ENVIRONMENT AND NATURAL RESOURCES Implementation Plan for the Action Plan for Boreal Woodland Caribou in the Northwest Territories: 2010-2015 The Action Plan for Boreal Woodland Caribou Conservation in the Northwest Territories was released after consulting with Management Authorities, Aboriginal organizations, communities, and interested stakeholders. This Implementation Plan is the next step of the Action Plan and will be used by Environment and Natural Resources to implement the actions in cooperation with the Tᰯch Government, Wildlife Management Boards and other stakeholders. In the future, annual status reports will be provided detailing the progress of the actions undertaken and implemented by Environment and Natural Resources. Implementation of these 21 actions will contribute to the national recovery effort for boreal woodland caribou under the federal Species at Risk Act . Implementation of certain actions will be coordinated with Alberta as part of our mutual obligations outlined in the signed Memorandum of Understanding for Cooperation on Managing Shared Boreal Populations of Woodland Caribou. This MOU acknowledges boreal caribou are a species at risk that are shared across jurisdictional lines and require co-operative management. J. DAVISON1 and PENELOPE HAWE2 (Received 5 March 2010; accepted in revised form 23 September 2011) ABSTRACT. Currently, Canada’s northern territories have three active diamond mines and one mine under construction, and one mine has recently closed. In response to local concerns, and in partnership with members of the Tłįchǫ First Nation, this ethnographic study examines the positive and detrimental impacts of diamond mining on youth in Behchokǫ,̀ Northwest Territories, using data collected from intensive fieldwork and participant observation, focus groups, interviews, and archival documents. The study of mining impacts remains a complex and contested field. Youth in Behchokǫ̀ experience both negative and positive effects of mining. Diamond mining companies are places of employment and act as community resources; their development has influenced the transience of individuals in the region, the identity and roles of family caregivers, the motivation of students, the purpose of schooling, and the level of economic prosperity in some (but not all) families. The diverse impacts of these changes on the health of northern individuals and communities can be understood only within the broader context of social, economic, political, and environmental changes occurring in the Arctic today. Results of this study help inform ongoing efforts by those in Behchokǫ̀ and the Northwest Territories to monitor the effects of diamond mining and maximize the potential benefits for local people, including youth. Annual Report: October 1, 2014 Assessing the impact of small, Canadian Arctic River flows to the freshwater budget of the Canadian Archipelago Matthew B. Alkire, University of Washington Assessing the impact of small, Canadian Arctic river flows to the freshwater budget of the Canadian Archipelago (or SCARFs) is a scientific research project funded by the National Science Foundation (USA). The purpose of this project is to collect water samples from seven different rivers and their adjoining estuaries throughout the Canadian Arctic Archipelago (see Fig. 1) in order to determine whether or not their chemical signatures differ from larger North American rivers such as the Mackenzie and Yukon Rivers. Five of the rivers are located within Nunavut, Canada: the Coppermine River (near Kugluktuk), Ellice River (~140 km southeast of Cambridge Bay), Back River (~180 km southeast of Gjoa Haven), Cunningham River (~77 km southeast of Resolute Bay on Somerset Island), and Kangiqtugaapik River (near Clyde River, Baffin Island). Two of the rivers are located within the Northwest Territories, Canada: the Kujjuua River (located approximately 67 km northeast of Ulukhaktok on Victoria Island) and Thomsen River (specifically near the mouth of the river where it empties into Castel Bay, on Banks Island). Appendix A. Survival Strategies of the Ecotonal Species With greater numbers of species found in relatively high abundance in communities of both the boreal zone and the arctic regions, with fewer in the forest-tundra ecotonal communities, the question arises as to the strategies involved that permit adaptations to disparate environments yet prohibit all but a few from surviving in the ecotone, at least in numbers sufficient so they are recorded in quadrats of the size employed in transects of this study. There is a depauperate zone in the forest-tundra ecotone marked by a paucity of species, a zone in which only a relatively few wide-ranging species are persistently dominant (see Tables 5.1-5.9). Plant communities in both the forests to the south and the tundra to the north possess more species of sufficient abundance to show up in the transects. In the depauperate zone, there is no lack of vegetational cover over the landscape, but fewer species in total dominate the communities. There are fewer species demonstrating intermediate abundance, fewer rare species. The obvious question is, "Why should this be so?" As yet, there is perhaps no fully satisfactory answer, but there have been studies that at least seem to point the way for an approach to the question. Studies of the survival and reproductive strategies oftundra plants, arctic and alpine, have a long history, and these are thoroughly discussed in classic papers and reviews by Britton (1957), Jeffree (1960), Warren Wilson (1957a,b, 1966a,b, 1967), Johnson et al. (1966), Johnson and Packer (1967), Billings and Mooney (1968), Bliss (1956, 1958, 1962, 1971), Billings (1974), and Wiclgolaski et al. -

