Canada Regional Economic Development by Crown Corporation: The Case of Cape Breton By © David Jackson A thesis submitted to the School of Graduate Studies in partial fulfillment of the requirements for the degree of Master of Arts Department of Political Science Memorial University of Newfoundland September 2003 St. John's Newfoundland and Labrador Abstract Cape Breton Island provides a clear case of economic expansion, contraction, and diversification throughout the last half of the 20th century. During this time, both the Government of Canada and the Government of Nova Scotia used Crown Corporations (state own enterprises) to implement a series of policies to promote economic development in a climate of growing unemployment with declining resource-based industries. There has been uncertainty as to whether Crown Corporations have helped or hindered the diversification of Cape Breton's economy. Some Crown Corporation where better at this task, while others provided limited benefits to the economy and squandered critical government funds with no return on investment. Using various theories on regional economic development, the role of Industrial Estates Limited, the Cape Breton Development Corporation, the Sydney Steel Corporation, and Enterprise Cape Breton Corporation is examined. 11 Acknowledgments My years of study at St. Francis Xavier University provided inspiration for studying the plight of Cape Breton Island and what really happened to its industries. When the opportunity presented itself to switch academic programs, I combined this inspiration with my studies.     Canadian Political Science Review 4(1) March 2010 Ahead to the Past: the Return of the Delegated Leadership Convention Ian Stewart and David K. Stewart (Acadia University, University of Calgary)* Abstract Since Confederation, the electorate responsible for the selection of Canadian political party leaders has progressively widened; by the end of the twentieth century, most parties were employing some variant of the universal ballot (thereby giving all party members a voice in leadership selection). Nevertheless, the 42 person executive of the Nova Scotia Progressive Conservatives rolled back this democratic tide by organizing a delegated convention to replace departing leader John Hamm. The Conservatives justified their decision by claiming that such a convention would be the most fair, the most equal, and the most exciting way to select their new leader. This article demonstrates, however, that these claims are difficult to substantiate. There was much drama on voting day, but the Conservatives were, in fact, very fortunate in that respect. Equality between constituencies was heightened, but only at the cost of introducing a substantial inequality between individual party members. As to fairness, it seemed entirely irrelevant to the proceedings. Ultimately, not even a majority of delegates approved of the change in process. Even in “counter-revolutionary” Canada, democratizing claims are difficult to resist. Since Confederation, changes in the federal franchise have widened the pool of Canadian citizens able to participate in the electoral process by eliminating restrictions based on class, gender, and race. Once members of a social group have become eligible voters their subsequent disenfranchisement has rarely been contemplated and never achieved.

Steel making has been an essential DOI: https://doi.org/10.7202/1026154ar part of Cape Breton Island’s economy and landscape since the mid-nineteenth century. The first steel mill was constructed in Sydney Mines in the 1870s; a See table of contents larger mill was built in the newly emerging city of Sydney, the island’s largest centre, by 1901. Distinctive traditions of work and leisure began to emerge amidst the grid-patterned streets and company-owned homes of workers and Publisher(s) managers.
