With all of the fiscal oversight within government contracting and the organizational moral codes of the armed services, how could this happen? How could this many organizational leaders move from their ethical foundations and drift into unethical behavior, or even condone it by their inaction as they watched others participate in it? What causes an organization to drift from its espoused values to immoral and often criminal behaviors, and how can leaders prevent this from happening? The answers to these questions are important for organizational leaders to understand, and the answers carry significant moral and ethical implications for society.2 High profile leaders who fall from grace due to abuse of power, money, or sex issues get a lot of press—bad press. Sexual Violence as an Occupational Hazard & Condition of Confinement in the Closed Institutional Systems of the Military and Detention Hannah Brenner,* Kathleen Darcy,** & Sheryl Kubiak*** Abstract Women in the military are more likely to be raped by other service members than to be killed in combat. Female prisoners internalize rape by corrections officers as an inherent part of their sentence. Immigrants held in detention fearing deportation or other legal action endure rape to avoid compromising their cases. This Article draws parallels among closed institutional systems of prisons, immigration detention, and the military. The closed nature of these systems creates an environment where sexual victimization occurs in isolation, often without knowledge of or intervention by those on the outside, and the internal processes for addressing this victimization allow for sweeping discretion on the part of system actors. This Article recommends a two-part strategy to better make victims whole and effect systemic, legal, and cultural change: the use of civil lawsuits generally, with a focus on the class action suit, supplemented by administrative law to enforce federal rules on sexual violence in closed systems.

ProQuest document link ABSTRACT (ENGLISH) "18 By 2014, GDMA had been providing husbanding services to the U.S. Navy under contracts and purchase orders for over twenty-five years.19 While the Inspector General for the Department of Defense (DoD) concluded that GDMA's conspiracy to defraud the Navy stretched back more than twenty years, the earliest charges in the ongoing series of prosecutions relate back to 2006.20 In February of that year, Paul Simpkins, a contract specialist, helped GDMA obtain a $929,000 contract in exchange for a $50,000 bribe.21 In 2009, GDMA began receiving classified ship schedules from Cmdr. Jose Sanchez, the Seventh Fleet Deputy Logistics Officer.22 Sanchez also warned Francis when the Navy questioned GDMA bills.23 In 2010, the Deputy Director of Operations for Seventh Fleet Cmdr. Daniel Dusek, after a night in a hotel room with a prostitute at GDMA expense, used his influence to ensure the carrier USS Abraham Lincoln was directed to a GMDA-operated port.24 That same year, Naval Criminal Investigation Service (NCIS) Agent John Beliveau II warned Francis of an ongoing NCIS investigation into GDMA activities and suggested potential answers to questions that investigators might ask.25 In 2011, Cmdr. Sanchez arranged for GDMA to refuel the destroyer, the USS Mustin, at a cost of $1,000,000; twice as much as an available alternate method.26 In 2012, GDMA overbilled the Navy $500,000 to service the USS Abraham Lincoln.21 In August of that year, Cmdr.

Harmon was one of several distinguished Army officers to come from the Harmon family. Hubert Harmon, born on April 3, 1882, in Chester, Pennsylvania, followed in their footsteps and graduated from the United States Military Academy in 1915. Dwight D. Eisenhower also graduated in this class, and nearly forty years later the two worked together to create the new United States Air Force Academy. Harmon left West Point with a commission in the Coast Artillery Corps, but he was able to enter the new Army air branch the following year.

    155 ANNIKA WIRTH Retracing the Untold: Sexual Violence in the American Gulf War Captivity Narratives and Their Counter-Narratives Though the genre of the American captivity narrative is very well researched, one of its newer forms has received not much – if any – scholarly attention. Despite the fact that American Prisoners of War in Iraq have also produced captivity narratives, the most widely-known of which is probably Rick Bragg's I am a Soldier, Too: The Jessica Lynch Story (2003), they have gone unnoticed compared to the attention granted to generic texts from other periods. In agreement with the genre's traditions, the American Gulf War captive is usually represented as belonging to the American nation's ""representative heroes, embodying and exalting the character of the people" (Slotkin 2001, 471). Titles such as Edgar Hernandez, POW: An American Hero (Martínez and Rellahan 2008) make these aspirations perfectly clear. With this propagandizing stylization of Gulf War captives as national heroes comes a connection between their captivity narratives and an inner U.S. nationalist discourse. This facilitates the creation of not only individual but also of collective American identities in the texts and furthers the transformation of individual captives into symbolic figures. In this paper, I argue that the representation of the captive's (violated) body is essential in these processes of identity formation. I will therefore analyze the representation of bodies in the Gulf War captivity narratives and their surrounding discourses. My suggestion is to determine the dominant literary practice of representing male and female captive bodies in a first step and then to conduct a dissident re-reading of the material along the inherent 'faultlines.'1 My observations set out from Michel Foucault's theories on discourse and power, more precisely, his observation that discourse can be both an instrument and an effect of power, but also a hindrance, a stumbling-block, a point of resistance and a starting point for an opposing strategy.
