Statements as "Syrian refugees are putting their hands in the pot of Roma!" are intolerable violation of our dignity. We strongly and firmly declare that we do not share and do not endorse such kinds of statements! Let us make it clear to everyone: We are not against Syrian refugees! On the contrary, we show solidarity with them and believe that they deserve protection because people do not become refugees in their own wish and will! As part of the family of the democratic countries and societies with developed human values, Bulgaria and all of us need to provide the necessary support to the people of Syria, who have sought refuge in our country to deal with this tragic stage of their life.

    Drakulić, Sanja skladateljica, pijanistica (Zagreb, 16. lipnja 1963.) Studij klavira završila 1986. na Muzičkoj akademiji u Zagrebu (prof. P. Gvozdić), a usavršavala se u inozemstvu (J.–M. Darré, S. Popovici, R. Kehrer). Kompoziciju je počela učiti na MA u Zagrebu kod prof. Stanka Horvata, a nastavila u Moskvi. Studij kompozicije s poslijediplomskom specijalizacijom završila je na Moskovskom državnom konzervatoriju P. I. Čajkovski (A. Pirumov, J. Bucko), gdje je studirala i muzikologiju (E. Gordina) i orgulje (O. Jančenko) te bila asistent. Od 1995. radila je kao redovita profesorica na Visokoj školi za glazbenu umjetnost Ino Mirković u Lovranu, a potom je djelovala kao slobodna umjetnica. Od 2000. radi na Umjetničkoj akademiji Sveučilišta J. J. Strossmayera u Osijeku. Održava međunarodne tečajeve i seminare iz kompozicije i teorije (Europa, Amerika, Japan). Angažirana je u žirijima međunarodnih natjecanja. Piše za Cantus i druge novine. Bila je voditeljica Međunarodne glazbene tribine u Puli. Djela joj izvode priznati svjetski i hrvatski solisti i sastavi na međunarodnim festivalima suvremene glazbe, u koncertnim dvoranama Hrvatske, Bosne i Hercegovine, Njemačke, Rusije, Ukrajine, Italije, Njemačke, SAD–a i Japana. Kao pijanistica nastupa po Europi i Sjedinjenim Američkim Državama. Članica je Hrvatskog društva skladatelja, Saveza skladatelja Rusije i Britanske akademije skladatelja i pjesnika. Nagrade: Na Sveruskom natjecanju mladih kompozitora u Moskvi (1993.) osvojila je prvu nagradu s kompozicijom Pet intermezza za klavir solo. Dobitnica je Jeljcinove Predsjednikove stipendije za skladatelje i brojnih nagrada za skladbe: nagrade Ministarstva kulture Ruske Federacije, te hrvatske nagrade Ministarstva kulture RH za poticanje glazbenog stvaralaštva, Hrvatskog sabora kulture, festivala Naš kanat je lip, Matetićevi dani, Cro patria i drugih.

    THE B ULGARIAN POLICY TTHE BB ULGARIAN PP OLICY ON THE BB ALKAN CCOUNTRIESAND NN ATIONAL MM INORITIES,, 1878-19121878-1912 Vladimir Paounovsky 1.IN THE NAME OF THE NATIONAL IDEAL The period in the history of the Balkan nations known as the “Eastern Crisis of 1875-1879” determined the international political development in the region during the period between the end of 19th century and the end of World War I (1918). That period was both a time of the consolidation of and opposition to Balkan nationalism with the aim of realizing, to a greater or lesser degree, separate national doctrines and ideals. Forced to maneuver in the labyrinth of contradictory interests of the Great Powers on the Balkan Peninsula, the battles among the Balkan countries for superiority of one over the others, led them either to Pyrrhic victories or defeats. This was particularly evident during the 1912-1913 Balkan Wars (The Balkan War and The Interallied War) and World War I, which was ignited by a spark from the Balkans. The San Stefano Peace Treaty of 3 March, 1878 put an end to the Russo-Turkish War (1877-1878). According to the treaty, an independent Bulgarian state was to be founded within the ethnographic borders defined during the Istanbul Conference of December 1876; that is, within the framework of the Bulgarian Exarchate. According to the treaty the only loss for Bulgaria was the ceding of North Dobroujda to Romania as compensa- tion for the return of Bessarabia to Russia. The Congress of Berlin (June 1878), however, re-consid- ered the Peace Treaty and replaced it with a new one in which San Stefano Bulgaria was parceled out; its greater part was put under Ottoman control again while Serbia was given the regions around Pirot and Vranya as a compensation for the occupation of Novi Pazar sancak (administrative district) by Austro-Hun- - 331 - VLADIMIR P AOUNOVSKY gary.

    Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.     Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. During the reporting period, the mobile gynecological offices were divided into four areas: Varna (the city of Varna, the village of Kamenar, the town of Ignatievo, the village of Staro Oryahovo, the village of Sindel, the village of Dubravino, the town of Provadia, the town of Devnya, the town of Suvorovo, the village of Chernevo, the town of Valchi Dol); Silistra (Tutrakan Municipality– the town of Tutrakan, the village of Tsar Samuel, the village of Nova Cherna, the village of Staro Selo, the village of Belitsa, the village of Preslavtsi, the village of Tarnovtsi,

    ‘Forebears’, ‘saints’ and ‘martyrs’: the politics of commemoration in Bulgaria in the 1880s and 1890s1 Stefan Detchev (West University, Bulgaria) Тhe memory of the Bulgarian national revolutionary movement, as in all other national ideologies,2 was not transmitted only in books.3 It was embodied in the images of ‘saints’ and ‘martyrs’ commemorated at specific places. This paper will focus on the importance of the cult of forebears and predecessors as a part of popular political culture in Bulgaria in the 1880s and 1890s. During this period it increasingly mattered how ordinary people felt about nationality. The importance of this problem increased because of the introduction of universal male suffrage which followed the Tărnovo constitution of 1879.4 In this regard attention will be paid to days of national commemoration usually organised at the places of execution of Bulgarian national heroes and where Bulgarian rebel detachments had had battles.5 These days of commemoration were cultural and discursive practices that constituted new identities, new definitions of patriotism and identification with the state. I will be arguing that the commemoration of dead leaders and great events from the past played a very important role in shaping popular historical memory as part of identity building which cannot be done without stories, signs and symbols.6 These rituals shaped the ways in which the national revolutionaries were perceived and imagined. They invented a nationalistic public tradition and fostered a form of patriotism specific to itself. In this way historical myths became a part of political mythology and they aided political mobilisation. The commemorations were the obvious sites for this to take place.
