The Revival of Tradition in Indonesian Politics
The Revival of Tradition in Indonesian Politics The Indonesian term adat means ‘custom’ or ‘tradition’, and carries connotations of sedate order and harmony. Yet in recent years it has suddenly become associated with activism, protest and violence. Since the resignation of President Suharto in 1998, diverse indigenous communities and ethnic groups across Indonesia have publicly, vocally, and sometimes violently, demanded the right to implement elements of adat in their home territories. This book investigates the revival of adat in Indonesian politics, identifying its origins, the historical factors that have conditioned it and the reasons for its recent blossoming. The book considers whether the adat revival is a constructive contribution to Indonesia’s new political pluralism or a divisive, dangerous and reactionary force, and examines the implications for the development of democracy, human rights, civility and political stability. It is argued that the current interest in adat is not simply a national offshoot of international discourses on indigenous rights, but also reflects a specifically Indonesian ideological tradition in which land, community and custom provide the normative reference points for political struggles. Whilst campaigns in the name of adat may succeed in redressing injustices with regard to land tenure and helping to preserve local order in troubled times, attempts to create enduring forms of political order based on adat are fraught with dangers. These dangers include the exacerbation of ethnic conflict, the legitimation of social inequality, the denial of individual rights and the diversion of attention away from issues of citizenship, democracy and the rule of law at national level. Overall, this book is a full appraisal of the growing significance of adat in Indonesian politics, and is an important resource for anyone seeking to understand the contemporary Indonesian political landscape. -

Sementara latar belakang keilmuan kami pun, baik di strata satu dan dua, umumnya adalah terkonsentasi di bidang etnomusikologi dan kajian seni pertunjukan yang juga dengan minat utama musik etnik. Hanya seorang saja yang berlatar belakang akademik antropologi tari. Selain itu, tim kami ini ada dua orang yang berlatar belakang pendidikan strata dua antropologi dan sosiologi. Oleh karenanya latar belakang keilmuan ini, sangat mewarnai apa yang kami tulis dalam buku ini. Adapun materi dalam buku ini memuat tentang konsep apa itu masyarakat, kesenian, dan Indonesia—serta terminologi-terminologi yang berkaitan dengannya seperti: kebudayaan, pranata sosial, dan kelompok sosial. -

KATA PENGANTAR Puji dan syukur kita panjatkan kepada Tuhan Yang Maha Kuasa, karena atas rahmat dan karunia-Nya kita dapat melaksanakan tugas-tugas yang diamanatkan di bidang pengawasan obat dan makanan. Kita sadari bahwa tugas dan tanggung jawab pengawasan yang harus dilakukan oleh Balai POM di Sofifi semakin luas, kompleks dengan perubahan lingkungan strategis yang semakin dinamis serta tidak dapat diprediksikan. Balai POM di Sofifi sebagai Unit Pelaksana Teknis dari Badan POM RI mempunyai tugas utama untuk melakukan pemeriksaan terhadap sarana produksi dan distribusi, Obat, Narkotika, Psikotropika, obat tradisional, kosmetika, suplemen kesehatan, makanan dan bahan berbahaya. melakukan pengujian terhadap obat dan makanan, serta memberikan pelayanan melalui Layanan Informasi Konsumen. Semua kegiatan tersebut dilakukan dalam mendukung visi dan misi Badan POM RI. Sesuai dengan Peraturan Presiden RI No. 29 tahun 2014 tentang Sistem Akuntabilitas Kinerja Instansi Pemerintah, Penyelenggaraan SAKIP dilaksanakan untuk penyusunan Laporan Kinerja sesuai dengan ketentuan perundang-undangan. Untuk memudahkan penyusunan Laporan Kinerja di lingkungan Balai POM di Sofifi, telah di susun Laporan Kinerja Instansi Pemerintah. Dalam Laporan Kinerja Instansi Pemerintah di BPOM di Sofifi tahun 2017 ini disampaikan hasil pengawasan obat dan makanan yang dilakukan Balai POM di Sofifi selama tahun 2017, yang mencakup evaluasi pre-market dalam rangka pemberian persetujuan izin edar, pengawasan post-market setelah produk beredar dengan cara pengambilan sampel dan pengujian laboratorium produk obat /dan makanan yang beredar, inspeksi cara produksi, distribusi dalam rangka pengawasan implementasi Cara-cara Produksi dan Cara-cara Distribusi yang baik, serta investigasi awal dan penyidikan berbagai kasus tindak pidana bidang obat dan makanan. Akhirnya, kami mengucapkan terimakasih kepada semua pihak yang telah memberikan perhatian dan dukungan kepada Balai POM di Sofifi dalam melaksanakan tugas-tugas pengawasan obat dan makanan di Provinsi Maluku Utara. -

