Sabemos que a sua aparição não vem preencher qualquer vazio editorial, já que diversas revistas têm vindo a publicar, regularmente, estudos dessa temática, algumas das quais até em exclusivo, como é o caso de Stvdia, de Mare Liberum ou até de Oceanos, embora esta seja de características especiais. Entenderam, todavia, os membros do Centro de História de Além-Mar que, dada a sua natureza e objectivos, fazia sentido empenharem-se numa publicação periódica, de modo a promover-se uma maior divulgação de estudos sobre a expansão, oferecendo-se também aos nossos alunos de pós-graduação uma ocasião de editarem aí trabalhos que, de outro modo, nunca conheceriam a luz do dia. Dividida em estudos, documentos, recensões e notícias, pretende-se fazer de Anais de História de Além-Mar uma publicação que englobe os diferentes tipos de contribuições e, ao mesmo tempo, que divulgue notícias e iniciativas que se relacionem com o tema em apreço. Daí que sejam bem vindas todas as informações que à história dos descobrimentos e da expansão digam respeito. Como o próprio nome sugere, não se pretende organizar, por regra, números temáticos, nem regionais, embora um qualquer evento possa vir a recomendar, de quando em vez, tal opção. É desejo do conselho redactorial conferir um especial relevo às recensões críticas, não para traduzir o elogio fácil ou a crítica demolidora, mas para divulgar as obras que, pela importância do tema ou do seu conteúdo, se julgue útil fazê-lo. Naturalmente que opiniões são opiniões e caberá sempre ao autor criticado o direito de delas discordar, dispondo para isso das páginas desta revista. O intercâmbio com instituições similares é uma das prioridades deste Centro. Esperamos que, com o lançamento de Anais de História de Além-Mar, esse objectivo possa melhor e mais rapidamente ser conseguido, sobretudo com os organismos estrangeiros que se dedicam à história colonial e dos quais nos chega menos informação. Em suma, apesar da abundância de notícias que nos rodeia, esta revista será também um meio privilegiado do CHAM divulgar as suas iniciativas e actividades, conferindo-lhe uma maior interdisciplina- ridade e suscitando um maior interesse pela história que fez Portugal conhecido no mundo. Lisboa, 27 de Outubro de 2000 ARTUR TEODORO DE MATOS ANAIS DE HISTÓRIA DE ALÉM-MAR, Vol. III, 2002, pp. 7-21 ENTREVISTA Luís Filipe Thomaz é reconhecidamente um dos nomes que, nas últimas décadas, mais e melhor marcou o ensino e a investigação da história da expansão portuguesa e das civilizações asiáticas no nosso país. Não obstante o elevado grau de especialização que atingiu nesses domínios, o homena- geado não deixou de cultivar outros (muitos) saberes, o que, em certos aspectos, o aproxima mais da figura do erudito do século XIX do que pro- priamente do historiador da transição para o século XXI. Ou, como o próprio admitiu na recente cerimónia de atribuição do Doutoramento «Honoris Causa» pela Universidade Nova de Lisboa, de um homem da Renascença que, pela natureza dos seus interesses e do seu trabalho, se sente por vezes deslocado neste tempo que é, apesar de tudo, o seu. Para além de cerca de centena e meia de trabalhos, resultado de quase quatro décadas de investigação, o estimulante pensamento e a enorme erudição de Luís Filipe Thomaz revelam-se nas aulas e nas conferências, nas viagens ou numa simples conversa de corredor. No caso vertente, talvez mais do que em exemplos similares, o conhecimento científico do homenageado não é passível de ser «aprisionado» num volume de homenagem. Antes,

Devolution of powers to local governments is the most sweeping reform in governance worldwide, particularly over the past two decades. Yet, compared to reforms in liberalization of markets and removal of trade barriers, it is rarely in the public eye. Local government design presents a host of unique challenges to policy makers. The building blocks of good local governance are many, not least an effective approach to ensure that women and marginalized groups are true partners. These systems ought to go beyond merely providing an opportunity for the voices of poor and marginalized to be heard, but must pro-actively encourage them to do so. Enabling large numbers of ordinary people to compete in elections ought to irreversibly strengthen the foundations of democracy and constitutes the best antidote to the increasing tendency to show disinterest in government.

    Framing ‘the Other’. A critical review of Vietnam war movies and their representation of Asians and Vietnamese.* John Kleinen W e W ere Soldiers (2002), depicting the first major clash between regular North-Vietnamese troops and U.S. troops at Ia Drang in Southern Vietnam over three days in November 1965, is the Vietnam War version of Saving Private Ryan and The Thin Red Line. Director, writer and producer, Randall Wallace, shows the viewer both American family values and dying soldiers. The movie is based on the book W e were soldiers once ... and young by the U.S. commander in the battle, retired Lieutenant General Harold G. Moore (a John Wayne- like performance by Mel Gibson).1 In the film, the U.S. troops have little idea of what they face, are overrun and suffer heavy casualties. The American GIs are seen fighting for their comrades, not their fatherland. This narrow patriotism is accompanied by a new theme: the respect for the victims ‘on the other side’. For the first time in the Hollywood tradition, we see fading shots of dying ‘VC’ and of their widows reading loved ones’ diaries. This is not because the filmmaker was emphasizing ‘love’ or ‘peace’ instead of ‘war’, but more importantly, Wallace seems to say, that war is noble. Ironically, the popular Vietnamese actor, Don Duong, who plays the communist commander Nguyen Huu An who led the Vietnamese People’s Army to victory, has been criticized at home for tarnishing the image of Vietnamese soldiers. Don Duong has appeared in several foreign films and numerous Vietnamese-made movies about the War.

    his three volume publication includes the constitutional documents of all Tcountries in Southeast Asia as of December 2007, as well as the ASEAN Charter (Vol. I), reports on the national constitutions (Vol. II), and a collection of papers on cross-cutting issues (Vol. III) which were mostly presented at a conference at the end of March 2008. This collection of Constitutional documents and analytical papers provides the reader with a comprehensive insight into the development of Constitutionalism in Southeast Asia. Some of the constitutions have until now not been publicly available in an up to date English language version. But apart from this, it is the first printed edition ever with ten Southeast Asian constitutions next to each other which makes comparative studies much easier. The country reports provide readers with up to date overviews on the different constitutional systems. In these reports, a common structure is used to enable comparisons in the analytical part as well. References and recommendations for further reading will facilitate additional research. Some of these reports are the first ever systematic analysis of those respective constitutions, while others draw on substantial literature on those constitutions. The contributions on selected issues highlight specific topics and cross-cutting issues in more depth. Although not all timely issues can be addressed in such publication, they indicate the range of questions facing the emerging constitutionalism within this fascinating region. In particular we illustrate the many difficulties faced when trying to represent mosaics of ethnic highland minority groups on two dimensional maps. Such historical maps included no attempts to bring topographic details into the picture, an idea that would have been virtually impossible anyway, given the cartographic technologies at the time. Yet by not including such details or not representing them clearly, a partial image of these populations has been created that, over time, has become a standardised representation. Therefore, as a more systematic approach to the analysis of these highland minority groups, we present recent attempts to create more functional maps and models for the northern Vietnam province of Lao Cai, using modern cartographic techniques and geographic information systems.
