3. History of Shepherd University
hen the county seat of Jefferson County, West Virginia, was moved from Shepherdstown to Charles Town in July 1871, Wthe people in the area decided to use the vacant courthouse for educational purposes. An article of incorporation for a school to be known as Shepherd College, designed to instruct students “in languages, arts, and sciences,” was drawn up by the Board of Trustees. Joseph McMurran, principal, and two assistant professors were hired to teach the 42 students who began classes in September 1871. On February 27, 1872, the state legislature passed an act which made the private institution a part of the state college system. In 1930, Shepherd became a four-year college dedicated to the training of teachers and was accredited to grant the Bachelor of Arts degree. A liberal arts program was approved in 1943, and in 1950 the Bachelor of Science degree was added. In 2004, Governor Bob Wise signed legislation allowing Shepherd College to change its name to Shepherd University. Shepherd serves 3,800 students and offers the following degrees: Bachelor of Arts, Bachelor of Fine Arts, Bachelor of Arts in elementary education, Bachelor of Arts in secondary education, Bachelor of Arts in early education, Bachelor of Music Educa- tion, Bachelor of Music in Performance, Regents Bachelor of Arts, Bachelor of Science, Bachelor of Science in Nursing, Bachelor of Social Work, Master of Arts, Master of Business Administration, Master of Arts in Teaching, Master of Science, and Doctor of Nursing Practice.

4.4. Dr. Robert Scott Beard Provost and Vice President for Academic Affairs In Memorium
r. Robert Scott Beard enjoyed a career in higher education that spanned more than 20 years, in both the field of music and Din administration. A full professor in Shepherd University’s School of Music, Dr. Beard served as coordinator of keyboard studies from 1998- 2011. He was named the interim dean of graduate studies in 2010, becoming dean in fall 2011, at which time the title associate vice president of academic affairs was added to the position responsibilities. This title was later changed to associate provost in summer 2016. He assumed the position of provost in fall 2017. His responsibilities have included oversight of all graduate programs, as well as oversight of institutional and program- matic accreditation. Responsibilities also included cyclical program reviews, development of new degree program proposals, and representing academic affairs on campus committees, including strategic planning, student success, commencement, and diversity and equity. A major accomplishment during this time was the successful implementation of Shepherd’s first doctoral program, the Doctor of Nursing Practice (D.N.P.), as well as Shepherd’s first certificate program at the graduate level in Appa- lachian studies. Recognized for his outstanding teaching abilities, Dr. Beard was named 2006 West Virginia Music Teacher of the Year and was runner-up for West Virginia Professor of the Year in 2009. His students have won prizes in state, regional, national, and international competitions, and have gone on to study music at conservatories and major university music schools. Concerts as a soloist, chamber musician, and orchestral soloist took him throughout the United States and seven countries. Recital appearances included Weill Recital Hall, the Tenri Cultural Institute (NYC), as well as numerous embassies and univer- sities. His concerts have been praised for their poetry, passion, and innovative programming. Dr. Beard was an active member of Music Teachers National Association (MTNA) and was a former national board member, having served as director of the Eastern Division of MTNA. He also served as the artistic director for the Washington Opera Society. He has published a number of book and musical material reviews, co-authored and edited six editions of ensemble music for Alfred publishing, and a textbook on keyboard proficiency with Oxford University Press. Dr. Beard’s extraordinary accom- plishments and dedication to the pursuit of excellence are indeed remarkable, and will be remembered by his students, friends, and colleagues—in perpetuity.

r. Bondy Shay Gibson is the superintendent of Jefferson County Public Schools and has had responsibility for ensuring the Deducation of more than 9,200 K-12 students within the county in this role since 2015. She holds an Ed.D. in educational administration from Nova Southeastern University, a Master of Special Education degree with an emotional behavioral specialization from the University of West Georgia, and a Bachelor of Science degree in psychology from Florida State University. Additionally, she has earned a superintendent certificate from Virginia Tech. Prior positions include deputy superintendent of Henrico Public Schools in Virginia, director of accountability and instructional services within the York County, Virginia, public school system, federal monitor for the Virginia Department of Education, and director of special services within the Greene County, Virginia, public school system. Over the years, Dr. Gibson has served on many boards and organizations including the United Way Board of Directors as the Jefferson NAACP member; Henrico NAACP as interim education chair; Autism Center for Excellence Board at Virginia Commonwealth University; Board of Directors of Leadership Historic Triangle, Virginia; and the Board of Directors of the Children’s Behavioral Health Initiative. She has made numerous presentations including Women’s Leadership Conference, West Virginia Association for School Administrators Conference, Virginia School Board Association, Virginia State PTA Conference, Virginia Council of Administrators of Special Education, and Governor’s Conference for Education.

