Background: There are over 7,000 rare disorders that together affect more than 30 million Americans and their families. Rare or orphan diseases are defined as diseases affecting fewer than 200,000 people in the United States. Many rare diseases are considered ultra-rare; some affect fewer than 100 people. Rare diseases include rare cancers, tropical or neglected diseases, genetic diseases and many pediatric diseases including cancers. Many of these diseases are life-threatening and have no treatment options. The Orphan Drug Act was enacted in 1983 to incentivize pharmaceutical companies to develop therapies for diseases that have relatively small patient populations. Despite the success of the Orphan Drug Act, 93% of rare diseases still do not have a treatment approved by the Food and Drug Administration. The science exists for many of these diseases to be treated; however, treatments may never be developed because of roadblocks in the development process, such as a lack of investment and a challenging regulatory environment. Additionally, while relatively few treatments have been approved, patients struggle with health insurance reimbursement and other coverage barriers that prohibit access to potentially lifesaving treatments. Solution: The Rare Disease Congressional Caucus helps bring public and Congressional awareness to the unique needs of the rare disease community (including patients, physicians, scientists, and industry), and creates opportunities to address barriers to the development of and access to life-altering treatments.

As Members of Congress deeply committed to the important safety net mission of the 340B Drug Pricing Program, it is imperative that immediate action is taken to ensure covered entities continue to receive crucial 340B drug discounts. Recently, several pharmaceutical companies have taken a series of actions to restrict federally required 340B drug discounts for eligible health care organizations/covered entities, which are defined in statute and include HRSA-supported health centers and look-alikes, Ryan White clinics, Medicare/Medicaid Disproportionate Share Hospitals, children’s hospitals, and other safety net providers. These providers have always served as a critical part of our health care safety net, ensuring that our most vulnerable populations have access to the care they need. Right now, they are on the front lines of our national response to COVID-19. These providers rely on 340B savings to ensure access to care for low-income and rural patients. The recent actions undermine the intended purpose of the 340B Drug Pricing Program. The American Rescue Plan provided long overdue aid to our constituents. Now, we must live up to our promise to put millions back to work while rebuilding our infrastructure, expanding access to health care, and improving our nation’s environmental resiliency. In particular, our constituents would benefit economically from the ambitious and much-needed climate action envisioned under the American Jobs Plan. The proposal outlines a popular agenda that involves transforming our energy, transportation and water systems; increasing our nation’s climate resilience; retrofitting schools and buildings with clean energy and efficient technologies; providing clean water to all; and restoring and increasing access to nature. Not only will these components of the plan create jobs in our communities, but they will also at long last catapult our nation’s infrastructure into the 21st century. With this in mind, we want to strongly underscore our support for the following components of the American Jobs Plan as you work towards a final agreement on the package this summer: Driving the United States towards a 100 percent carbon-free energy powered electricity grid, and new cars, buses, and buildings by 2035. The robust ten-year tax title outlined in the Made in America Tax Plan is a critical part of this effort. Complementary policies such as a clean energy and energy efficiency standard, major electric vehicle purchasing, charging infrastructure, manufacturing incentives, and bolstering clean energy research and development are also crucial to this goal.

There have been 103 Democrats, 100 in the House and 3 in the Senate; and 29 Republicans, 26 in the House and 3 in the Senate. The number of African American Members has steadily increased since the first African Americans entered Congress in 1870. There were fewer than 10 Members until the 91st Congress (1969-1971). In the 98th Congress (1983-1985), the number surpassed 20 for the first time and then jumped to 40 in the 103rd Congress (1993-1995). Since the 106th Congress (1999-2001), the number has remained between 39 and 44 serving at any one time.
