In course of time, however, it Institution has combined training with research and pilot experimentation. The unified approach of training, research and pilot experimentation to solve problems of rural areas has given special significance to the activities of the Academy. Bangladesh Academy for Rural Development (BARD) as a national institute of rural development in Bangladesh is mandated to perform specific functions which are:

1) provide training to government officials and others concerned with rural development; 2) conduct research in rural development and allied fields; 3) test and experiment on concepts and theories of development; 4) provide advisory and consultative service to the Government and other agencies; 5) guide and supervise students, national and foreign, in their dissertation works; 6) arrange and conduct national and international seminars, conferences and workshops, and 7) help policy planners in the field of rural development.

In order to perform these functions, it has 09 divisions, of which four are service divisions and 05 are academic divisions. Rural Economics and Management, Rural Administration and Local Government, Rural Sociology and Demography, Rural Education and Social Development and Agriculture and Environment Development are the academic Divisions and rest four i.e. Research; Project, Training and Administration are the service divisions of the Academy. As a strategy it experiments the new thoughts and idea of rural development in a smaller scale. After getting desired result the Academy handed over the programme to the government for replication the project in a wider scale. As a result of systematic experimentation BARD was able to develop some unique models of rural development.

Comilla Approach to Rural Development that includes Rural works Programme, Thana Training and Development Centre, Two Tier cooperatives and Thana irrigation Programme is worth mentioning which are being replicated by different organizations in all over the country. Recently, BARD has been able to develop two other models of rural development namely Comprehensive Village Development Programme (CVDP) and Small Farmers and Landless Laborer Development Program (SFDP). SFDP now become independent organizations in the banner of SFDF and CVDP becomes a national project to cover the whole country.

BARD has conducted an action research namely Local Level Poverty Monitoring System (LLPMS) in collaboration with IDRC Canada through CBMS Network, the Philippines. By combining the experiences of CVDP and LLPMS BARD has recently conducted an another action research namely Strengthening Institutional Capabilities and Rural Population for Territorial Development in Chittagong (SICRP) in collaboration with ETEA Foundation for Development and Cooperation and Spanish Agency for Development and International Cooperation (AECID), Spain. BARD has been conducting another project namely E-Parishad for introducing the information communication technology to provide better services to the people.

Recently BARD has employed huge efforts to train the elected leaders of the newly activated Parishad (Local government unit at sub national level) and Union Parishad (Local government at the lowest level). It is planning to organize more other training for the officials and leaders of Upazila Parishad in this year. UNDP and UNICIEF have supported to organize these training courses.

In 2010 BARD conducted a training workshop on Local Governance and Rural Development for the Officials of Commonwealth Countries in collaboration Commonwealth Secretariat, UK. 3 Abstract of the For institutionalizing the community level poverty monitoring system Proposed training materials will be developed considering the capacity of local Project leaders. Besides the standard indicators of LLPMS an initiative will be taken to integrate a process of capturing indicators related to youth employment and assessing entrepreneurial environment at rural areas with a view to integrate the process with standard LLPMS process. A standing committee of Union Parishad will be formed or activated for conducting local level poverty monitoring system. A core team of Faculty members of BARD will be developed through their active participation in the process of LLPMS so that BARD can offer a training course on Local Level Poverty Monitoring System on a regular basis. Under the guidance of standing committee and research assistants of the project local people will be engaged in data collection and calculation of core indicators of LLPMS. Finally, the functionaries of

Union Parishad will be trained to prepare five year plan of UP by utilizing the information gathered through the process of LLPMS. Process and lessons learned through this process will be disseminated by organizing two workshops. Finally, training materials and process of the LLPMS will be updated by incorporating the experiences and feedback from different stakeholders. In that way BARD would be able to provide technical supports to other Union Parishads for implementing Local Level Poverty Monitoring System. If, necessary BARD would make advocacy for issuing administrative directive to implement the LLPMS in other areas of Bangladesh.

