    2006/7 A N I M P R O V E D S E R V I C E M E T H O D O L O G Y A N ote F rom the D epartment The Department of Community Safety, Western Cape is responsible for the coordination and implementation of community based social crime prevention and oversight over the South African Police Services (SAPS), amongst other key performances. Key to the Department’s approach is a transformatory and participatory methodology supported by the National Crime Prevention Strategy (NCPS, 1996) and the ikapa Growth and Development White Paper (2007). This integrated service delivery programme is implemented via Bambanani “Unite” Against Crime (Bambanani Strategy). The Bambanani Strategy is over-arching to the entire Department and is premised on the principles outlined in Batho Pele and the notion of a developmental state. Minister Leonard Ramatlakane Under the direct guidance of Minister Leonard Ramatlakane and I, the Directorates: Community Liaison Minister of Community Safety and Social Crime Prevention are responsible for the design and implementation of the Bambanani Western Cape “Unite” Against Crime Strategy. The Directorate: Strategic Services and Communication and the Directorate: Safety Information and Research is responsible for researching, documenting and sharing strategies, methodologies and information respectively with internal and external stakeholders. The Best Practice document in the form of An Improved Service Delivery Methodology 2007/08 aims to share the experiences and expose other Departments to the implementation strategies employed by the Department of Community Safety, in its efforts to transform delivery through encouraging community participation, community empowerment, social cohesion, social capital and deliver services that reflect public value.

ANC WINS TWO WARDS DURING BY-ELECTIONS (Member’s Statement) Mr B M HADEBE (ANC): Hon House Chair, under the steward leadership of Mr cool, calm, and collected, who is not easily shaken, His Excellency, President Cyril Matamela Ramaphosa, UNREVISED HANSARD NATIONAL ASSEMBLY TUESDAY, 11 MAY 2021 Page: 2 the African National Congress is humbled by the emphatic victories over the latest by-elections held on Wednesday 21 April 2021. The ANC retained 10 seats and won extra two seats over the Democratic Alliance in Knysna and IFP in Maphumulo. IsiXhosa: Andazi noba ndiyavakala na? Okanye ndinyuse i-volume? English: These results demonstrate that our people still trust us to bring a better life to them. As the ANC, we do not take for granted the confidence that the voters have displayed during these elections. We commit ourselves to redouble our efforts to work with them, to solve the problems faced our people. Indeed, we are the only political party that can bring real change to their lives. We, once again, congratulate the IEC for delivering the credible, free and fair elections.

    ABOUT THE ARTIST: The front cover of this edition of UKZNTOUCH features the artwork of celebrated artist and UKZN alumnus, Hussein Salim. Salim was born in Karima, Sudan in 1966 and graduated from the College of Fine and Applied Arts, Sudan University of Science and Technology, Khartoum in 1994. In 2006 he obtained a Postgraduate Diploma in Fine Arts at the University of KwaZulu-Natal. He currently resides in Pietermaritzburg. Salim’s richly textured canvases employ an extravagant layering technique to create a dense impasto feel. He uses personal symbolism that is at once ancient as it is contemporary. Salim’s paintings are a dialogue between different cultures and represent his strong feeling that art should be used as a tool to help initiate such dialogue. His Sudanese background, and the fact that his home country is a melting pot of diverse African cultures, further strengthens his work. Through his paintings, Salim awakens in us an appreciation of our differences and diverse reactions, but then brings us back to the shared foundation of mankind. His work thus identifies with any struggle that challenges dimensional predominance, be it economic, religious or cultural. Salim is represented in major national collections within Africa, Europe and the United States.
