailor on the ISAF website (www.sailing.org). 3.3 Each athlete shall be a national of the country of the Member National Authority (MNA) entering him or her, or which he or she represents. (See ISAF Regulation 17.5.) 3.4 For the Women’s Match Racing event: The crew (including the skipper) shall total three with a maximum total crew weight of 204 kg when wearing at least shorts and shirt. 3.5 Except in an emergency, the ‘person in charge’ (see RRS 46) shall helm the boat at all times while racing. Substitution of crew shall not be permitted. Entry is restricted to one entry per MNA unless the quota is not filled. MNA applications will be sorted in priority order based on the order of each MNA’s highest appearance on the ISAF World Rankings as of 30 June 2011. If there are insufficient nations applying to fill the quota, ISAF may allocate MNAs a second entry based on the order of each MNA’s second highest appearance on the ISAF World Rankings as of 30 June 2011. 3.8 For the Men’s Skiff event: The maximum entry quota will be 25. Entry is restricted to one entry per MNA unless the quota is not filled. MNA applications will be sorted in priority order based on the order of each MNA’s highest appearance on the ISAF World Rankings as of 30 June 2011. If there are insufficient nations applying to fill the quota, ISAF may allocate MNAs a second entry based on the order of each MNA’s second highest appearance on the ISAF World Rankings as of 30 June 2011. 3.9 For the Women’s Windsurfer, Men’s and Women’s One Person Dinghy, Men’s and Women’s Two Person Dinghy, Men’s One Person Dinghy (Heavyweight) and Men’s Keelboat events: The event quota is one entry per MNA unless the 2012 Olympic quotas are not met by the entry deadline. If the 2012 Olympic quota is not reached in an event, ISAF may allocate MNAs a second entry based on the order of each MNA’s highest appearance on the final 2010/2011 ISAF Sailing World Cup standings. 3.10 For the Women’s Match Racing event: The maximum entry quota will be 12. Entry is restricted to one entry per MNA unless the quota is not filled. MNA applications will be sorted in priority order based on the order of each MNA’s highest appearance on the final 2010/2011 ISAF Sailing World Cup standings. If there are insufficient nations applying to fill the quota, ISAF may allocate MNAs a second entry based on the order of each MNA’s second highest appearance on the final 2010/2011 ISAF Sailing World Cup standings. 3.11 Eligible athletes shall enter through their MNA. 3.12 The MNA-nominated contact shall complete an entry form per athlete through the LOCOG Exchange no later than 31 May 2011. All confirmed athletes will be issued with accreditation for the event. LOCOG will not be communicating with individual athletes. Notice of Race: Weymouth and Portland International Regatta 2011 2 3.13 Entry fees are as follows: Event Entry fee Men’s Windsurfer £165 Women’s Windsurfer £165 Men’s One Person Dinghy £165 Women’s One Person Dinghy £165 Men’s One Person Dinghy £165 (Heavyweight) Men’s Two Person Dinghy £250 Women’s Two Person Dinghy £250 Men’s Skiff £250 Men’s Keelboat £330 Women’s Match Racing £1,650 3.14 The entry fee for the Women’s Match Racing event includes the boat charter fee. 3.15 For the Women’s Match Racing event, a damage deposit is required in addition to the entry fee as follows: 3.15.1 An initial damage deposit of £1,000 shall be paid at registration, unless extended by the OA. This deposit is the maximum payable by the skipper as a result of any one incident. 3.15.2 If a deduction from the damage deposit is decided by the OA, it may require the deposit be restored to its original amount before the skipper is permitted to continue in the event. 3.15.3 Any remaining deposit after the event will be refunded within 10 days after the event. 3.16 Full details of entry fee payments will be sent to all MNAs. 3.17 After the entry deadline (see NoR 3.12), entries will be permitted only in accordance with NoR 3.7, 3.8, 3.9 and 3.10. 4 Accreditation 4.1 The MNA-nominated contact shall apply for accreditation for coaches, team leaders and other support personnel through the LOCOG Exchange. 5 Registration 5.1 Athletes, coaches and team leaders shall complete an on-site registration form at the Sports Information Desk from 0930 to 1730 between 31 July and 4 August 2011 inclusive. Athletes must be registered before 1730 on the day before their event’s practice race. Athletes not registered within this period will not be allowed to participate in the regatta. 6 Competition format 6.1 For fleet racing, the regatta will consist of an opening series and a medal race provided a minimum of six races have been completed in the opening series. The top ten finishers in the opening series of each event will advance to the medal race. 6.2 For match racing, the regatta will consist of the following stages: Stage 1: Opening series – single round robin Stage 2: Quarter-finals – knockout Stage 3: 5-8 Sail-off – knockout Stage 4: Semi-finals – knockout Stage 5: Petit final (bronze match) – knockout Stage 6: Final (gold and silver match) – knockout Notice of Race: Weymouth and Portland International Regatta 2011 3 All knockout rounds are first to score three points except for the 5-8 Sail-off, which is first to score one point. The OA may change the format. 7 Schedule 7.1 For fleet racing, eleven (11) races are scheduled for each event except for the 49er, for which sixteen (16) races are scheduled.
