Over the past six months we have met with many people who graciously gave of their time, on our schedule, to share their expertise on this topic. We express our thanks to Steven R. Wolff and John Ross of the Nova Scotia Pension Agency, Gordon D. Hebb, Q.c., Chief legislative Counsel and Mel Bartlett, Partner, Morneau Shepell limited and the many people in his office who worked tirelessly on this project. We greatly appreciated the written submissions received from Nova Scotians and from former MlAs. Current and retired MlAs spoke with us candidly and privately of their experiences. This input helped guide us in our deliberations. We are of the view that MlAs have a unique and demanding job in today's Nova Scotia and as a result their retirement package must be reasonable, fair and transparent.

    Cultural Assets of NovA scotiA African Nova scotian tourism Guide 2 Come visit the birthplace of Canada’s Black community. Situated on the east coast of this beautiful country, Nova Scotia is home to approximately 20,000 residents of African descent. Our presence in this province traces back to the 1600s, and we were recorded as being present in the provincial capital during its founding in 1749. Come walk the lands that were settled by African Americans who came to the Maritimes—as enslaved labour for the New England Planters in the 1760s, Black Loyalists between 1782 and 1784, Jamaican Maroons who were exiled from their home lands in 1796, Black refugees of the War of 1812, and Caribbean immigrants to Cape Breton in the 1890s. The descendants of these groups are recognized as the indigenous African Nova Scotian population. We came to this land as enslaved and free persons: labourers, sailors, farmers, merchants, skilled craftspersons, weavers, coopers, basket-makers, and more. We brought with us the remnants of our cultural identities as we put down roots in our new home and over time, we forged the two together and created our own unique cultural identity. Today, some 300 years later, there are festivals and gatherings throughout the year that acknowledge and celebrate the vibrant, rich African Nova Scotian culture.     A Toolshed from Gate #4: The Dominion Iron and Steel Company and the Formation of an African American Church JENNIFER REID In 1900, as part of an industrial boom in Cape Breton Island, the Dominion Iron and Steel Company began production in Sydney, NS. As a result of a program of active recruitment on the part of the company, a number of African Americans were induced to emigrate from the economically ravaged islands of the West Indies and to settle in Sydney. Relocated by the company in a area separated from the rest of the city (Whitney Pier), the community numbered 600 people by 1923,1 and had become the most visibly segregated community in Sydney.2 Throughout the 1920s, black immigrants in Whitney Pier created a number of community organizations;3 and, carrying on a pattern of church affiliation established during the previous decade, attended various churches and missions without demonstrating a firm communal commitment to any. In 1928 a fledgling congregation succeeded in erecting St. Philip’s African Orthodox Church, and almost overnight St. Philip’s became the fulcrum of the black community.4 Historians have attempted in a variety of ways to account for the failure of other churches in Whitney Pier and the success of St. Philip’s in becoming the focus of this immigrant community. Robin Winks perceived a direct relationship between the politics of the UNIA and the emergence of St. Philip’s, to the extent of describing the church as “the most militant of the Canadian Negroes’ religious expressions.”5 Nothing could be further Historical Papers 1999: Canadian Society of Church History 88 A Toolshed from Gate #4 from the truth.
