This report presents an account of NSET's endeavors and activities towards the enhancement of disaster resilience of from the communities in Nepal during the past year.     CHAPTER 4 GROWTH AND DEVELOPMENT OF NON-BENGALI PRESS AND SOME ASSOCIATIONS IN NON-BENGALI DOMINATED AREAS OF NORTH BENGAL 4.1 BACKGROUND In our Present chapter we have to discuss about some press publications and Associations, which have emerged from some Non-Bengali origin. In this context one question arises, why these non-Bengali institutions originated. From a broad perspective, it can be said that this is not unlikely due to some geographical and ethnical identity or background. We know that Indian history and culture is multi-dimensional and in this connection Bengal has all kinds of priority. In North Bengal also we find the same picture in respect of ethnicity and culture. In our previous chapter, we have mentioned very clearly about the geographical areas of North Bengal. (See Chapter 1) While observing about the cultural and intellectual activities of the people of North Bengal, it is found that the educated people and the intellectuals of Darjeeling District and some, area of Jalpaiguri (Duars) were publishing press and periodicals in different languages other than Bengali. During the period of our study we find a large number of vernacular publications from different parts of present North Bengal (six district). In this context one interesting and notable thing is that North Bengal was representing not only the Bengali newspapers. Journals and periodicals, but also English, Hindi, Nepali, Tibetan and Rajbanshi (local dialect) newspapers that enriched and focused the social, cultural and some other activities of North Bengal. In these activities of Darjeeling hill areas and some parts of Duars, the British rulers had a very important role to play.

A number of Nepali intellectuals, who came from a variety of backgrounds and had various reasons for having migrated to India, were involved in writing and publishing starting by the end of the 19th century. In those days Benares had few if any peers among Indian cities as a centre of local tra- ditions of education and Sanskrit learning, and as a spiritual, economic and literary destination for Nepalis. Benares, which occupies a special place in Nepali history for its immense contribution to the country’s cultural, social, literary and political evolution, was also the main hub of Nepali print entrepreneurs. This article will delve into early such entrepreneurs and an array of Nepali printing activities in Benares before 1950.     Creating a Brave Nepali Nation in British India: The Rhetoric of J¯ati Improvement, Rediscovery of Bhanubhakta and the Writing of B¯ir History Pratyoush Onta Introduction Reading some of the literature produced on Nepal by academics since 1990, one gets the impression that the country is going through the pangs of birth.1 In fact an article by the Nepali sociologist Saubhagya Shah is entitled "Throes of a Fledgling Nation" (1993). The idea that Nepal is a "fledgling nation" in the 1990s comes as a shock to those sensibilities long used to years of quasi-scholastic drills celebrating the ancestry of the Nepali nation. Yet a sense of an identity crisis pervades much of this literature, suggesting that Nepal in the 1990s has become, in the words of one Nepali historian, a country where "the search is on for a single cultural identity that would make Nepal a nation-state rather than merely a state" (P. Sharma 1992:7). A fear that this search entails a "hitting at the very basis upon which Nepal was unified" two centuries ago (Raj 1993:30) and will lead to "destabilization" or "national disintegration" prompts these observers to end their analyses in a prescriptive mode. "The State of Nepal," writes Sharma, "needs to formulate policies relating to minority languages and culture, secure them their new rights in these respects, and lay down a democratic and equitable basis for political power-sharing by ethnic minorities" (1992:9). William Fisher, an American anthropologist who has been doing research on the politics of ethnicity in Nepal, suggests that national unity in Nepal "will come from embracing diversity rather than by imposing uniformity" (1993).