III. Background and Rationality

Under MIMAP-Bangladesh, the Poverty Monitoring System is developed and pilot-tested the methodology and the indicators for a Local Level Poverty Monitoring System. The experimentation was carried out by the Bangladesh Academy for Rural Development (BARD) in consultation with the Bangladesh Institute of Development Studies (BIDS) in the year of 2001- 2002. The pilot testing was kept limited in four villages of Sreepur Union of Choudagram Upazila to acquire the required insights prior to its wider replication. With the successful outcomes of the pilot phase, the experimental phase is expanded in a Union named Muhammadpur (West) under Daudkandi Upazila covering all villages to examine its effectiveness at the Ward and Union levels. It is expected that an operational LLPMS at the Union level will play a complementary role with the national initiatives of poverty monitoring in providing both poverty and development related information and policy guidelines. The experimentation is carried out by BARD with the financial and technical support of IDRC, Canada through Community Based Monitoring System (CBMS), during 2003-2005 with a view to creating a community based poverty monitoring system at the local level in Bangladesh and

3 | P a g e ensuring active participation of and effective use of relevant information by the local government functionaries. By utilizing the experiences of LLPMS and another project of BARD namely CVDP , BARD conducted an action research project namely Strengthening Institutional Capabilities and Rural Population for Territorial Development in Chittagong (SICRP) in collaboration with ETEA Foundation for Development and Cooperation and Spanish Agency for Development and International Cooperation (AECID), Spain . The main outcome of the project was to strengthen the capacity of local government and village organizations to provide support services according to the need of rural people. Developing database by ensuring participation of community people at the union level and using the information of database for preparing plan of local government at the grassroots level was one of the main strategies of this project. Generating youth employment and developing entrepreneurial environment in the rural areas are considered very crucial for overall development of a country. A few local government units at the grassroots level play their potential role in this sector. Identification of areas where the local government can play their role and sensitize the functionaries of local government is essential for entrepreneurship development of the country. A very good portion of people in Bangladesh is youth. Creation of job in the formal sector is very challenging in a country like Bangladesh. Youth people have the capacity to transform their idea into reality if they get the positive environment. For that reason an initiative will be taken in this phase of LLPMS to find out a process for capturing information related to youth employment and assessing entrepreneurial environment at the rural areas with a view to assess the feasibility to incorporate those with the standard methods of LLPMS.

At the national level poverty is monitored by conducting Household Income and Expenditure Survey (HIES) in every four years by Bangladesh Bureau of Statistics (BBS) Bangladesh. At the local level especially union level there is absence of systematic approach of monitoring poverty at the specific areas. So, poverty monitoring system at local level will play a complimentary role of national initiative of poverty monitoring. At different phases of project experimentation BARD has gained lot of experiences in the field of poverty monitoring at the local level. It was realized that the a user friendly cost effective mechanism need to be developed for sustaining this imitative at the grassroots level and some training materials in native language along with manual for data collection need to be

4 | P a g e prepared for facilitating the process at the grassroots level. It was also felt that there is a strong demand from the local government for identification of poor households. In the earlier phase the elected representative of local government were involved along with secretary to facilitate the process. But it was realized that the process is not sustained if the elected representative is changed. In the new phases it is proposed to involve the relevant standing committee of local government for implementing the process of LLPMS and develop a core team of researchers for facilitating the process in a wider scale. It is also assumed that BARD would be able to initiate a self initiated training course on LLPMS after successful completion of the said phases. It may also be noted that BARD is mandated to experiment the new thoughts of development in its laboratory area. If the experimentation is succeeded it can persuade to the government for its wider replication in the Country. At the grassroots level a scope is created to finance the cost of LLPMS as a good portion of amount is being transferred to the Union Parishad from the central government with grater autonomy. Before motivating them a user friendly process and cost effective system needs to be developed. Youth Development Directorate is imparting training for the unemployed youth in Bangladesh. It was observed that young people need training on some new areas. An in-depth study on youth employment and entrepreneurship may open new window for incorporating new training courses and support system for entrepreneurship development among the rural youth.

