All the contracts issued under the project will follow the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits” dated January 2011. In case of any inconsistency between the Procurement Manual or Bihar Government Procurement Procedures and the Bank Guidelines, the latter shall prevail. 4. Any Other Special Procurement Arrangements: A. National Competitive Bidding (NCB) method for procurement and goods and works as per the above value thresholds will be conducted in accordance with paragraph 3.3 and 3.4 of the World Bank Procurement Guidelines and the following provisions: Only the model bidding documents for NCB agreed with the GOI Task Force (and as amended for time to time), shall be used for bidding; Invitations to bid shall be advertised in at least one widely circulated national daily newspaper (or on a widely used website or electronic portal with free national and international access along with an abridged version of the said advertisement published in a widely circulated national daily inter-alia giving the website/electronic portal details from which the details of the invitation to bid can be downloaded), at least 30 days prior to the deadline for the submission of bids; No special preferences will be accorded to any bidder either for price or for other terms and conditions when competing with foreign bidders, state owned enterprises, small scale enterprises or enterprises from any given state; Extension of bid validity shall not be allowed with reference to Contracts subject to Bank prior review without the prior concurrence of the Bank (i) for the first request for extension if it is longer than four weeks; and (ii) for all subsequent requests for extension irrespective of the period (such concurrence will be considered by Bank only in cases of Force Majeure and circumstances beyond the control of the Purchaser/ Employer). Re-bidding shall not be carried out with reference to Contracts subject to Bank prior review without the prior concurrence of the Bank. The system of rejecting bids outside a pre-determined margin or “bracket” of prices shall not be used in the project; Rate contracts entered into by Directorate General of Supplies and Disposals will not be acceptable as a substitute for NCB procedures unless agreed with the Bank on case to case basis. Such contracts will be acceptable however for any procurement under the Shopping procedures. Framework Agreements using DGS&D rate contracts can be used to procure goods up to NCB threshold subject to incorporation of right to audit and Fraud & Corruption clauses. Two or three envelope system will not be used (except when using e-Procurement system assessed and agreed by the Bank); No negotiations are conducted even with the lowest evaluated responsive bidders. SAHARSA (BIHAR) AMAR NATH CHAUDHARY* Department of Chemistry, Rajandra Mishra College, SAHARSA (Bihar) INDIA ABSTRACT The present work has been undertaken to evaluate seasonal variation in physico-chemical parameters of soil samples collected from 'MAHISHI', Thana-Mahishi, Dist. Saharsa (Bihar). The soil characterization was carried out for parameters like pH, electrical conductivity, total chloride, total alkalinity, sulphate, bulk density, moisture, content, organic matter, calcium, magneshium, sodium and potassium. During the course of study period, fluctuation in the various parameters were recorded. The variety of values was observed in the different parameters due to the soil quality in different places. Key words: Soil, Total chloride, Bulk density, Moisture content. INTRODUCTION Soil formation is a continuous process i.e. it is a constructive processes well as destructive. The destructive process means there is physical and chemical breaking down of material, plants and animal structure, which results in the partial loss of more soluble and volatile compounds; both minerals and organic and provides it new distribution or association characteristics, structural properties as well as chemical compositions. These factors influence the plant growth in soil. Saharsa district is famous in world for fishes and Makhana. So, it is an important district of Bihar to earn foreign currency for Bihar and India. The main crops cultivated in this district are maize rice, wheat, bajra, javari, sugarcane, cotton banana etc. The yield and quality of crops depends upon the fertilizers and presence of micronutrients such as Na, K etc.

    DISTRICT PROFILE SAHARSA INTRODUCTION Saharsa is one of the thirty-eight districts of Bihar. Saharsa district became a separate district in 1954 prior to which it was a part of Kosi division. The important rivers flowing through the district are Kosi, Baghmati. HISTORICAL BACKGROUND Earlier Saharsa district was within the Bhagalpur Division. Kosi Division was formed on 2nd October 1972 comprising of Saharsa, Purnia and Katihar district with its head quarters at Saharsa. Formerly it had no independent status and parts of Saharsa were included in the old districts of Munger & Bhagalpur. Ancient Times: In ancient times, Vaishali was the strongest republic in North-Bihar and beyond that lay the famous territory of Anguttarap. There was a small Janpad, named Apna, in Anguttarap and it included a portion of the district of Saharsa. Various sites of the district, now completely eroded and destroyed by the Kosi, viz. Biratpur, Budhiagarhi, Budhnaghat, Buddhadi, Pitahahi and Mathai are associated with Buddhism Both Anga and North Bihar (including Saharsa) continued to be independent till the early part of the sixth century B.C Between 320 and 1097 A.D Under the Guptas (from 320 A.D.), the entire North Bihar was consolidated as a Tirbhukti (province) with its capital at Vaishali. The extent of Saharsa during the period under review was upto the confines of Pundravardhanbhukti which included some of its present area. From the geographical point of view, Saharsa was the most strategically suited from being the Jayaskandharar (temporary Capital) of the Palas at the time when they were surrounded on all sides by enemies.

The area of Saharsa district is 1702 km²/657 sq miles and its population, according to 2001 census was 11, 32,413 as against 18,97,102 according to 2011 census. The density of population was 11, 25 per sq. km. according to the 2011 census.- Saharsa town is the administrative headquarters of this district. Saharsa district is a part of a larger territory, the Kosi Division and it became a district on 1 April 1954 and subsequently has become smaller with other districts being carved form it, most notably Madhepura in 1981. Saharsa was created on first of april 1954. Formerly it had no independent status and parts of Saharsa were included in the old district of mongyr and Bhagalpur. A large parts of the district in the past was subjected to annual floods and inundation by a host of rivers origination from the Himalayas. The sub tarai was noted for rice cultivation before it was subjected to the vagaries of the unpredictable koshi.