Nature and Demise of the Proto-South China Sea ROBERT HALL, H. TIM BREITFELD SE Asia Research Group, Department of Earth Sciences, Royal Holloway University of London, Egham, Surrey, TW20 0EX, United Kingdom Abstract: The term Proto-South China Sea has been used in a number of different ways. It was originally introduced to describe oceanic crust that formerly occupied the region north of Borneo where the modern South China Sea is situated. This oceanic crust was inferred to have been Mesozoic, and to have been eliminated by subduction beneath Borneo. Subduction was interpreted to have begun in Early Cenozoic and terminated in the Miocene. Subsequently the term was also used for inferred oceanic crust, now disappeared, of quite different age, notably that interpreted to have been subducted during the Late Cretaceous below Sarawak. More recently, some authors have considered that southeast-directed subduction continued until much later in the Neogene than originally proposed, based on the supposition that the NW Borneo Trough and Palawan Trough are, or were recently, sites of subduction. Others have challenged the existence of the Proto-South China Sea completely, or suggested it was much smaller than envisaged when the term was introduced. We review the different usage of the term and the evidence for subduction, particularly under Sabah. We suggest that the term Proto-South China Sea should be used only for the slab subducted beneath Sabah and Cagayan between the Eocene and Early Miocene. Oceanic crust subducted during earlier episodes of subduction in other areas should be named differently and we use the term Paleo- Pacific Ocean for lithosphere subducted under Borneo in the Cretaceous. -

PENELITIAN DASAR Laporan Hasil Penelitian ANALISIS KESENJANGAN PENDAPATAN KABUPATEN/KOTA DI WILAYAH KALIMANTAN UTARA Peneliti: NURUS SOIMAH, M.Ec.Dev. (Dosen Tetap Fakultas Ekonomi Universitas Kaltara) LEMBAGA PENELITIAN DAN PENGABDIAN MASYARAKAT UNIVERSITAS KALTARA ABSTRAK Tujuan penelitian ini adalah untuk mengetahui tingkat kesenjangan pendapatan antar kabupten/ kota di Wilayah Kalimantan Utara. Data yang digunakan dalam penelitian ini adalah data sekunder yang diterbitkan oleh pemerintah kabupaten/kota di Kalimantan Utara tahun 2013-2019. Penelitian ini dilakukan di 4 kabupaten dan 1 kota di Kalimantan Utara. Alat analisis yang digunakan dalam penelitian ini adalah analisis deskriptif dengan menggunakan peralatan analisis Ekonomi Regional. Analisis data yang digunakan sesuai dengan tujuan dari penelitian ini adalah Analisis Tingkat Ketimpangan Antar Daerah, untuk menghitung tingkat ketimpangan/disparitas pendapatan perkapita antar kabupaten/kota di Provinsi Kalimantan Utara dengan menggunakan alat analisis Indeks Williamson. Hasil analisis dapat disimpulkan adanya ketimpangan pendapatan yang terjadi di kabupaten/kota di Provinsi Kalimantan Utara meskipun tergolong dalam ketimpangan rendah, namun hal ini perlu terus di kontrol mengingat Kota Tarakan memiliki kecenderungan ketimpangan pendapatan yang semakin tinggi. Ketimpangan terendah terjadi di Kabupaten Tana Tidung dan paling tinggi di Kota Tarakan. Saran yang dapat diberikan dari hasil penelitian ini bagi pemerintah daerah Kabupaten/Kota di Kalimantan Utara adalah agar terus mampu membuat kebijakan yang tepat sehingga mampu mempertahankan kesenjangan yang cukup rendah tersebut. The Natuna Sea in the northern part of WPP 711 lies in between Malaysian territories to the east and west, while the Karimata Strait in the southern part of WPP 711 has the Indonesian island of Sumatra to the west and Kalimantan to the east (Figure 1.1). -