IV. Objectives

The general objective of the project is to develop institutional mechanism for implementing a community based poverty-monitoring system with special emphasis on youth employment at the local level in Bangladesh and ensure effective use of relevant information by the local government functionaries in preparing plan. Analysis poverty situation and youth employment and entrepreneurship in rural areas will be other foci of the research project. The specific objectives of the project are as follows: i) Develop a system for institutionalizing the LLPMS at the grassroots level and expansion of CBMS in another Union of Comilla district;

5 | P a g e ii) Develop a mechanism to capture information related to youth employment and entrepreneurial environment for integrating it with the standard process of LLPMS and preparation a paper on that issue by analyzing LLPMs data; iii) Capacity building of a core team of BARD to facilitate the process of LLPMS along with capacity building of the functionaries of local government to monitor poverty situation at the respective areas ; iv) Preparation of poverty profile and CBMS poverty maps of the local level and a mechanism for regular updating of the data base by the users themselves; and v) Motivate and assist the local government functionaries to use the information in initiating local level plans and develop sustainable linkages with the government organizations, NGOs and the development partners for implementing the plan.

V. Framework of Analysis

In Bangladesh, agriculture alone employs 44 percent of labor force, even though its GDP share is only 19 percent. Labor productivity will require a strategy to withdraw labor from low productivity agriculture to higher productivity activities in manufacturing and modern services. It also noted that 22 percent of the employed labor force is engaged in the formal sector. Employment in informal sector is less productive and less remunerative. It implies that employment generation in non farm sector is crucial for gainful employment generation in rural areas. During 2005-06 among the youth population 52 percent was in labour force and 91 percent among the labour force was employed. Gender desegregation of labour force suggests that 78 percent male was in labour force compare to 26.32 percent female. 42 percent male labour force was involved in agriculture while female share in agriculture was 74 percent. Employment in different sector suggests that one third of employed rural male youth were self employed compare to 9% female. Less than one percent of the youth employed person in each case of male and female was employer. According to this National Youth Policy, 2003 all Bangladesh citizens aging 18-35 years are treated as youth. But Labour Force Survey identified population between 15 to 29 years of age as youth. Labour Force in Bangladesh is defined as person aged 15 years and above who are either employed or unemployed during preceding week of survey excluding students, disabled, retired person, income recipients, full time house wife and other persons who did not work for pay or profit at least one hour during reference week. Persons who either working one or more

6 | P a g e hours for pay or profit or working without pay in a family farm or enterprise or organization or temporarily absent from work in reference period is considered as employed.

If we consider the underemployment then youth employment would be the challenging issues for development. Entrepreneurial activity i.e. ability of a person to transform the ideas into reality, for youth labor force is essential for solving the problem of youth employment problem specially in rural areas. Zaid Bakht (1984) found that there is dearth of high level entrepreneurial talent in rural areas in innovation of process or products. He also found that performance of initiation of entrepreneurial activity and management activity among the entrepreneurs are moderate.

It was observed that in most cases the young people prefer to salaried job for job security. A good portion of young people are employed to the family enterprises in most cases these are traditional in nature with low labor productivity. Field observation also suggest that risk avert tendency of the young people, lack of information, low level access to technical know how in the potential areas, societies preference towards salaried job , skill training in traditional sector create hindrances to positive entrepreneurial environment in the rural areas. Considering the gender issues female are lagging behind than the male. Capturing the information related to environmental bottlenecks of entrepreneurial activity for young male and female and some factors that influenced to be entrepreneurs of existing entrepreneurs may open new window for policy recommendations of youth employment generation through entrepreneurship development.

The sixth Five Year Plan of Bangladesh has identified creation of productive employment as one of the strategies for poverty reduction. Ahmed (2001) found that Small and Medium Enterprise comprises the 90% of all industrial units and concentration is higher in food, textiles, light engineering and wood, cane and bamboo products. He also identified that finance, technology and skill development are essential for overall development of SME sector.

