Nombreux sont ceux en outre pour qui la démocratie n’est pas assez importante pour aller voter. Célébrer un événement, c’est lui attribuer une valeur; et rien ne peut être aussi important que de célébrer les droits et libertés que la démocratie nous permet d’avoir. Pour comprendre cela, il suffit de poser la question à des immigrés qui n’ont jamais vécu dans un État de droit ou eu la possibilité de voter. Il s’agit précisément du message que l’équipe de Démocratie 250 a porté pendant toute l’année 2008 aux quatre coins de la Nouvelle-Écosse et bien au-delà. Notre objectif était donc, outre la célébration d’un anniversaire inédit en Nouvelle- Écosse et d’une étape importante pour le pays, de susciter chez les Canadiens, et en particulier chez les jeunes, une plus grande appréciation de ce que représente la démocratie. Nous avons, pendant notre démarche, reçu le soutien de très nombreuses personnes qui partagent notre fierté mais également notre inquiétude sur la baisse constante du nombre de personnes qui votent. Nous retrouvons parmi celles-ci aussi bien des enseignants, des anciens combattants et des chefs scouts que des membres des forces armées et de la magistrature, ou encore des politiciens de tous partis. Nous souhaitons donc remercier ces derniers ainsi que les généreux donateurs du secteur privé, sans oublier les très nombreuses personnes, sociétés philanthropiques et historiques, passionnés d’arts et de culture et organisateurs d’événements culturels, pour nous avoir aidés à mettre sur pied une tournée provinciale, une cérémonie, des conférences, un concours, un concert, un barbecue, un festival cinématographique, une exposition de photos, ainsi qu’un défilé pour célébrer 250 années de démocratie en Nouvelle-Écosse. Nous souhaitons également remercier les députés de l’Assemblée législative de la Nouvelle-Écosse pour avoir appuyé notre initiative à l’unanimité. Leur enthousiasme, au sein même de l’Assemblée et sur le terrain, a permis à de très nombreuses communautés, partout dans la province, de célébrer cet important anniversaire. Nous tenons particulièrement à remercier le gouvernement fédéral pour son soutien financier. Le ministère du Patrimoine canadien ainsi que l’Agence de promotion économique du Canada atlantique (APECA) ont permis à Démocratie 250 d’attirer l’attention du pays sur la Nouvelle-Écosse et de partager avec l’ensemble des Canadiens sa riche histoire. Nous remercions vivement Communications Nouvelle-Écosse, Élections Nouvelle-Écosse, le Bureau du président de l’Assemblée législative, En l’honneur des fondateurs de la démocratie au Canada Démocratie 250 | Rapport sur les célébrations organisées à l’occasion de l’année marquant le 250e anniversaire de la démocratie parlementaire au Canada - 3 - tous les membres du comité de gestion multipartite de Démocratie 250, ainsi que le personnel, limité, mais fort talentueux, pour avoir fait de ces célébrations un véritable succès. Nous tenons avant tout à remercier les milliers de jeunes Néo-Écossais que nous avons rencontrés. Ces derniers ont en effet su exprimer leurs frustrations tout en manifestant leur attachement à l’idéal démocratique et en reconnaissant leurs responsabilités. Nous sommes honorés d’avoir pu participer à l’initiative Démocratie 250 en tant que coprésidents, puisqu’elle nous a permis de réaliser à quel point nous sommes chanceux de vivre dans une province où nous jouissons de droits et de libertés et où nous pouvons célébrer notre diversité et être fiers de notre passé. « Quel que soit le point de vue adopté, la rencontre de ces 19 hommes fut un événement mémorable puisqu’il permit de jeter les assises d’institutions politiques libres sur le territoire que nous appelons maintenant Canada. Par souci de transparence, et afin de pouvoir créer un dossier aussi complet que possible sur les manifestations organisées dans le cadre de l’initiative Démocratie 250, nous nous sommes assurés de ne rien oublier. Étant donné que la participation des jeunes était un élément essentiel à ces célébrations, le rapport intitulé Prêtons l’oreille, lequel présente le travail fait par l’équipe de Démocratie 250 pour inciter les jeunes a davantage voter,

    Canadian Political Science Review 4(1) March 2010 Ahead to the Past: the Return of the Delegated Leadership Convention Ian Stewart and David K. Stewart (Acadia University, University of Calgary)* Abstract Since Confederation, the electorate responsible for the selection of Canadian political party leaders has progressively widened; by the end of the twentieth century, most parties were employing some variant of the universal ballot (thereby giving all party members a voice in leadership selection). Nevertheless, the 42 person executive of the Nova Scotia Progressive Conservatives rolled back this democratic tide by organizing a delegated convention to replace departing leader John Hamm. The Conservatives justified their decision by claiming that such a convention would be the most fair, the most equal, and the most exciting way to select their new leader. This article demonstrates, however, that these claims are difficult to substantiate. There was much drama on voting day, but the Conservatives were, in fact, very fortunate in that respect. Equality between constituencies was heightened, but only at the cost of introducing a substantial inequality between individual party members. As to fairness, it seemed entirely irrelevant to the proceedings. Ultimately, not even a majority of delegates approved of the change in process. Even in “counter-revolutionary” Canada, democratizing claims are difficult to resist. Since Confederation, changes in the federal franchise have widened the pool of Canadian citizens able to participate in the electoral process by eliminating restrictions based on class, gender, and race. Once members of a social group have become eligible voters their subsequent disenfranchisement has rarely been contemplated and never achieved.
