No Peace Without Social Trust 16 Number 5, September 17, 2009 A publication of Afghanistan watch Fifth Note You are reading the fifth edition of the Haqiqat/Truth biweekly newsletter. Like previous editions, it includes news from Afghan Media on four issues of transitional justice, reconciliation and negotiation with anti‐ Justice Is the government forces, elections transparency and corruption. At the end of magazine two interviews with Foundation of a Fair presidential candidates are also included. The important contents of fifth edition are as follows: and Lasting Peace Transitional Justice: In transitional justice section the news about discovery of mass grave in Bamyan and the statement of spokesman for Mr. Karzai’s Electoral Campaign Office are included in this edition as reflected in the media. No Peace Negotiation with anti‐government forces: Similar to transitional justice there were few news about without negotiation with anti‐government forces in the Afghan Media during past two weeks. There have been no significant developments in this regard. The emphasis of Social Trust some authorities in the government about negotiation with anti‐government forces and International Peace day are the news published in Afghan media. Election Transparency: Election Transparency has once again been the burning issue of Afghan Media during past two weeks. There have been concerns regarding the process of counting votes, announcement of resutls, evidences and complaints collected about fraud in election, statements by presidential candidates and assessment of electoral observers. Corruption: The essential topics published in Afghan Media during past two weeks about corruption were different and scattered. All the criticism about corruption has been subject to state institutions and existence of corruption in Herat and Sarepul municipalities and approval of Counter Corruption Charter are the most important news of this section. The Truth is a bi‐weekly publication of the Afghanistan Watch supported by the International Centre for Transitional Justice (ICTJ). According to local residents the mass grave belongs to Taliban period. Sayed Asghar a worker who was digging the basement OF his house faced with mass graves. He said to Pazhwok news agency said after he found seven bodies while digging the basement of his house he reported the issue to the provincial police headquarters. To preserve the bodies they have buried them; but a number of skulls, bones, shoes and clothes are still seen and the clothes show that all of them were men. Amir Mohammad another worker in the area said: the accumulation of soil in this place shows that there might be more bodies buried in grave. This article provides a critical examination of Afghan anticorruption strategies based on formal anticorruption strategy, bureaucratic reform, and counter-narcotics. This article includes reference to some of the opinions of 70 semi-structured interviews conducted by the author in Kabul during May–June 2010 with anticorruption experts, rights-based organizations, civil society groups, ministries, and international and national organizations. The findings are that political interference from Afghan elites preserves corruption and deep roots of patron–client corruption—patronage networks and illicit drug trafficking interests with criminal groups for profitable gain—are difficult to combat with the existing anticorruption strategy. Hence, new approaches need to be attempted, such as, incorporating religion and ethics and empowering local leaders to combat corruption within a sixfold approach which involves (i) raising awareness, (ii) prevention, (iii) prosecution and sanctions, (iv) detection, (v) a collaborative counter-narcotics strategy, and (vi) linking religion. Correspondingly, it suggests that conceptualization of the “local” needs to be problematized further to expose the tensions and hierarchies of and within the local, and to question whose version of the local is actually prioritized in transitional justice programming. Specifically it asserts that the local must be understood as an inter-subjective concept and that the “local” in transitional justice should be seen as a dynamic, evolving phenomenon. This research examines five specific areas, which it insists, are critical components defining the local: (i) the historical context within which “transitional justice” mechanisms are implemented; (ii) the limitations of, and opportunities for, local legal systems to engage with transitional justice questions; (iii) the internal/domestic and international politicking around the “transitional justice” discourse; iv) the importance of centrally placing the local to define justice; and, (v) as an illustration of the domestic struggle for long-term justice, the role of National Human Rights Institutions (NHRIs) which link local voices to national and international platforms of decision-making and ii balance their role of advocating for human rights, while looking into past instances of abuses. I found that he was a charming, highly articulate and entertaining conversationalist. He was particularly interested in my experiences of Kamdesh village (situated at 2,020m in the Hindu Kush), which he knew well; he quizzed me on the fragments of the Pashai language I had picked up during my interviews with local people. Professor Morgenstierne (who was born in 1892) died the year after our meeting, in 1978. Now, 30 years later, Nils Johan Ringdal has written a comprehensive biography in Norwegian about Professor Morgenstierne. The title of the biography, in English, is The Strange Life and Travels of Georg Valentin von Munthe af Morgenstierne; it is uncertain whether or not the book will be translated into English. Paray, his brother, and two bodyguards were killed. D 11 January - Uruzgan Province, Dihrawud District, a suicide bomber attempted to enter a police office where a meeting was being conducted. The bomber was prevented from entering when he was wounded by police. He detonated his explosive vest, killing one policeman and wounding two others.