onte Cater retired as head coach of the Shepherd University football team after the 2017 football season as West Virginia’s Mall-time winningest college football coach. He led the Shepherd Rams for 31 years (1987-2017) to a 245-93-1 record and 72.4 winning percentage. His Shepherd Rams teams won a state record 17 conference titles—a record 13 in the West Virginia Intercollegiate Athletic Conference and four in a five-year span in the Mountain East Conference (MEC). He was inducted into the Shepherd University Hall of Fame (HOF) in 2007, the first active coach to be named to the HOF. Mr. Cater guided six unbeaten regular season squads, and had a 30-0 record in his final three seasons in the MEC. The 2015 team went 13-1 and reached the NCAA Division II national championship game. His efforts resulted in being named winner of the Furfari Award as state all-sports college Coach of the Year by the West Virginia Sports Writers Association in 2016. A year later, the Rams went 13-1 with a Division II semifinal berth. His final team ended 10-1. The 2010 Rams squad also advanced to the national semifinals. Overall, his Shepherd teams made 13 post-season appearances. Mr. Cater also served as athletic director at Shepherd from 1993-2004 and led the college’s transition from the NAIA to NCAA Division II. Before his tenure at Shepherd, Mr. Cater served as football coach at Lakeland College in Sheboygan, Wisconsin, from 1981- 1986 with three conference titles. His overall 37-year college coaching record was 275-117-2 for 70.3 winning percentage with 20 conference crowns. Mr. Cater is to be inducted into the West Virginia Sports Hall of Fame during the 74th annual Victory Awards Dinner set for May 23, 2021. The Shelbyville, Illinois, native graduated from Millikin College in 1971. He earned his master’s in physical education from Southern Illinois University-Carbondale.

r. James V. Denova is vice president of the Claude Worthington Benedum Foundation and has primary responsibility Dfor the Foundation’s education agenda in West Virginia and Southwestern Pennsylvania. In addition, he directs several economic development projects in Southwestern Pennsylvania. He holds a Ph.D. from the University of Pittsburgh with a concentration in social research and has more than 35 years of experience in nonprofit administration and philanthropy. Prior positions include program director for Catholic Charities of the Diocese of Pittsburgh, research director for the Community College of Beaver County, vice president of Research and Planning for the United Way of Allegheny County, senior program officer for the Jewish Healthcare Foundation, and executive director of The Forbes Fund. Over the years, Dr. Denova has served on the boards of Philanthropy West Virginia, Grantmakers of Western Pennsylvania, the Women’s Center and Shelter, Pittsburgh Filmmakers, the Andrew Carnegie Free Library, the Remake Learning Council, and the University of Pittsburgh’s Institute of Politics. His publications include working papers and journal articles on school-based health services, STEAM education, commu- nity colleges, and nonprofit management. He is frequently asked to speak before public officials and policy makers on workforce development, teacher quality, arts education, and school leadership. He also guest lectures at several area universities. Dr. Denova has received awards from the Children’s Defense Fund, the Harless Center for Rural Education Research and Development, the Mon Valley Initiative, Philanthropy West Virginia, Southwest Pennsylvania Partnership on Aging, and the National Association of Educational Service Agencies.

udee Ann Williams, Class of 2001, is the co-head of CAA Social Impact at leading entertainment and sports agency Creative JArtists Agency. CAA Social Impact is a strategic consulting team that sits at the intersection of CAA’s deeply experienced Brand Consulting and highly connected Foundation groups. Ms. Williams previously worked in the CAA Foundation for 15 years, serving as the department’s co-executive director. Founded in 1995, the CAA Foundation uses resources within the entertainment community to create positive social change and works on improving schools and education services to youth at the local, national, and international level. Ms. Williams consults with clients, executives, and corporations on their philanthropic and pro-social initiatives. She works with clients who understand that a brand or business’ value is inextricably linked to their core set of values, and more importantly, the manner in which they articulate and execute on those values. She has worked with corporate brands such as KPMG, PGA Tour, Hickey Freeman, Rent the Runway, Delta Airlines, Cartier, and EverFi, among others. Additionally, Ms. Williams is a prominent member of the philanthropic community, holding various appointments on boards and advisory councils, including the board of the Carrie Underwood C.A.T.S. Foundation, Katy Perry’s Firework Foun- dation, First Book, Academy of Country Music Lifting Lives, and the USO Entertainment Council. Ms. Williams is also on the Board of Trustees of Save the Children and deeply involved in the group’s work in Rural America. She helped her client Jennifer Garner in relief efforts after the West Virginia floods in 2016. She has also worked closely with NFL superstar J.J. Watt since the start of his career and was involved with his relief work after Hurricane Harvey that distributed $42 million dollars back into the Houston community in what’s known as the largest crowdfunding campaign of all time. A longtime supporter of the Armed Forces, Ms. Williams is actively involved with the USO, Iraq and Afghanistan Veterans of America, as well as the St. Bernard Project, and is a member of the Got Your 6 Leadership Team. She has traveled on two Chairman of the Joint Chiefs of Staff tours to Iraq, Afghanistan, Saudi Arabia, and Kuwait. Ms. Williams was named to Variety’s 2019 Power of Women New York Impact List. In 2013, she was named to Glamour Magazine’s 35 under 35 “Women to Watch in Entertainment.” Prior to joining CAA, Ms. Williams worked in the financial department of the TBWA\Chiat. Ms. Williams received her B.S. in political science with a minor in business from Shepherd University. While at Shepherd, she, alongside Jill Lester, started the first women’s soccer team at the university.
