Nairobi-Thika-Transp FOREWORD I am pleased to introduce this 10-plan year which is a road map on how the Nairobi - Thika Superhighway Transport Corridor (NTTC) is geared to develop. This is the first comprehensive spatial plan covering the NTTC, which is within Ruiru and Juja Sub-Counties and it has been prepared at a time when Kiambu County is grappling with the challenges of tackling rapid urbanisation. I am happy to note that, this plan has been prepared in a participatory manner taking into account the contributions of various stakeholders whose role in the implementation of the proposals is fundamental. Kiambu is the third most urbanised County after Nairobi and Mombasa and has witnessed rapid urbanisation in the few decades with people moving into the County to settle, set business, and undertake other development activities. The NTTC has witnessed rapid urbanisation coupled with high population growth and economic activities in the last ten years since the onset of devolved government and the upgrading of the Nairobi-Thika Highway thus changing the corridor’s character. Due to this rapid growth as a County, we are expected to commit more investments to cope with this expansion. More people need to be accommodated in a suitable environment with ease of movement, adequate physical and social infrastructure and employment opportunities. However, most of this urbanisation is happening with little or no planning intervention as characterised by piecemeal subdivision and land-use conversions. Due to the absence of planning tools like the Plan to guide and manage this rapid urbanisation, the current development in these areas is suffering from uncoordinated growth, land use conflict, inadequate basic infrastructure facilities and services, poor housing, and inefficient public transportation system, amongst other challenges. This plan was prepared within Kenya’s global commitments on sustainable development, and existing policy and legal framework which include Kenya’s Vision 2030, the Constitution of Kenya (2010), County Governments Act (2012), Urban Areas and Cities Act (2011), Physical and Land Use Planning Act of 2019, and other applicable statutes. These provide the County with the necessary tools to correct and provide a context of addressing the current development trends. The plan has taken cognisance of many opportunities and resource potential that the Sub-Counties within the NTTC need to exploit in addressing these problems and unitising the resources sustainably. The plan will therefore enable the County to direct development growth to the most appropriate locations and improve service delivery. Some of the key components of this plan are the sectoral programmes and projects whose objective is to ensure integration and coordination of development priorities. Another key component is institutionalising the County Planning Unit (CPU) as provided under Clause 105 of the County Governments Act which will ensure consistency across the entire planning and implementation cycles. The CPU may also ensure that sectoral strategies will be implemented within a spatial framework, which in turn, will be reflective of the socio-economic analysis across the Sub-County. The plan has also identified several action areas and quick-win projects, which will ensure fast-tracking of the implementation of the identified priorities hence set the pace for the realisation of the medium- and long-term projects. My administration acknowledges with appreciation the support of the World Bank in preparing this plan. I commend the National Government through the Ministry of Transport, Infrastructure, Public Works, Housing & Urban Development; Directorate of Nairobi Metropolitan Development for providing technical and supervisory roles. The County Department of Land Housing, Physical, and Land Use Planning led by CECM Mr Mugo Kimani and his staff have played a pivotal role in steering the planning process ending to completion of this Plan. I appreciate all stakeholders namely professional bodies, resident associations, the business community, community-based organisations, and the wananchi for their engagement and valuable inputs during various stage of the preparation. My government pledges to ensure that during the course of implementation of this plan, it will continue to involve and collaborate with all stakeholders to achieve its full realisation. JANE WANJIKU MWANIKI, County Director, Physical Planning Page | v EXECUTIVE SUMMARY The Nairobi-Thika Superhighway Transport Corridor (NTTC) Plan,(2020 – 2030, which covers the Kiambu Corridor is part of the Nairobi Metropolitan Service Improvement Project (NaMSIP), whose aim is to support Counties within the Nairobi Metropolitan Region (NMR)to prepare integrated strategic urban development plans. This is in line with institutional reforms and planning specifically addressing infrastructure and governance capabilities in the metropolitan area. The planning boundary of the Nairobi-Thika Superhighway Transport Corridor Strategic Plan is defined by the Thika- Nairobi Superhighway and the railway within Ruiru, Juja and Thika covering two kms on either of the sides of the corridor. NTTCP traverses Biashara, Gatong’ora, Gitothua and Murera in Ruiru Sub-County; Theta, Juja, Kalimoni and Witeithie in Juja Sub-County: and Hospital and Township in Thika Sub-County. The preparation of this plan is done in relation to Kenya’s legal and policy contexts, specifically citing the Constitution of Kenya, 2010 specifically Articles 60(1) and 66(1), that promotes social and economic development and the provision of proximate, and easily accessible services throughout Kenya. The EU is also supporting the country towards the modernisation its energy infrastructure with a special focus on development of renewable, affordable and reliable energy sources. This support is also targeting access to energy in rural areas in Kenya in order to increase the economic and social development of communities, households, and to spur the creation and growth of energy-based and reliant small enterprises.

The Athi River drains areas that are subject to intense agricultural, industrial, commercial and population settlement activities. These activities contribute immensely to the processes of soil erosion and sediment transport, a phenomenon more pronounced in the middle and lower reaches of the river where the soils are much more fragile and the river tributaries are seasonal in nature. Total Suspended Sediments (TSS) equivalent to sediment fluxes of 13 457, 131 089 and 2 057 487 t year-1 were recorded in the headwater areas, middle and lower reaches of the river, respectively. These varying trends in sediment transport and amount are mainly due to the chemical composition of the soil coupled with the land-soil conservation measures already in practice, and which started in the 1930s and reached their peak in the early 1980s. This paper examines trends in soil erosion and sediment transport dynamics progressively downstream. The land-use activities and soil conservation, control and management technologies, which focus on minimizing the impacts of overland flow, are examined to assess the economic and environmental sustainability of these areas, communal societal benefits and the country in general.
