John Kavulich, senior policy adviser [corrected president] at the U.S.-Cuba Trade & Economic Council, told Inside U.S. Trade that despite constant pressure from the business community, the Obama Administration, in these regulatory changes, did not make meaningful progress on several key business priorities. During an Oct. 14 conference call on the regulatory changes, a senior administration official said “we're mindful of the clock. And this is certainly likely the last significant tranche of changes. But there are always additional refinements that we can do to our policies, as my Treasury and Commerce colleagues know well." For Kavulich, that is something that “is not what the United States business community wants to hear.” Similarly, attorney and Cuba analyst Robert Muse describes the latest regulatory changes as short of what was expected and lacking significance overall.     The Peaks of Pelion The following came through to me in a dream. Nearby, a figure is bent over in sorrow or confusion. Or neither of those things, perhaps, since I have just arrived. Remaining bent over, I see the figure is not motionless; the bend of both elbows suggests something small is being lifted or shaken. Stepping closer and reaching the sand, I watch the movement of the figure’s arm suggest a downward strumming. I see now, beside me, I was followed closely by a silent figure who towers over my left shoulder. He is a centaur, and as a horse he appears to be a Destrier, and as a man he appears to be fiercely intelligent. His sharp blue eyes are not on me, but on Orpheus, the young man we have been approaching. When the centaur’s presence is known, Orpheus looks up and smiles. Orpheus: I feel like you sent me to do laundry. Cheiron: I did send you to do laundry. Orpheus: I feel like you sent me to do laundry because you are disappointed in me. Cheiron: Our clothes need cleaning. Your hands are as good as any. The centaur patiently strolled past as Orpheus pulled a ball of steaming cloth from scalding water. Selecting a single shirt, he strummed it down the washboard as a soapy froth rolled down. From the blooming flowers on the flowerbed beside the shore, I assumed it is late spring or early summer. The sweetness of pollen and nectar came across in peaks just above the neutral redolence of sea salt.

In the time of Homer, it was Paeon, not Asclepius, who cured the wounds of the Olympic gods, while the mortals relied on the skills of Machaon, the son of Asclepius, and other healer heroes (Homer, Iliad 5.401 and 899; 11.518, etc.). This obvious fact allowed Theodoretus (Grac. aff. cur. 8.23) to argue that Asclepius was introduced as a god of medicine much later. Quite to the contrary, Pausanias (2.26.10) took it for granted that Asclepius was not a historical figure at all, being a deity already from the time of Homer, while Galen (Protrepticus 9.22) preferred to suspend judgment on the issue.

Introduction and Project Background Proactive and effective citizen involvement is a cornerstone of planning practice, and focused public engagement is crucial to achieve success in land use and transportation planning initiatives that often impact the entire community. Hillsboro residents have consistently expressed an expectation that the City prioritize public engagement to maintain transparency and encourage participation through feedback in the Hillsboro 2020 and 2035 visioning projects, including providing avenues for meaningful citizen involvement, access to information, and opportunities for collaboration, with transparent and inclusive public engagement practices. The Hillsboro Transportation System Plan (TSP) is the community’s adopted guide for building and maintaining Hillsboro’s transportation network. To update the TSP, we will study the existing network and envision what Hillsboro needs for the next 20 years. This plan will balance the needs of those using cars, transit, trucks, bikes and walking paths, and we will seek input from residents, businesses, and all transportation system users. The TSP will consider growth plans and trends in the region, while meeting the transportation needs of Hillsboro. The Transportation Planning Rule (TPR), OAR 660 Division 12 requires jurisdictions throughout Oregon to prepare and adopt regional or local transportation plans that serve as the transportation element for their comprehensive plans (660.012.0015 (2) (4)). Hillsboro’s last TSP update was completed in January 2004, and an update is required to respond to transportation, land use, environmental, population growth, economic and social changes in the community.
