E&W REF: 614678 Submitted: September 6, 2013 Prepared by: SNC-Lavalin Inc. Environment & Water Ottawa, Ontario Phase I Environmental Site Assessment 1891 & 1931 Robertson Road, Ottawa, Ontario EXECUTIVE SUMMARY SNC-Lavalin Inc., Environment & Water (E&W) was retained by Bells Corners Properties Ltd. (BCP) to conduct a Phase I Environmental Site Assessment (ESA) and review of historical information for the property located at 1891 and 1931 Robertson Road in Ottawa (Bells Corners), Ontario; specifically, Part 4 of Lot 12 Concession 2 (Ottawa Front) (herein referred to as the “site”). The site is owned by BCP, comprises approximately 4.7 hectares, and is occupied by two (2) buildings (Buildings No. 1 and 4). An assessment of the on-site buildings was not included within this Phase I ESA. To meet the objectives described above, E&W developed a scope of work which included the following tasks: 1) Review of Historical and Regulatory Records; 2) Site Visit; 3) Interview(s); and, 4) Evaluation of Information and Reporting. There was no historical information pertaining to significant environmental concerns (e.g. spills or leaks) on the property and no issues were identified during the site inspection or interviews. A previous property assessment (AEI, 1995) investigated the location of the former fuel oil tank located immediately east of Building No. 1. AEI reportedly found “Trace to low level diesel range organic impacts were identified in the former heating oil USTs which serviced Buildings No. 1 and 2”. Soil samples from a borehole drilled through the boiler room floor had no discernable evidence of impact. Based on the results of this Phase I ESA, the highest risk to the subject property is presented by off-site sources of contamination. In particular high volume users of hazardous materials (e.g. retail fuel outlets) located up-gradient from the subject property represent the highest potential to impact the subject property. The risk is mitigated by the presence of large sequences of low permeability clay which underlie the site, and restrict the potential movement of groundwater plumes. INTRODUCTION SNC-Lavalin Inc., Environment & Water (E&W) was retained by Bells Corners Properties Ltd. (BCP) to conduct a Phase I Environmental Site Assessment (ESA) and review of historical information for the property located at 1891 and 1931 Robertson Road in Ottawa (Bells Corners), Ontario; specifically, Part 4 of Lot 12 Concession 2 (Ottawa Front) (herein referred to as the “site”). The site is owned by BCP, comprises approximately 4.7 hectares, and is occupied by two (2) buildings (Buildings No. 1 and 4). An assessment of the on-site buildings was not included within this Phase I ESA. This report documents the methodology and findings of the Phase I ESA. All work was completed in accordance with the E&W proposal to Bells Corners Properties Ltd. dated July 25, 2013. Historical information for the Phase I ESA was gathered from August to September 2013. Site visits were completed on September 2, 2013. 1.1 Objective and Scope of Work The objectives of the Phase I ESA were to identify and evaluate any existing or potential environmental concerns at the site. The Phase I ESA was completed based on the Canadian Standards Association (CSA) Standard Z768-01 Phase I ESA (CSA, 2001; reaffirmed 2012), subject to the following study limitations: • No on-site infrastructure was assessed; • No potential for vapour intrusion was assessed; • No soil, water, building materials or other samples were collected or analysed as part of this work program; and, • Inspections of surrounding properties were limited to visual observations from accessible portions of the site and from publicly accessible vantage points. To meet the objectives described above, E&W developed a scope of work which included the following tasks: 1) Review of Historical and Regulatory Records; 2) Site Visit; 3) Interview(s); and, 4) Evaluation of Information and Reporting. The station features planned for the Stage 2 LRT Project will be designed and built on these performance standards which include: Barrier-free path of travel to entrances of stations; Accessible fare gates at each entrance, providing easy access for customers using mobility devices or service animals; Tactile wayfinding tiles will trace the accessible route through the fare gates, to elevators, platforms and exits; Transecure waiting areas on the train platform will include accessible benches and tactile/Braille signs indicating the direction of service; Tactile warning strips and inter-car barriers to keep everyone safely away from the platform edge; Audio announcements and visual displays for waiting passengers will precede each train’s arrival on the platform and will describe the direction of travel; Service alerts will be shown visually on the passenger information display monitors and announced audibly on the public-address system; All wayfinding and safety signage will be provided following the applicable accessibility standards (including type size, tactile signage, and appropriate colour contrast); Clear, open sight lines and pedestrian design that make wayfinding simple and intuitive; and, Cycling facilities at all stations including shelter for 80 per cent of the provided spaces, with additional space protected to ensure cycling facilities can be doubled and integrated into the station’s footprint.

    Document 2 Bells Corners Community Improvement Plan 1. Background Bells Corners has been identified as needing economic development activity, particularly, measures are needed to incent urban revitalization. Over the last several decades, the quality and vibrancy of the Robertson Road corridor, between the CN Railway bridge on the east and the City-owned railway bridge (now a multi-purpose pathway) on the west, has declined significantly, resulting in a lack of business investment; declining levels of property maintenance; and the closure, downsizing, and/or relocation of many existing businesses. Some 468 business have closed or moved away from Bells Corners in this period, and well-known brands like Staples, IKEA, Kentucky Fried Chicken, Wendy's, 2nd Cup, Alexanian Carpet, Burger King, Arby's, Baskin-Robbins, and Pizza Hut are all long gone. Hurley’s, a former thriving restaurant, was replaced by Local Heroes, but now it too has downsized and moved across the street, leaving a large vacant building. The restaurant that initially opened as Corkscrew Restaurant at 3795 Richmond Road (now 1961 Robertson Road) has housed a long list of businesses since Corkscrew’s failure, including Buffet Palace, Vox Lounge, Houston's Restaurant, and Miss Saigon, but now all have failed, and the building has been torn down and the land sits vacant. The purpose of this Community Improvement Plan (CIP) is to encourage and facilitate rehabilitation, redevelopment, and revitalization of the existing built environment while providing enhanced employment opportunities, all of which are important for the health and liveability of this section of Bells Corners. The CIP benefits private landowners undertaking redevelopment projects on private property; however, the eligibility and reporting criteria require that the tenants creating the jobs are made aware of the CIP incentives so they can negotiate appropriate lease terms with complete information.

The section is located in the historic Township of Gloucester, Carleton County, City of Ottawa, within parts of Lots 3 to 19 Concession 3, and Lots 18 and 19 Gore between Concession 2 and 3. The objectives of this Archaeological Overview will be to identify previous archaeological work conducted in the area and to provide recommendations, based on the previous work, as to what further archaeological assessments may be necessary, such as Stage 1, 2, 3 or 4 assessments. The overview will provides maps indicating areas of: previous archaeological study, registered archaeological sites, and recommendations for further archaeological assessment. A pre-contact and historical summary of the east Ottawa area has been provided for context, as well as three informative historical maps dating to 1825, 1863 and 1879.
