CITY OF lOS ANGELES INTER-DEPARTMENTAL MEMORANDUM DATE: April4, 2012 TO: Honorable City Council c/o City Clerk, Room 395, City Hall Attention: Honorable Bill Rosenda , Chair, Transportation Committee FROM: Jaime de Ia Vega, General Manage Department of Transportation SUBJECT: RENEWAL Of TEMPORARY PREF TIAL PARKING DISTRICTS FOR THE REMAINDER OF FISCAL YEAR 2011-2012 SUMMARY This report recommends the renewal of the recently expired Temporary Preferential Parking Districts (TPPD) and of those districts in need of renewal during the remainder of Fiscal Year 2011-2012 to focus resources on pending establishment of new districts and implementation of program reforms. RECOMMENDATION 1. ADOPT the accompanying RESOLUTION renewing the Temporary Preferential Parking Districts set forth in the attachment for an additional 12 months from their annual expiration dates, pursuant to Section 80.58.d of the L.A.M.C. DISCUSSION The Los Angeles Department of Transportation (LADOT) proposed a modification to the renewal process for TPPDs, in a report dated November 21, 2011, Council File 11- 1987, recommending that the City Council delegate authority to the General Manager of LADOT to administratively renew expiring districts. Due to administrative delays in processing LADOT's request, a number of the TPPDs have expired in recent months. In Eddit~on, LADOT is currently working on reforms to the City's preferential parking program to substantially modify current policy and set up new procedures for renewal of TPPDs. Considering that the great majority of the TPPDs included in the attachment to this report have been in existence for many years without any changes to their boundaries or parking restrictions, LADOT recommends the approval of the TPPDs as a package to avoid the time-consuming preparation of multiple individual reports, and review of individual reports in the Transportation Committee and the City Council, as resources are being devoted to the city budget considerations. The renewal of the TPPDs, routinely renewed in recent years without any changes, will allow LADOT staff to devote its resources to establish pending PPDs. Honorable City Council 2 April4, 2012 BACKGROUND The Temporary Preferential Parking Districts listed in the attachment, pursuant to Los Angeles Municipal Code (LAMC) Section 80.58.d, is exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, under Article 111.1.a.3 of the 2002 Los Angeles City CEQA Guidelines. LADOT is responsible for the operation and maintenance of 63 TPPDs within the city. These districts were established to provide residents in areas of five blocks or fewer with relief from excessive parking impacts. There has been no alternative to these TPPDs and the problems that resulted in the establishment of the districts have continued. Because these districts are limited to a twelve month duration, they require renewal on an annual basis pursuant to LAMC 80.58(d)(3). COORDINATION LA DOT has informed the various council offices of the proposed renewal of the TPPDs in their districts in writing. FISCAL IMPACT STATEMENT Revenue from the sale of permits will cover the cost of administering and enforcing the TPPDs being renewed as part to this package. Furthermore, the city will gain additional general fund revenue from the issuance of parking citations to violators of the TPPD parking restrictions. JTV:AS:YH Attachments RESOLUTION RENEWAL OF TEMPORARY PREFERENTIAL PARKING DISTRICTS FOR THE REMAINDER OF FISCAL YEAR 2011-2012 WHEREAS, The Department of Transportation believes that the conditions that originally justified the Temporary Preferential Parking Districts (TPPD) included on the attached list; which include the intrusion of non-resident vehicles into the residential neighborhood streets, still exist and no other viable measure to resolve the parking intrusion into the neighborhoods is available; and WHEREAS, Councilmembers representing TPPDs listed on the attached list have been notified of the pending renewals of the Districts within their jurisdiction for another 12 months to provide continued relief to the residents from the adverse parking impact they were experiencing prior to the establishment of the Districts; and WHEREAS, Los Angeles Municipal Code Section 80.58.d authorizes TPPDs to be renewed on an annual basis by resolution until either a permanent solution is found or the problem ceases to exist. NOW, THEREFORE BE IT RESOLVED, that the City Council, pursuant to Los Angeles Municipal Code Section 80.58.d, hereby renews TPPDs shown on the attached list for an additional12 months; and BE IT FURTHER RESOLVED, that all other terms and conditions of TPPDs shown on the attached list remain unchanged. 2011 ~201 ~ Temporary PPD Rene'J\1 " List Date §]. ..... up rove~ Involved Streets Carpenter between Laurelwood to the deadend and Laurelwood 75 2 11/512004 5/512013 10-0642 between Carpenter and Reklaw Neighborhood east of the Sherman Oaks Galleria: Noble, Burnet, 92 2 4/8/2005 4/8/2013 Halbrent and Columbus Avenues between Camarillo and 09-0237 Moorpark Streets Iredell Street, Fryman Road, and a segment of Fryman Place near 111 4/18/2006 4/18/2013 09-0695 I 2 Wilacre Park 113 2 10/17/2006 10/17/2012 Varna Avenue between Saticoy and Arminta Streets 09-2317 Mammoth Avenue between Oxnard and Collins Streets, Matilija 138 2 10/1/2007 10/17/2012 Avenue between Califa and Oxnard Streets, and Califa Street 10-1569 between Mammoth and Matilija Avenues, Saloma Avenue neighborhood north of Kester Avenue Elementary School: Lemona and Saloma Avenues between Clark St and 152 2 912/2008 9/2/2012 08-2086 Killion St & Clark and Killion Streets between Saloma and Lemona Avenue Floyd Terrace between Blair Drive and Velma Drive and DeWitt 33 4 12/18/2001 11/23/2012 09-2578 Drive between Floyd Terrace and Troy Drive Four Blocks Near the North End of Runyon Canyon Park: Cervantes Place between deadend and Lisco Place, Lisco Place 38 4 10/8/2002 9/29/2012 10-2339 between Desmond Estates Rd and La Cuesta Drive, Desmond Estates Rd betweeen Mullholland Hwy and Lisco Place Outpost Drive between LaPresa Drive and Chelan Drive and 66 4 10/23/2002 8/18/2012 LaPresa Drive between El Cerrito Place/Outpost Drive and 10-2263 Castillian Dr. Lower Runyon Canyon: Vista St (between Hollywood Bl & Runyon 72 4 6/23/1998 9/2912012 Cyn Rd., Runyon Canyon Rd east of Vista Street & Hillside 10-2337 Avenue west of Vista St ' El Cerrito Place between Franklin Ave and Hillside Ave, North La 79 "4 8/18/2004 8/18/2012 Brea Ave between Franklin Ave and the deadend north of Hillside 10-2262 Ave, Hillside Ave between North LaBr~a Ave and El Cerrito Place Near Cahuenga Boulevard and Broadlawn Drive (Broadlawn Dr bet.