The Developing Economies, XLIII-4 (December 2005): 489–513 THE NORTH KALIMANTAN COMMUNIST PARTY AND THE PEOPLE’S REPUBLIC OF CHINA FUJIO HARA First version received January 2005; final version accepted July 2005 In this article, the author offers a detailed analysis of the history of the North Kalimantan Communist Party (NKCP), a political organization whose foundation date itself has been thus far ambiguous, relying mainly on the party’s own documents. The relation- ships between the Brunei Uprising and the armed struggle in Sarawak are also referred to. Though the Brunei Uprising of 1962 waged by the Partai Rakyat Brunei (People’s Party of Brunei) was soon followed by armed struggle in Sarawak, their relations have so far not been adequately analyzed. The author also examines the decisive roles played by Wen Ming Chyuan, Chairman of the NKCP, and the People’s Republic of China, which supported the NKCP for the entire period following its inauguration. INTRODUCTION PRELIMINARY study of the North Kalimantan Communist Party (NKCP, here- after referred to as “the Party”), an illegal leftist political party based in A Sarawak, was published by this author in 2000 (Hara 2000). However, the study did not rely on the official documents of the Party itself, but instead relied mainly on information provided by third parties such as the Renmin ribao of China and the Zhen xian bao, the newspaper that was the weekly organ of the now defunct Barisan Sosialis of Singapore. Though these were closely connected with the NKCP, many problems still remained unresolved. In this study the author attempts to construct a more precise party history relying mainly on the party’s own information and docu- ments provided by former members during the author’s visit to Sibu in August 2001.1 –––––––––––––––––––––––––– This paper is an outcome of research funded by the Pache Research Subsidy I-A of Nanzan University for the academic year 2000. -

MEDIA INFORMATION Putrajaya, November 7, 2015 2015/2016 FIA FORMULA E CHAMPIONSHIP Putrajaya ePrix (Round 2) The MICHELIN Pilot Sport EV rises successfully to Malaysian humidity The MICHELIN Pilot Sport EV overcame difficult weather conditions to deliver consistent, competitive performance and grip throughout the day in Putrajaya, Malaysia, despite temperatures in excess of 30°C, a track temperature of almost 50°C and humidity levels of between 60 and 90 percent. Round 2 of the 2015/2016 Formula E ePrix featured the same format as 2014, with a 12-turn, 2.5km track and the start brought forward by two hours to 2:04pm local time in order to minimise the threat of wet weather. Indeed, torrential rain swept over the city an hour after the chequered flag was shown. The hot, damp conditions made the day hard not only for the drivers, but also for the battery of their all-electric single-seater racing cars. However, the teams knew they could count on their Michelin tyres which effectively proved a match for the challenge Excellence and versatility While all the teams are using the same chassis as least season, the latest technical regulations of the FIA (Fédération Internationale de l’Automobile) now allow them to run their own motor, transmission and electronic management system. The rear suspension may also be modified, but the rest of the specification – including the battery – is identical to last season. Meanwhile, the FIA has authorised a power increase from 150kW to 170kW for the races, and from 170kW to 200kW in qualifying, and that has resulted in an improvement of around two seconds per lap at circuits like Putrajaya.