Entrepreneurship quality is essential for developing SME sector in Bangladesh. Entrepreneurship is considered as innovation and risk bearing function of an entrepreneur. In the context of rural entrepreneurship Khanka (2004) mentioned rural industrialization as rural entrepreneurship. He identified seven major categories of rural industries in India these are i. Mineral based industry, ii. Forest based industry iii. Agro based industry, iv. Polymer and 7 | P a g e chemical based industry v. Engineering and non conventional industry vi. textile industry and vii. service industry. For entrepreneurship development in the rural areas integrated approach need to be undertaken. Morris et al. provided integrative picture of the entrepreneurial process. The above figure clearly demonstrates that five factors related to environment, individual entrepreneur, organizational context, business concept and resources contribute to the entrepreneurial process. An environmental opportunity includes demographic change, the development of new technology or modification of current regulations. Attitude to assume personal responsibility for conceptualizing and implementing new venture foster the entrepreneurial process. He also develops some new concepts of business to capitalize the opportunity. For, implementing the concepts organizational structure and resources are essential. On the basis of entrepreneurs quality the process can produce any number of entrepreneurial event. Final outcome may be one or more going venture, new product, services and technology. It also contributes to employment generation and profit earning of entrepreneurs.

Explaining the multidimensional approach of entrepreneurship development process Johnson identified four specific dimension i.e. personal, environment, organisation and process. The factors related to environment are a. capital availability b. presence of experiences entrepreneurs, c. technically skill labour force, d. accessibility of suppliers e. accessibility of customer or new market f. government influence g. availability of land or facilities g. accessibility transportation h. attitude of the area population i. availability of supporting services and j. living conditions. Bakht Zaid (1984) found that lack of employment opportunities in other sectors in rural areas have forced people to take some business activities but they are lacking of entrepreneurial traits and their performance with respect to innovativeness is least encouraging. The rate of return in most rural industrial activities was found quite low Lack of training facilities, inadequate finance, illiteracy and low geographical mobility were identified major impediments for satisfactory level of entrepreneurs supply in rural areas. For expanding effective entrepreneurship he recommended to raising both entrepreneurial ability among rural people and also their willingness to enter into industrial sector. For attracting potential entrepreneurs raising rate of returns also need to be prioritized. He also found that the average age of proprietors at the time of entering the business was 29.3 years only. Among the entrepreneurs only 3.3 percent were female. Lower literacy level, lack of training facilities, etc. contributed to this situation

Kashem and et.al (2011) conducted a study on Micro Enterprise in rural areas found that low rent, low capital requirement and abundance supply of labour encourage the entrepreneurs to set up micro enterprises in rural areas. Most of the entrepreneurs were depended on personal savings or relatives for staring the enterprises at the initial stage. Around one-third of the entrepreneurs have reported that lower number of customers or low volume of sales lead to low profit margin. Sales on credit were found a problem for micro entrepreneurs as they cannot deny selling on credit or they cannot afford it due to their small amount of capital. For developing interest on entrepreneurial activity to the low educated young people process of entrepreneurship development can be disseminated. The entrepreneurs opined that there are huge opportunities of agriculture and food related fields of micro enterprises in the rural areas. The infrastructure barriers relating to electricity supply, marketing of products or services, financial market and technological support needs to be solved. The study also found that only one percent of the entrepreneurs were female.

From the above discussion it is clear that supply side of the entrepreneurs in rural areas is not encouraging due to low rate of return in entrepreneurial activities and other problems although entrepreneurship quality is key factor for development now a days. For developing willingness of rural unemployed youth to be entrepreneur it is essential to make the existing entrepreneurial activity more incentive oriented. One of the ways might be to motivate them to think of non-conventional venture that has market demand. Creating facilities to transform their innovative ideas into reality also deserve special attention. So the research question would be i. how to make the existing entrepreneurial activities more rewarding ii what are the potential areas of entrepreneurship development in rural areas and iii. What kinds of support needed specially from the local government to develop entrepreneurs in the potential areas? Specific Research Hypothesis is as follows: i. Environmental opportunities in rural areas and individual challenging characteristics leads to begin the entrepreneurial process; ii. Young people are interested to take challenges of establishing of new venture if the technology and other support is available; and iii. Rewarding return on existing entrepreneurial activities encourages others to be entrepreneurs.

