STAFF RECOMMENDATIONS: 1. That Council receives submissions to the Long Term Plan 2015-25. 2. That Council receives an additional 11 late submissions to the Long Term Plan 2015-25. 3. That Council receives submissions to the draft Financial Contributions Policy. 4. That Council receives submissions to the draft Revenue and Financing Policy. 5. That Council hears from those submitters who wished to speak to their submissions on the above. WAYNE BARNETT CHIEF EXECUTIVE 5 Attachments List of Submitters - attached Submissions Volumes 1 to 4 (circulated separately) Submissions Volume 5 – Late submissions (circulated separately) Two further late submissions from Owen Hunter and Paul Gallagher (circulated separately). These were received after the volumes were printed and sent out. Background In accordance with sections 93 to 93G of the Local Government Act 2002, Council produced and made publically available a Long Term Plan 2015-25 Consultation Document. The Council also consulted on its draft Financial Contributions Policy and draft Revenue and Financing Policy. During the consultation period Council received a number of public submissions: Long Term Plan Consultation Document – 184 submissions were received during the month-long consultation period, and a further 11 submissions were received after the closing deadline of noon on June 22. Draft Financial Contributions Policy – one submission to the Long Term Plan also provided feedback on matters included in this draft policy. Draft Revenue and Financing Policy – one submission was lodged on matters included in this draft policy. All submissions now need to be received and considered. Those submitters who requested to be heard in support of their submission have been advised of their hearing time. An extraordinary meeting of Council is planned for Wednesday, July 8, to consider and deliberate on the submissions and make decisions. These decisions will then be written into the Long Term Plan 2015-25 and it will be sent to audit, and then come back to Council for adoption in early August. Significance of Decision Required The decision to receive and hear public submissions is considered significant because it implements the special consultative procedure required as part of adopting the Council’s Long Term Plan 2015-25. Options and Issues Council has two options: 1. Receive and hear all submissions. 2. Receive only those submissions lodged within the official consultation period and not receive late submissions. Recommendation The final week of the consultation period coincided with heavy snow across the district that interfered with the normal delivery of mail and also cut power and internet to many homes. This created difficulty for some submitters who were unable to get their submission in before the deadline.
