Los Angeles City Clerk CITY OF lOS ANGELES INTER-DEPARTMENTAL MEMORANDUM DATE: April4, 2012 TO: Honorable City Council c/o City Clerk, Room 395, City Hall Attention: Honorable Bill Rosenda , Chair, Transportation Committee FROM: Jaime de Ia Vega, General Manage Department of Transportation SUBJECT: RENEWAL Of TEMPORARY PREF TIAL PARKING DISTRICTS FOR THE REMAINDER OF FISCAL YEAR 2011-2012 SUMMARY This report recommends the renewal of the recently expired Temporary Preferential Parking Districts (TPPD) and of those districts in need of renewal during the remainder of Fiscal Year 2011-2012 to focus resources on pending establishment of new districts and implementation of program reforms. RECOMMENDATION 1. ADOPT the accompanying RESOLUTION renewing the Temporary Preferential Parking Districts set forth in the attachment for an additional 12 months from their annual expiration dates, pursuant to Section 80.58.d of the L.A.M.C. DISCUSSION The Los Angeles Department of Transportation (LADOT) proposed a modification to the renewal process for TPPDs, in a report dated November 21, 2011, Council File 11- 1987, recommending that the City Council delegate authority to the General Manager of LADOT to administratively renew expiring districts. Due to administrative delays in processing LADOT's request, a number of the TPPDs have expired in recent months. In Eddit~on, LADOT is currently working on reforms to the City's preferential parking program to substantially modify current policy and set up new procedures for renewal of TPPDs. Considering that the great majority of the TPPDs included in the attachment to this report have been in existence for many years without any changes to their boundaries or parking restrictions, LADOT recommends the approval of the TPPDs as a package to avoid the time-consuming preparation of multiple individual reports, and review of individual reports in the Transportation Committee and the City Council, as resources are being devoted to the city budget considerations. The renewal of the TPPDs, routinely renewed in recent years without any changes, will allow LADOT staff to devote its resources to establish pending PPDs. Honorable City Council 2 April4, 2012 BACKGROUND The Temporary Preferential Parking Districts listed in the attachment, pursuant to Los Angeles Municipal Code (LAMC) Section 80.58.d, is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article 111.1.a.3 of the 2002 Los Angeles City CEQA Guidelines. LADOT is responsible for the operation and maintenance of 63 TPPDs within the city. These districts were established to provide residents in areas of five blocks or fewer with relief from excessive parking impacts. There has been no alternative to these TPPDs and the problems that resulted in the establishment of the districts have continued. Because these districts are limited to a twelve month duration, they require renewal on an annual basis pursuant to LAMC 80.58(d)(3). COORDINATION LA DOT has informed the various council offices of the proposed renewal of the TPPDs in their districts in writing. FISCAL IMPACT STATEMENT Revenue from the sale of permits will cover the cost of administering and enforcing the TPPDs being renewed as part to this package. Furthermore, the city will gain additional general fund revenue from the issuance of parking citations to violators of the TPPD parking restrictions. JTV:AS:YH Attachments RESOLUTION RENEWAL OF TEMPORARY PREFERENTIAL PARKING DISTRICTS FOR THE REMAINDER OF FISCAL YEAR 2011-2012 WHEREAS, The Department of Transportation believes that the conditions that originally justified the Temporary Preferential Parking Districts (TPPD) included on the attached list; which include the intrusion of non-resident vehicles into the residential neighborhood streets, still exist and no other viable measure to resolve the parking intrusion into the neighborhoods is available; and WHEREAS, Councilmembers representing TPPDs listed on the attached list have been notified of the pending renewals of the Districts within their jurisdiction for another 12 months to provide continued relief to the residents from the adverse parking impact they were experiencing prior to the establishment of the Districts; and WHEREAS, Los Angeles Municipal Code Section 80.58.d authorizes TPPDs to be renewed on an annual basis by resolution until either a permanent solution is found or the problem ceases to exist. Catalog Reference No. Description Date VR/GM/1 Menu from Pucci’s, a continental restaurant located at 16065 1958-1967 Ventura Blvd., Encino. The Pucci brothers, Leonard and Michael (Len and Mike) opened the Encino Pucci’s location in 1958, after running a successful restaurant called Pucci’s Silver Fox on Ventura Blvd. in Sherman Oaks for several years. Pucci’s was destroyed by an explosion and fire in early July 1967 and the location was replaced by an office building. VR/GM/2 Menu from 450 Pub, a continental restaurant located at 9545 1977-1983 Reseda Blvd. The restaurant was opened by an Albanian immigrant, Barry Borski. VR/GM/3 Menu from Buddie’s Diner, a fifties theme diner located at 1990s 19401 Parthenia St., Northridge (not printed on menu). Buddie’s opened in 1993. Condition: The menu is sealed shut with tape.