VI. Research and Mobilization Activities

Proposed Process of LLPMS

From the pilot and experimentation phase of LLPMS, BARD has gained some insights for developing a mechanism for local level poverty monitoring System at the grassroots level. During the pilot and experimentation phase some paper were prepared in English and presented in different conferences of CBMS. It is now felt that absence of training materials in native language and absence of a standard mechanism it would be difficult to expand the activities of LLPMS in Bangladesh. For that reasons this project proposal is intended to develop training materials and capacity building of a core team of faculty members to facilitate the process by learning by doing LLPMS. Following steps would be followed for carrying out the activities to institutionalize the LLPMS Selection of Project areas: Mohammadpur (West) Union1 of Doudkandi Upazila under Comilla district will be selected. BARD conducted the 2nd phase of LLPMS in this Union

As the proposal is yet to be approved the research team was not in situation to talk with them elaborately to assess their willingness. However, criteria mentioned for areas selection will be followed. 10 | P a g e and this proposed project is the 3rd phase. Therefore, it can be observed that how the new UP officials use the previous data for poverty monitoring. Through this project 2nd round of data will be collected and it will be helpful for both the researcher as well as the Union Parishad to compare the previous situation with the current situation. Therefore, it will be helpful to institutionalize LLPMS in that Union Parishad. BARD is mandated to undertake action research in the field of rural development. It has working relationship with the local government in rural areas. For that reason it was proposed to work in one Union . a) Preliminary discussion with different stakeholders suggests that a good portion of people in this area are working abroad. Due to remittance flow income of households has increased substantially and demand for goods and services has been increased. Increased demand for goods and services among the rural people and new ideas generated by the remittance earner during staying abroad has created an environment for entrepreneurship development. Many young people are responding to their demand by initiating ventures in new areas especially mobile telecommunication, computer, pharmacy, furniture, transport sector, dress making and boutique etc. The Union Parishad will be encouraged to form or activate a standing committee on poverty monitoring or rural development standing committee will be activated. The Standing Committee is supposed to be headed by one elected member of the Union Parishad. The Secretary of the UP would be the member Secretary. Five other members would be representative of field functionaries of nation building department, female member elected from the reserved seat, Civil Society, Teachers. The number of households will be around 5,000 and population will be around 25000. b) Organize a Workshop: A workshop will be organized to share the process of LLPMS and solicit feedback from the respective persons. Some indicators related to youth employment and entrepreneurial environment will be identified along with standard indicators of LLPMS. The indicators will be finalized at this workshop. Considering the working areas of Union Parishad the core indicators will be finalized. A tentative list of indicators can be seen in Annexure 01. c) Update Training Materials: A training handbook will be developed by the core research team in native language with the guidance from Technical Adviser. Existing materials of LLPMS will be reviewed and updated. At the pilot phase the process was documented in 11 | P a g e

English. It would be translated in native language to facilitate the sharing of process more effectively. d) Organize Training Course: A five day duration training course will be organized for the members of standing committee, functionaries of UP and research assistants of BARD to orient them with the process of LLPMS. e) Organize training for the Field Investigators and Data collection: Household census will be used for data collection. The census questionnaire will be used to interview each household representative. During the census of households, an enumerator interviews a respondent of a household on basic information like demography and data for CBMS core indicators. Then, if there is a youth member of that household, a rider questionnaire will be used to get additional information on employment and entrepreneurship of the youth member. If the youth member is not available at household during the survey, any adult member of the household with sufficient knowledge of the employment and entrepreneurial aspects of the youth member will be interviewed. CBN method will be used for poverty analysis in research. The members of standing committee of UP and the research assistants will organize training for the investigators on data collection and calculation of core indicators of LLPMS. Data will be collected by the educated persons of the respective ward. Local young people who have completed at least Higher Secondary education and live in the respective ward of selected Union will be selected as enumerator by arranging competitive examination. Two member team of the respective ward with equal participation of male and female will collect data from each household through face to face interview and calculate the core indicators of LLPMS. Data will be collected from household heads. In absence of household heads, family members who can provide the required information will be interviewed. The respective ward members along with research assistants will be trained to ensure the quality of data. f) Administering the Rider Questionnaire on Youth Employment and Entrepreneurship: For capturing information related to the existing entrepreneurial environment in the rural areas some Focused Group Discussions will be organized with the young entrepreneurs. Besides, community and household questionnaire a short questionnaire will be administered to the entrepreneurs to know the performance of the initiation, management

