KG and Bürgerwindpark im Kirchspiel Medelby GmbH & Co. KG are planning a wind farm in the communities of Weesby, Böxlund and Jardelund. The wind farm will consist of 16 wind turbines of the type REpower 3.2M 114 with a hub height of 93 m and 123 m and one wind turbine of the type REpower MM 92 with a hub height of 100 m. The noise impact calculation shows, that the total noise impact from the existing and proposed wind farm at the most noise-exposed point in outdoor living area no more than 15 metres from dwellings in open countryside do not exceed 44 dB(A) at a wind speed of 8 m/s and 42 dB(A) at a wind speed of 6 m/s. Therefore the requirements of the Danish Statutory Order /1/ are satisfied. 2) Starting point At the border between Germany and Denmark there are 16 wind turbines of the types NEG Micon NM 64c/1500 and Vestas V80 located on the Danish side of the frontier. Bürgerwindpark BB Wind GmbH & Co. The main purpose of the noise immission calculation is to determine the total noise impact from the existing and proposed wind farm at the most noise-exposed points in outdoor living area near dwellings. The task consists of two parts: The evaluation of the German part of the impact area is done in accordance with the German regulations, norms and guidelines and of the Danish part of the impact area in accordance with the Danish regulations, norms and guidelines in the present case. The design of the wind farm is projected by the GEO Gesellschaft für Energie und Oekologie mbH in the community of Langenhorn and the eff-plan Hansjörg Brunk & Gisela Ohmsen GbR in the community of Jübek. The noise impact calculation was ordered by Bürgerwindpark BB Wind GmbH & Co. KG and Bürgerwindpark im Kirchspiel Medelby GmbH & Co. KG. 233712gbd03 INGENIEURBÜRO FÜR AKUSTIK Page 4 of 9 BUSCH GmbH 3) Task definition The noise impact will be determined in accordance with the guidelines /1/ and will be stated as the equivalent, corrected, A-weighted noise level at a height of 1.5 metres at wind speeds corrected to a height of 10 metres at 6 and 8 m/s respectively at a roughness length of 0.05 metres. The total noise impact from wind turbines may not exceed the limit values at the most noise- exposed point in outdoor living area no more than 15 metres from dwellings in open countryside respective in areas with noise-sensitive land use. The total low-frequency noise from wind turbines may not exceed 20 dB at a wind speed of 8 and 6 m/s indoors in dwellings in open countryside or indoors in areas with noise sensitive land use respectively. 4) Description of location The local conditions are shown in the general map (see Appendix 1) and the map showing the layout of the wind farm (see Appendix 2). The proposed wind farm is located along the border between Germany and Denmark in the southwest of Tinglev. In Germany the nearby communities are Weesby, Böxlund and Jardelund. In Denmark the nearby communities are Jyndevad Mark and Sofiedal. The map in Appendix 2 shows the immission points (IP) at dwellings within the noise impact area around the wind farms. The map also shows the existing and proposed wind turbines. The proposed wind turbines are highlighted. The Gauß–Krüger–coordinates (Potsdam-Date, Bessel-Ellipsoid) of the proposed wind turbines were provided by the planning engineers. The coordinates of the existing wind turbines had been determined by digital Orthophotos of the Bundesamt für Kartographie und Geodäsie (www.gdz-dop.bkg.bund.de) and had been verified by own measurements with a GPS receiver (Garmin GPS 12) chosen randomly. The list in Appendix 3 contains the coordinates of the dwellings und the wind turbines. The existing and the proposed wind turbines are surrounded by flat grassland and farming area. The area around the wind farm is essentially flat. There is clear sound propagation from the wind turbines to the nearby dwellings. The soil is mainly used for agriculture. 233712gbd03 INGENIEURBÜRO FÜR AKUSTIK Page 5 of 9 BUSCH GmbH 5) Relevant regulations, norms and guidelines The evaluation of the results takes into account the following regulations, guidelines and measurement reports: /1/ Statutory Order on Noise from Wind Turbines, Translation of Statutory Order no. 1284 of 15 December 2011, /2/ Udvidelse af vindmøllepark ved Bølå, Aabenraa Kommune, Deutsche Übersetzung der Nicht-technischen Zusammenfassung der Umweltverträglichkeitsstudie, April 2010, /3/ Windtest Kaiser-Wilhelm-Koog-GmbH: Bestimmung der Schallemissionsparameter einer WEA des Typs NEG Micon NM 64c/1.500 aus mehreren Einzelmessungen FGW- Stammblatt Geräusche, Kurzbericht WT 2529/02, 11/02, /4/ Windtest Kaiser-Wilhelm-Koog GmbH: Schalltechnisches Gutachten zu einer Windenergieanlage des Typs NM 64c/1500 bei Moorhusen, WT 2384/02, 09/02, /5/ Windtest Kaiser-Wilhelm-Koog GmbH: Schalltechnisches Gutachten zu einer Windenergieanlage des Typs NM 64c/1500 bei Moorhusen, WT 2385/02, 09/02, /6/ Windtest Kaiser-Wilhelm-Koog-GmbH: Schalltechnisches Gutachten zur WEA NM 1.500c/64 in Baekke/DK (in der Nähe von Kolding), Bericht WT 1471/00, 08/00, /7/ Kötter Consulting Engineers: Schalltechnischer Bericht Nr. 43209-2 über die Ermittlung der Schallemission der WEA 1 vom Typ NM 1.500 c/64 im Windpark Passow-Gadebusch, /8/ Windtest Kaiser-Wilhelm-Koog GmbH: Auszug GLGH-4286 12 09620 258-S-0001-A aus dem Prüfbericht GLGH-4286 12 09620 258-A-0001-A zur Schallemission der Windenergieanlage vom Typ REpower 3.2M 114 (3170 kW), Auszug GLGH-4286 12 09620 258-S-0001-A aus dem Prüfbericht GLGH-4286 12 09620 258-A-0001-A vom 01.08.2012, /9/ Windtest Grevenbroich GmbH: Bestimmung der Schallleistungspegel einer Windenergieanlage vom Typ REpower MM92 aus mehreren Einzelmessungen (Nabenhöhen 68,5m, 78,5 m, 80 m und 100 m / Betriebsmodus 2050 kW, Kurzbericht SE11017KB2 vom 04.10.2011, /10/ Windtest Kaiser-Wilhelm-Koog GmbH: Bestimmung der Schallleistungspegel einer WEA des Typs Vestas V 80-2.0 MW, 105,1 dB(A) aus mehreren Einzelmessungen nach FGW Rev. 15 umgerechnet auf eine Nabenhöhe von 60 m über Grund, Bericht WT 3714/04, 09/2004. 6) Dwellings in the noise impact area around the wind farms Due to the local inspection there has been determined 15 relevant dwellings in the noise impact area around the wind farms.
