New Contree is multidisciplinary focused and administrated within the Historical and Human Sciences by the School of Basic Sciences, Vaal Triangle Campus, North-West University. To accommodate more articles from a wide variety of Historical and Human Sciences disciplines (that especially reflect a solid fundamental historical approach), this Journal has slightly altered its name from 2008. Opinions expressed or conclusions arrived at in articles and book reviews are those of the authors and are not to be regarded as those of the North-West University or the Editorial Advisory Committee of New Contree. Two editions of New Contree are annually published (July and December), and a special issue in November on regional or/and local- specific historically based related topics. In the special issue the coverage of any aspect of activity, topic and phenomenon s within the context of for example urban, rural, social, cultural, health, environmental and political life locally, regionally or/and in transcontinental and transnational contexts are of interest. Researchers from any academic institution are encouraged to communicate with the editor and editorial team if they are interested to act as guest editor for a special issue. -

http://www.politicsweb.co.za/documents/going-off-the-rails--irr Going off the rails - IRR John Kane-Berman - IRR | 02 November 2016 John Kane-Berman on the slide towards the lawless South African state GOING OFF THE RAILS: THE SLIDE TOWARDS THE LAWLESS SOUTH AFRICAN STATE SETTING THE SCENE South Africa is widely recognised as a lawless country. It is also a country run by a government which has itself become increasingly lawless. This is so despite all the commitments to legality set out in the Constitution. Not only is the post–apartheid South Africa founded upon the principle of legality, but courts whose independence is guaranteed are vested with the power to ensure that these principles are upheld. Prosecuting authorities are enjoined to exercise their functions “without fear, favour, or prejudice”. The same duty is laid upon other institutions established by the Constitution, among them the public protector and the auditor general. Everyone is endowed with the right to “equal protection and benefit of the law”. We are all also entitled to “administrative action that is lawful, reasonable, and procedurally fair”. Unlike the old South Africa – no doubt because of it – the new Rechtsstaat was one where the rule of law would be supreme, power would be limited, and the courts would have the final say. This edifice, and these ideals, are under threat. Lawlessness on the part of the state and those who run it is on the increase. The culprits run from the president down to clerks of the court, from directors general to immigration officials, from municipal managers to prison warders, from police generals to police constables, from cabinet ministers to petty bureaucrats. -

Media Statement: TAC welcome permanent appointment of MEC for Health and list key areas of concern Johannesburg, 2 December 2020 – The Treatment Action Campaign (TAC) welcomes the Gauteng Premier David Makhura’s appointment of a new permanent Member of the Executive Council (MEC) for Health in the province today. According to the Premier Dr. Nomathemba Mokgethi, “is not new to the health sector and her knowledge, experience and qualifications makes her a strong candidate to lead the health portfolio. Her vast experience as a seasoned administrator is an added advantage in steering the department to good performance.” We have noted on multiple occasions that the period since the implementation of the lockdown has been filled with turmoil since Dr Bandile Masuku vacated the position amidst corruption allegations. We extend our thanks to the MEC for Jacob Mamabolo who acted during this extraordinary period. We acknowledge that it must not have been easy bringing stability to the Health portfolio while also working as the MEC for Transport. Tough job ahead for her We note that the province is lagging behind in the HIV and TB response, having only achieved 89%-66%-88% of the 90-90-90 targets by the end of 20191. These numbers were inimically affected by COVID-19. Furthermore, the Ritshidze State of Gauteng report highlights that the antiretroviral treatment programme has made very little gains. While 160, 247 people tested HIV positive in PEPFAR priority districts in the province until the end of quarter three of the PEPFAR year - June 2020 - only 82% - 131, 070 – were initiated on treatment. -

Protector Or Predator? South African Context and Assesses the Efforts Taken by the SAPS in Response to This Tackling Police Corruption in South Africa Challenge
I n s t I t ute For s e c u r I t y s t u d I e s Monograph n u M b e r 1 8 2 Corruption remains a serious challenge to the effectiveness and legitimacy of the South Protector or African Police Service (SAPS). This monograph explores corruption in the SAPS prior to and after democratisation in 1994, contextualising the discussion with reference to international and domestic literature on the subject. It explores the causes of police corruption in the Protector or predator? South African context and assesses the efforts taken by the SAPS in response to this Tackling police corruption in South Africa challenge. Practical recommendations are made as to how the SAPS can significantly reduce incidents of police corruption by enhancing internal accountability, promoting P a culture of organisational integrity and mobilising community support. Consolidating r decades of research on the subject, this monograph represents the most comprehensive edator? analysis of police corruption in South Africa to date. It also offers an approach that could assist in transforming the SAPS into a police agency that all South Africans want, one that is widely respected for its integrity and professionalism.
