EXECUTIVE SUMMARY Culture in the Implementation of the 2030 Agenda: A Report by the Culture 2030 Goal Campaign 5 EXECUTIVE SUMMARY Leading up to the adoption of the United Nations 2030 Agenda for Sustainable Development, several global cultural networks campaigned under the banner “The Future We Want Includes Culture” for the inclusion of one specific goal devoted to culture, or for the integration of cultural aspects across the Sustainable Development Goals (SDGs). This campaign was also known as the #culture2015goal campaign. In the final document of this campaign (23 September 2015: “Culture in the SDG Outcome Document: Progress Made, but Important Steps Remain Ahead”), the networks committed to keep their cooperation active. Building on this commitment, the members of the campaign have taken the occasion of the first UN SDG Summit that takes place in New York on 24-25 September 2019 as a perfect opportunity to re-energise the campaign, now updated as #culture2030goal. Through this, they will underline key messages on the role that culture is playing (and should play) in the implementation of the SDGs, with this report, entitled “Culture in the Implementation of the 2030 Agenda”. The report takes stock of the first four years of the Sustainable Development Goals and the 2030 Agenda, from the perspective of culture. It provides an analysis of the presence of culture and associated concepts in the annual progress reviews for the SDGs, focusing on the Voluntary National Reviews (VNRs) submitted by State Parties to the UN for the High Level Political Forums (HLPFs)

    UCLG-MEWA COMMITTEE ON CULTURE & TOURISM POLICY PAPER Background The UCLG-MEWA Committee on Culture, which was initially carrying out its activities as a working group, was established with the decision taken during the UCLG-MEWA Executive Bureau and Council Joint Meeting held in December 2013 in Konya. UCLG-MEWA Committee on Tourism was established during the UCLG-MEWA Executive Bureau and Council Joint Meeting on November 13, 2015. During the UCLG-MEWA Congress to be held on 9-10 July 2019 in Amman, Jordan, it is envisaged to merge the committees under one single roof. The immovable cultural heritage, especially the tangible and intangible cultural treasure and the Middle East and West Asia region, have a great tourism potential. According to the records of the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Middle East is composed of 19 countries that have ratified the World Convention on the Protection of Cultural and Natural Heritage. In UNESCO's survey of 19 countries in the Middle East region, 82 properties were recorded in the World Heritage List. Each year, the World Heritage Committee conducts field research to examine the current status of these works. Within the United Nations World Tourism Organization (UNWTO), countries in the area covered by UCLG-MEWA have become members to promote tourism and promote their civilization to the world. The UCLG-MEWA Committee on Culture and Tourism, together with currently 62 member municipalities, municipal associations and foundations under its umbrella, aims to create collaborations and build bridges at the local level by creating projects for the protection of local culture in the region, promoting local tourism and finding permanent solutions to existing problems.

It is a real pleasure to be here with you at this important gathering with artists and defenders of artistic freedom from Switzerland and from all over the world. I’d like to thank the organizers for this very special convening, and also for inviting me. I realize that I stand between you and your Friday evening at the end of many rich discussions so I thank you sincerely for your attention. This evening, I am going to talk about defending the right to artistic freedom within the broader context of defending cultural rights as a whole, drawing from my report on Cultural Rights Defenders to be presented to the UN Human Rights Council on Tuesday March 3.1 I will share some of the ideas in this report. Let me express my sincere gratitude to those in this room from different regions who made contributions to the report which greatly enriched it. The main point I wish to make this evening is that if the international community values artistic freedom, it must find ways to better support and enable the work of those who defend that human right. It must also respect and ensure their human rights. I start with a personal anecdote. Last Sunday I was very stressed about getting ready for this trip. So I decided that I needed a culture cure. I spent the afternoon in the San Francisco area with cultural rights defenders.

    THE STATE OF ARTISTIC FREEDOM 2021 THE STATE OF ARTISTIC FREEDOM 2021 1 Freemuse (freemuse.org) is an independent international non-governmental organisation advocating for freedom of artistic expression and cultural diversity. Freemuse has United Nations Special Consultative Status to the Economic and Social Council (UN-ECOSOC) and Consultative Status with UNESCO. Freemuse operates within an international human rights and legal framework which upholds the principles of accountability, participation, equality, non-discrimination and cultural diversity. We document violations of artistic freedom and leverage evidence-based advocacy at international, regional and national levels for better protection of all people, including those at risk. By conducting a thematic analysis of the 25 UN commissioned reports and policy documents, this research identifies 14 broad cultural heritage information themes that need to be practised in order to achieve cultural sustainability, of which information platforms, information sharing, information broadcast, information quality, information usage training, information access, information collection and contribution appear to be the significant themes. An investigation of education on cultural heritage informatics and digital humanities at iSchools (www.ischools.org) using a gap analysis framework demonstrates the core information science skills required for cultural heritage education.

    IMPLEMENTING CULTURE WITHIN THE SUSTAINABLE DEVELOPMENT GOALS The role of culture in Agenda 2030 The United Nations Sustainable Development Goals (SDGs), adopted in 2015, provide a common global set of objectives, considering social, economic, environmental and governance needs and challenges, based on a foundation of human rights. While included in a limited number of the targets of some of the SDGs (4.7, 8.3, 8.9, 11.4, 12.B, 16.4, 16.10), culture’s full capacity to contribute to their achievement is not explicitly laid out in the UN text. The fundamental right to participation in cultural life (Article 27.1, Universal Declaration of Human Rights, 1948), which is interrelated and interdependent with several of the SDGs is also lacking. Neither is culture fully embraced in the EU strategy (2016) for achieving the UN 2030 Agenda for Sustainable Development. Culture must be integrated in the SDG framework transversally as it contributes to all 17 Goals The SDG framework is highly ambitious and requires a truly bold approach to bringing it into life. Now is the time for the EU institutions to build on the abundant evidence of culture’s relevance to diverse policy areas by mainstreaming culture in all 17 SDGs. Evidence on the transversal role of culture for achieving the SDGs have been collected in the present document, building upon the impact review The Value and Values of Culture by Culture Action Europe and inputs from CAE membership and partners. The European Parliament in its Report on EU action for Sustainability (2017) stresses that culture is a transversal and cross-cutting concern and constitutes an essential resource for development, that the use of cultural resources is a fundamental way to achieve other future development goals, and that the integration of cultural factors in sustainable development policies and strategies should be done in full compliance with other international commitments, acknowledging the universality and interdependence of human rights.

On the place of cultural policy actors in the debate on the sustainable development of cities 1 A paradigm that exists, whether we like it or not Those responsible for drawing up, implementing and evaluating policies, who we could call cultural policy actors, have a duty to choose the paradigms that frame their work. Today, that difficult task cannot avoid the paradigm of sustainable development. The paradigm of sustainable development or sustainability2 was defined by the report »Our Common Future«, also known as the Brundtland Report, the result of the work of the World Commission on Environment and Development (1987), and by the Rio de Janeiro Earth Summit (UNGA 1992). These documents enshrined three pillars as the paradigm to be used in local, national and global strategies: econo- mic, social and environmental. In fact, they added a third pillar to the previous pa- radigm, which had been considered appropriate for most of the 20th century, thus proving that paradigms adapt to the historical capacity to understand realities. The current three-pillar paradigm summarises the »model of development that meets the needs of the present without compromising the ability of future gener- ations to meet their own needs«. The three pillars, dimensions or components are far from unambiguous. Reality is more complex than models: this is a well-known challenge in social and human sciences. But some modelling is needed if we want to understand and transform our societies. The bitter reality is that culture is absent from this triangular paradigm.
