GİRİŞ İnsanoğlunun, var olduğu zamandan bugüne kadar geçen tüm zamanlar boyunca, yaşamını sürdürebilmek için gereksinim duyduğu barınma, beslenme ve sağlıklı yaşam gibi, temel gereksinimlerini karşılamak için doğal kaynakları kullanarak meydana getirdiği uygarlıkların günümüzde var olan kalıntıları kültürel çevreyi oluşturmaktadır. Kültürel çevreyi oluşturan değerler ve kaynaklar, toplumsal ve kültürel kimliği yansıtan, fiziki çevrede oluşan mimari ve kentsel doku, bunu meydana getiren estetik ve sanatsal özellikler, siluet, ölçek, hacim ve oranları korunması ve yaşatılması gereken değerlerdir. Bu değerlerin meydana getirdiği arkeolojik, doğal ve kentsel sit alanları, anıtlar, askeri ve sivil mimarlık örnekleri, meydanlar ve sokaklar, yerel ve yöresel malzeme ve doğal bitki örtüsü yararlanılması, geliştirilmesi ve kullanımının sürdürülebilir kılınması gereken ekonomik değer taşıyan kaynaklardır. Ekonomik değeri olan bu Tarihi ve Kültürel Miras Alanları, geliştirilerek gelir getirici bir sanayiye dönüştürülmesi ile ekonomik gelişmeye katkı sağlayacak şekilde kullanılması gereken kaynaklardır. Bir ülkedeki uygarlığın gelişmişlik seviyesi kültür ve kültürel eserlerin varlığına ve bunların korunma seviyeleri ile ölçülebilir. Günümüze ait Tarihi ve Kültürel Eserlerin korunması ve gelecek kuşaklara aktarılması kültürel sürekliliğinin sağlanması açısından büyük önem taşımaktadır. Tarihi ve Kültürel Eserlere önem verilerek bunların yer aldığı geçmişe ait bu alanları korumak ve günümüzde bozulmalarına neden olmadan kullanabilmeyi başarabilmek, bununla ilgili olarak özel programlar oluşturmak, korunarak gelecek kuşaklara aktarılması ve kültürel sürekliliğinin sağlanması açısından büyük önem taşımaktadır. Nereden geldiğinin bilinmesi aynı zamanda ileriye hangi yoldan ulaşılacağının da bir göstergesidir. Bu da kültürel gelişmişlik düzeyi ile doğru orantılıdır. Zaman içerisinde pek çok kültürel gösterge ve eserde gelişme ve değişiklik meydana gelmesi kaçınılmazdır. Büyük tarihi eserlerde meydana gelen değişiklikler zaman içerisinde meydana gelen toplumsal değişiklikler ile bağlantılıdır. Birçok kilisenin veya dini yapının yapımı veya yeniden inşası yüzlerce yıl sürmüştür. Buna bağlı olarak bir Roma Çeşmesi, Ortaçağ Kulesi ve Bizans Dönemi kubbesini aynı yapıda görmek mümkündür. Günümüzdeki pek çok tarihi bina birçok kültürel özelliği bir arada barındırabilmektedir. Kültür ve kültürel eserler detaylı tarih, arkeoloji ve antropoloji bilgisi gerektiren büyük ve kapsamlı bir iştir. İmar Planı çalışmaları kapsamında geleneksel eski köy dokusu alanlarının fiziki yapısı, mekânsal durumu, tarihi binalar ve arkeolojik kalıntılar konuları ele alınmaktadır. Kentsel ve kırsal mimarinin korunması Ülkesel Fizik Planın, Mekansal Strateji Bölümünde Tarihi ve Kültürel Miras Alanları başlığı altında ele alınmakta ve “Tarihi ve Kültürel değere sahip ve korunması gerekli alanlardan olan kırsal geleneksel yerleşim birimlerinin korunması, canlandırılması, iyileştirilmesi ve hassas kullanımının sağlanması” ana hedefi doğrultusunda bu alanlarda uygulanacak politikalar yer almaktadır. Kültürel sürekliliğin devamlılığı için bu alanların korunması, geliştirilmesi ve hassas kullanımının sağlanması büyük önem taşımaktadır. 2007 yılında yayınlanan Girne II. Bölge Kapsamlı Emirnamesinde de bu alanlar “Koyu Yeşil Bölge” ve geleneksel eski köy dokusunun bulunduğu alanlar olarak tanımlanmakta ve kendine özgü yapılaşma kuralları yer almaktadır. Bunun yanında bu alanlarda, Fasıl 96 Yollar ve Binalar Düzenleme Yasası uyarınca Bitişik Nizam Kuralları ve Ayrık Nizam kuralları uygulanabilmektedir. İnsanlar tarafından ilk yerleşilen alanlar olmasından dolayı bu alanlar tarihi geçmişleri ile de önem taşımaktadırlar. Bununla birlikte burada bulunan binaların büyük bir kısmının en az 100- 150 yıllık olduğu tahmin edilmektedir. Tek tek de olsa daha eski binalar ve anıtsal yapılara da rastlanmaktadır. Günümüzde bu alanlar küçük parsel yapıları, bitişik nizamda yapılmış geleneksel karakteri olan binaları ve organik dar sokakları ile kentin diğer bölgelerinden farklı bir karakter göstermektedir. 