When anything that challenged the authority of the state – concepts based on enlightenment, immigration, or socialism – were deemed to be a threat to the status quo and immediately eliminated by way of legal restrictions. Once the façade of the Old World was completely severed following the Great War, nations in Europe and throughout the West started to revive various nineteenth century laws in an attempt to suppress the outbreak of radicalism that preceded the 1919 revolutions. What this dissertation offers is an extended understanding of how nineteenth century government policies toward radicalism fostered an environment of increased national security during Germany’s 1919 Spartacist Uprising and the 1919/1920 Palmer Raids in the United States. Using the French Revolution as a starting point, this study allows the reader the opportunity to put events like the 1848 revolutions, the rise of the First and Second Internationals, political fallouts, nineteenth century imperialism, nativism, Social Darwinism, and movements for self-government into a broader historical context. -

ARTICLES Rebel or Revolutionary? Jack Kavanagh and the Early Years of the Communist Movement in Vancouver, 1920-1925 David Akers DURINGTHE1919VANCOUVERGENERALSTRIKE, the guardians of conventional 'law and order' in the city, the middle-class Citizens League, bemoaned the evils of "Kavanagh Bolshevism" and its "red-eyed vision of Soviet control."1 Jack Kavanagh — a member of the general strike committee, prominent "platform speaker" for the Socialist Party of Canada (SPC), and the provincial chairman of the One Big Union (OBU) in British Columbia — was a prime target for the establishment backlash against labour militancy in Vancouver.2 Red Scare hysterics aside, Kavanagh did, from October 1917, openly embrace the Russian Revolution and its "proletarian dictatorship," as he labelled the Soviet 'Vancouver Citizen, 25 June 1919. Korneski A thesis submitted to the school of graduate studies in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of History Memorial University of Newfoundland April2004 DEC 0 5 2005 St. John's Newfoundland Abstract During the first quarter of the twentieth century Canadians lived through, were shaped by, and informed the nature of a range of social transformations. Social historians have provided a wealth of information about important aspects of those transformations, particularly those of"ordinary" people. The purpose of this thesis is to provide further insight into these transitions by examining the lives and thoughts of a selection of those who occupied a comparatively privileged position within Canadian society in the early twentieth century. More specifically, the approach will be to examine four Winnipeg citizens - namely, Presbyterian minister and author Charles W. Gordon, newspaper editor John W. Dafoe, member of the Imperial Order Daughters of Empire Minnie J.B. Campbell, and women's page editor Francis M. Beynon. In examining these men and women, what becomes evident about elites and the social and cultural history of early twentieth-century Canada is that, despite their privileged standing, they did not arrive at "reasonable" assessments of the state of affairs in which they existed. Also, despite the fact that they and their associates were largely Protestant, educated Anglo-Canadians from Ontario, it is apparent that the men and women at the centre of this study suggest that there existed no consensus among elites about the proper goals of social change. -

JONES TRADE-UNION POLICY BETWEEN THE WARS THE CASE OF HOLIDAYS WITH PAY IN BRITAIN* Most standard histories of Britain between the wars refer to the develop- ment of holidays with pay, albeit briefly. It is widely acknowledged that by the end of the 1930's the majority of the British working population benefited from a paid holiday. The crucial initiative, so it is claimed, was the Holidays with Pay Act of 1938, which gave Parliamentary approval to the principle of payment of wages during holidays.1 Clearly the growth of paid holidays is seen as yet another instance of a more affluent Britain, an integral element of the growth of leisure.2 However, there has been very little detailed discussion of the paid-holiday-policy option and the precise reasons for the formulation and implementation of that policy. This neglect is rather surprising given the popular support for this "fringe benefit", which was perceived as providing a certain degree of financial security during the annual break from the rigours of work. It is true that there has been more specialised treatment, but even this is of a general nature, with little reference to the industrial and political struggle for holidays with pay.3 * I would like to thank Dr M. Adjudication The equivalent to grievance arbitration; a method under the Public Service Employee Relations Act of providing a settlement of disputes arising out of the terms of any Agreement. Affiliated union A union which is a member of a group of unions. Affirmative action Affirmative action is a comprehensive strategy whose aim is to establish the same percentage of minority group members and women at all levels of the workplaces and unions as there are in the general population. Agency shop A clause in a collective agreement similar to the Rand Formula. Agreement, collective A contract (agreement and contract are interchangeable terms) between one or more unions, acting as bargaining agent, and one or more employee covering wages, hours, working conditions, fringe benefits, rights of workers and union, and procedures to be followed in settling disputes and grievances. Arbitration A method of settling disputes through the intervention of a third party whose decision is final and binding. Such a third party can be either a single arbitrator, or a board consisting of a chairperson and one or more representatives. Arbitration is often used to settle major grievances and for settling contract interpretation disputes. Voluntary arbitration is that agreed to by the parties without statutory compulsion. Compulsory arbitration is that imposed by law. Governments sometimes impose it to avoid a strike or end one. Assessments Special charges levied by unions to meet particular financial needs. -

The restaurant the New York Times called “arguably Canada's most famous pancake house” has, since it opened on May 1, 1918, occupied the bottom-floor of the 109-year old Finnish Labour Temple on 314 Bay Street – a building formally recognized as a National Historic Site of Canada in 2011.2 In recognition of the centenary of the founding of the Hoito Restaurant the Thunder Bay Finnish Canadian Historical Society is proud to publish, for the first time in English-language translation, the entirety of the restaurant's first minute book. This unique and historically significant primary source document begins on March 27, 1918, with the first meeting to discuss the establishment of the restaurant, and concludes over two years later on May 2, 1920. -

FRAGER ‘‘No nation is supposed to be so advanced as the British nation, no race so progressive as the white’’, declared Cotton’s Weekly, the newspaper of the Social Democratic Party of Canada. ‘‘BUT HERE IN TORONTO NO CHINESE, NO HINDOOS, NO JAPS, NO INDIANS, NO BLACKS, NO FOREIGNERS NEED BE IMPORTED. WHITE GIRLS AND MEN OF BRITISH BIRTH BREAK THE STRIKES.’’1 It was 1911. The newspaper was commenting on strike-breaking by ‘‘white’’ workers during a strike at a Toronto garment factory where male and female Jews had walked out. The newspaper compared this with cases out West: ‘‘In British Columbia when miners rise up in rebellion against the shameful conditions, Chinese are brought into the mines. In this and other western provinces, Japs, Hindoos, and Indians fill the places of the white toilers because they live on cheaper food and under such intolerable conditions no white people can stand it.’’2 Focusing on the Toronto strike, the newspaper’s disgust with those who refused to join ‘‘strikers who are brave enough to struggle for human treat- ment’’3 centred on the cutters, who were skilled Anglo-Celtic males, and on the Anglo-Celtic female strike-breakers. ‘‘Craft Unionism was shown up as selfish’’, declared the paper, not only because these cutters scabbed but also because English-speaking men from other craft unions refused the Jewish strikers’ request to try to persuade the cutters to join the strike.4 Women * I thank Lynne Marks, Carmela Patrias, and Don Wells for all their help. -
