INTRODUCTION After completing six decades of planned economic development we have seen tremendous structural convergence in economic environment. Though it took more than 40 years to change development pattern, after liberlisation in 1990‟s we have significantly developed on all fronts. Primitive agrarian economy to human capital driven service sector economy is welcoming change. It is worth discussing the share of economic growth and its trickledown effect.In India there are huge differences in standard of living measured by per capita income across the states, also other qualitative disparities in health, infrastructure, literacy, skill development and political stability.

In 1995 WWF-India asked this editor to conduct an investigation to identify biodiversity hotspots on the sea coast between Mumbai and Goa, known in Maharashtra as the Konkan coast. The contents of this issue of our Journal are compiled from the report I submitted to WWF-India in 1997 after completing the investigation. The biodiversity hotspots that emerged after an examination of the intertidal zone of this stretch of the coast, not only took in to account the richness of species of flora and fauna recorded on the coast, but also the factors that nourish and sustain that diversity. The 'Hot spots' as visualized here are not just focii of floral and faunal interest but cover a larger area encompassing a whole range of geophysical, chemical and ecological processes. As everyone knows the Mumbai - Goa stretch of our west coast is under intense pressure of industrial, agricultural and allied development. If the species richness and supporting life - sustaining processes are not protected, the country is likely to loose a treasure trove of present and future resources affecting the lives of thousands of humans and non-human beings.

To develop a working framework from which to discuss this problem, the Enron- promoted Dabhol Power project in Maharashtra, India will be discussed as a case study. Traditional business strategy fails to internalize the social, cultural, political and ideological dimensions of complex business transactions. A preliminary examination of the Dabhol case reveals that many of the problems that led to the inability and unwillingness of the parties involved to implement a business agreement can be explained by negotiation theory. Negotiation theory accounts for the personality of the players, asymmetrical power relations, the lack of cultural know-how, and other complex issues in the pre-negotiation, negotiation and post-negotiation phases that lend insight into why international business agreements may fail.