and innovation activity of the entrepreneurs along with the factors influenced to be entrepreneurs. Entrepreneurs who are available in the rural areas will be interviewed. It is expected that one fifty young entrepreneur can be found in the study areas. The FGD is just to gather additional information to supplement the data from the rider questionnaire on youth employment and entrepreneurship. g) Data Processing: Data enumerator will calculate the core indicators of LLPMS. For research purpose data will be processed through Microsoft Access and SPSS. If the capacity of data processing exists at the local level it would be utilized otherwise data would be processed through outsourcing. h) Facilitate to prepare Five Year Plan: Ward information Book of each ward will be prepared and would be provided to the respective standing committee of the Union Parishad. They would be motivated to prepare plans of action for the next five years in the respective sectors along with indication of budget requirements. i) Organize Ward Meeting: At first Ward Information Book will be shared in the ward meeting for cross checking the information articulated in the ward Information Book. Then the plan would be disseminated at the ward meeting. Elected members of each Ward will organize the meeting. j) Finalization of Plan: A training workshop will be organized for the elected representative of UP, field workers of nation building departments and representative of NGOs to prepare five year plan of the respective UP. Draft plan would be finalized by arranging a special meeting of UP. k) Report Writing: Two reports explaining the situation of different sectors of development and Youth employment situation and entrepreneurial environment will be prepared by the research team. The main thrust of the youth employment and entrepreneurship report would be analysis of the youth employment situation in rural areas and to assess the performance of initiation, management and innovation activities of the existing youth entrepreneurs. Potential areas of youth employment both male and female along with the expected role of different institutions for developing entrepreneurs will be other foci of the report. As the average year of entrepreneurs at the time of initiating their entrepreneurial activities 30 for the study purpose entrepreneurs belong to 18 to 35 years of age will be considered as youth entrepreneur. Youth population who has taken own initiative to start a new venture or expanding or diversifying family business

and has market linkage for selling product or services will be identified as youth entrepreneurs. During PRA exercise an attempt would be taken to identify the entrepreneur’s households in respective village. Then their contact address will be collected during the household survey. Finally, a questionnaire will be administered among the youth entrepreneurs. Besides two separate Focused Group Discussions will be organized with male and female entrepreneurs separately along with conducting FGDs with the unemployed youth to understand their views on entrepreneurship development. . For fulfilling the objectives indicators will be selected on the basis of conceptual framework mentioned above. A proposal will be prepared with the tentative indicators and it would be shared in the inception workshop. On the basis of the feedback the indicators will be finalized. The proposal will be send to CBMS network to get feedback. A tentative list of indicators can be seen in Annexure 02. l) Development of Database: A database incorporating the core indicators of development will be developed through CBMS, NRDB software. The research assistants will be involved in preparing the database. Subsequently, they will train the secretary of UP and office staffs of Union Information Centre to use this database. m) Organize Local Level Workshop: A workshop will be organized for the professionals and practitioners of poverty reduction programme and respective officials of nation building departments of the respective Upazila Parishad to disseminate the process and learning of LLPMS. The plan would be presented in this workshop by the Chairperson of respective Union. n) Organize a National Level Workshop: A nation level workshop will be organized in the Capital city of Bangladesh ensuring participation of relevant ministry, organizations and development partners. o) Creating a sense of ownership of LLPMS: For creating a sense of ownership on LLPMS at the local government unit the selected Union Parishad will be motivated to allot a room in the UP building as a site office at free of cost. The elected representative of the Union Parishad is supposed to provide their voluntary services during PRA survey, organizing ward meeting and attending different meetings. The field enumerator will be paid for household survey. They would be motivated to provide their volunteer services during PRA. Voluntary participation of the local people is expected during PRA and

ward meeting. The project activities will be informed during PRA and cooperation of local people will be sought.