It shows how historically Inuvialuit independence has been eroded by contact with the external economic system and the assimilationist policies of the government. In spite of these pressures, however, the Inuvialuit have struggled to retain their culture and their land-based economy. This thesis shows that hunting and trapping continue to be viable and to contribute significant income, both cash and income- in-kind to the community. -

(date ) AESTRACT This study is concerned with the persistence of human life on the edge of the Canadian Barren Grounds. The Chipewyan make up the largest distinct linguistic and cultural group and are the most easterly among the Northern Athapaskan Indians, or Dene. Over many centuries, the Chipewyan have maintained a form of social life as an edge-of-the-forest people and people of the Barren Grounds to the west of Hudson Bay. The particular aim of this thesis is to attempt, through a survey of the ecological and historical 1iterature , to elucidate something of the traditional adaptive pattern of the Chipewyan in their explcitation of the subarc tic envirorient . Given the fragmentary nature of much of the historical evidence, our limited understanding of the subarctic environment, and the fact that the Chipewyan oecumene (way of looking at life) is largely denied to the modern observer, we acknowledge that this exercise in ecological and historical reconstruction is governed by serious hazards and limitations. -

Stefner Canadian Forest Service, 5320 - 122 Street, Edmonton, AB T6H 3S5, Canada ABSTRACT Nahanni National Park and the Mackenzie Bison Sanctuary are ecologically important areas in the Northwest Territories. Fire history data in Nahanni National Park and the Mackenzie Bison Sanctuary were used for a comparative analysis in order to identify the most influential characteristics of their respective fire regimes. The Mackenzie Bison Sanctuary is located on the Taiga Plains and is surrounded to the east and south by Great Slave Lake. Nahanni National Park is located in the Mackenzie Mountains, approximately 500 km west of the Mackenzie Bison Sanctuary. Elevation relief in the Mackenzie Bison Sanctu ary is 160–260 m, and in Nahanni National Park is 180–2,640 m. Fuels are similar in both study areas and are dominated by low-density coniferous forest. Nahanni National Park has a significantly higher mean annual occurrence of very high and extreme classes of Canadian Fire Weather Index System codes and indices. Fire scar data indicate weighted mean fire return intervals (MFRIs) of 28 years and 27 years, respectively, for Nahanni National Park and the Mackenzie Bison Sanctuary. Area burned totals from a national database of fires greater than 200 ha in area suggest a fire cycle of 1,142 years and 199 years, respectively, for Nahanni National Park and the Mackenzie Bison Sanctuary. -

The requested revisions required the establishment of a new Special Management Zone (North Dehcho – Zone 36) in place of General Use Zones around Wrigley, both east and west of the Mackenzie River. In addition, the recently negotiated land withdrawals within Pehdzeh Ki Ndeh, which formed the basis of Conservation Zone 4 were further amended and agreed to by the Parties at the Dehcho Process negotiations on May 31st. These amendments have also been included in Plan revisions. In order to release the Plan to the other Parties and our planning partners as soon as possible, the Committee has only updated Table 1 and Maps 1-4 of the Plan. The revised Table and Maps are included at the front of the Plan with this notice. The remainder of the Plan and Background Report, including all references to area calculations, zone descriptions, all Background Report maps, and all analysis (cumulative effects, Economic Development Assessment Model, Tables 14 and 19, etc.), have not been updated at this time.