VI. Dissemination Strategy

Three workshops will be conducted to disseminate the methodology, findings and lessons from the project. One workshop will be organized at the beginning of the project activities to share the methodology and solicit feedback from the relevant practitioners, professionals in the field of local government and poverty monitoring. A local level workshop will be organized by ensuring participation of different Non government organizations, government organizations those are involved in implementing poverty reduction programme in Bangladesh. Finally, a national level workshop will be organized in participation of policy planners, development partners to sensitize the process of local level poverty monitoring system and motivate the policy planners to issue some directives (if necessary) for institutionalizing the LLPMs. VII. Expected Outcomes

The expected outcome of the project is to integrate a process of capturing information related to youth employment and existing entrepreneurial environment with the standard methodology of Local Level Poverty Monitoring System for its wider replication. It would ultimately help the local government at the grassroots level to prepare need based development plan through analyzing Information and monitor the poverty situation of local areas. The Union Parishad is expected to take some initiatives for developing an entrepreneurial environment in the rural areas. Two analytical reports on community poverty profile of selected Union and situation of youth employment and entrepreneurial environment in rural areas are expected to sensitize the policy planners. The local government is expected to prepare a local development plan and provide need based support for household poverty map. VIII. Institutions and Personnel

BARD as a national institution of rural development will experiment the ideas of institutionalizing the Local Level Poverty Monitoring System in Bangladesh. It will make advocacy for wider replication of the idea of poverty monitoring at local level if the expected outcome is found positive. Side by side, BARD would be able to offer a regular training course on Local Level Poverty Monitoring System in Bangladesh.

A core team consists of Faculty members of BARD will be involved in experimenting the action research. The project Director would be responsible for implementing the project activities with the assistance of project team. The adviser of the Project Team will facilitate to smooth operation of the project activities and make liaison with the policy planners and relevant persons for its wider replication. 15 | P a g e

The technical adviser will provide technical support for designing the questionnaire, developing database, report writing developing training materials and conducting other activities of the project. Three research assistants will be involved in the field work, facilitating to prepare ward Information Book and imparting training. Vast experiences on community mobilization, capacity building of community organizations & people and poverty monitoring at local level.

Training and Development

Designed and facilitated training course on various issues of development management specially development management, total quality management, entrepreneurship development and managing change in local governance and rural development for the participants of home and abroad. Mr. Guha was involved in various research studies related to training need assessment and post training utilization. As a student of management he has developed special interest on organizing and facilitating training on various issues of management. I am also working as certified trainer on TQM in Bangladesh.

Research

I have been working in the field of research since my joining at BARD. In the mean time I have 25 research publications on management, training, poverty reduction, local government and other areas of development. I also joined collaborative research work with BIDS, ISST-India and CBMS Network of Philippines and CIRDAP. I was also involved in some research studies on evaluating some safety net programmes in Bangladesh and conducting household survey.

Action Research Leaded an action research project namely Local Level Poverty Monitoring System funded by IDRC Canada through CBMS Network-Philippines. Currently working as Project Director of an action research namely Capacity building of People’s Organisation and project team member of a project called Strengthening of Institutional Capabilities and Rural Population for Territorial Development in Chittagong. The main responsibility of project work is to strengthen the capacity of local government, people’s organsiation and beneficiaries of the project. Besides I was also involved in facilitating to prepare a computer based database for some areas in Bangladesh.

Consultancy Service

Provided consultancy service on Utilisation of Job Quota Reserved for Women to PLAGE a project of Ministry of Women Affairs. I also provided service as a researcher to an impact evaluation of VGD activity in Bangladesh of Ministry of Women and Child Affairs. Besides for developing a database in the Northern region of Bangladesh I have provided my service to the PPRC, Dhaka, Bangladesh. Facilitated to prepare five year plan of two Upazila Parishads and One Union Parishad in Bangladesh.