4 Yeni yapılaşmış alanlarla çevrelenmiş bu alanlar daha çok terkedilmişlikleri ve binalarının yıpranmış olmaları ile de dikkat çekmektedir. Girne Çatalköy İmar Planı alanında 10 adet köyiçi alanı bulunmaktadır. Bu köyler alanın doğusunda yer alan Çatalköy, Arapköy, Beylerbeyi, Ozanköy, Doğanköy ve Karakum ile batısında yer alan Zeytinlik, Karaman, Edremit ve Karaoğlanoğlu yerleşim alanları olarak yer almaktadır. Girne kentinin hızlı ve yaygın gelişmesi sonucunda bu alanların büyük bir kısmının fiziki olarak sınırları ortadan kalkmış ve kentin gelişme alanları ile bütünleşmiş durumdadırlar. Harita 1.- Plan alanı ve köyiçi alanları. 2. PLAN ALANI TANIMI VE GELENEKSEL KÖY MERKEZLERİ Girne Çatalköy İmar Planı Alanı Girne ve Çatalköy Belediyeleri sınırlarını kapsamaktadır. Plan alanı sınırı doğuda Arapköy idari sınırı ile batıda Karaoğlanoğlu, Edremit ve Karaman köyleri idari sınırlarını içine almaktadır. Plan alanında geleneksel köy karakteri bulunan 10 adet koruma alanı yer almaktadır. Bu alanlar Girne İkinci Bölge Kapsamlı Emirnamesi kapsamında Koyu Yeşil Bölge olarak tanımlanmaktadır. Girne Merkezinin doğusunda yer alan Doğanköy, Ozanköy, Çatalköy ve Beylerbeyi Köyiçi alanları ile batısında yer alan Edremit, Karaman ve Zeytinlik Köyiçi alanları bu kapsam içindedir. Bu alanların sınırları Tapu haritalarında köyiçi olarak tanımlanan alanlar ile yakın çevrelerinde bulunan ve bu alan ile bütünlük arz eden alanları kapsamaktadır. Girne Belediyesi sınırları içinde Doğanköy, Ozanköy, Zeytinlik, Beylerbeyi, Edremit, Karaman, Karaoğlanoğlu ve Karakum koruma alanları ve Çatalköy Belediyesi sınırlarında

    MEMORANDUM OWNERSHIP STATUS OF HOTELS AND OTHER ACCOMODATION FACILITIES IN THE OCCUPIED PART OF THE REPUBLIC OF CYPRUS The Ministry of Foreign Affairs of the Republic of Cyprus hereby publishes a list1 of hotels situated in the Turkish occupied part of Cyprus. The majority of these hotels belong to Greek Cypriot displaced persons who were forced to leave their properties following the Turkish invasion of 1974 or have been built illegally on properties belonging to displaced Greek Cypriots, in violation of the latter’s property rights and without their consent. A number of hotels belong to Turkish Cypriots or have been built on land belonging to Turkish Cypriots. The European Court of Human Rights, in its Judgment of 18 December 1996, on the individual application of the Greek Cypriot displaced owner from Kyrenia, Mrs. Titina Loizidou, against Turkey, and in the Fourth Interstate Application of Cyprus against Turkey of 10 May 2001, upheld the rights of the refugees to their properties. In the Loizidou case, the Court ordered the Government of Turkey to compensate the applicant for the time period of deprivation of use of her property and to provide full access and allow peaceful enjoyment of her property in Kyrenia. The right of the displaced owners to their properties was reconfirmed in the decision of the European Court of Human Rights (Dec. 2005) regarding the application of Myra Xenides- Arestis v. Turkey, and has since been repeatedly reconfirmed in a multitude of cases brought by Greek Cypriot owners of property in the occupied part of Cyprus against Turkey]. It should also be reminded that, according to the United Nations Principles on Housing and Property Restitution for Refugees and Displaced Persons (the Pinheiro principles) “all refugees and displaced persons have the right to have restored to them any housing, land or property of which they were arbitrarily or unlawfully deprived..”.

    Defend Your Coast: Network Analysis of Crusader Fortifications and Settlements in the Kyrenia Region of Cyprus By Tyler Martin Caldwell March 2019 Director of Thesis: Dr. David Stewart Major Department: Program in Maritime Studies, Department of History The Mediterranean island of Cyprus is situated at the crossroads of the Near East and the Aegean Civilizations. During the Middle Ages, Cyprus experienced raids that would devastate the coastal landscape. Coastal towns and villages were destroyed, and many of them never rebuilt. Fortifications were constructed to defend the coastline from raiders and potential invaders. Scholars believe that during times of heavy raiding coastal settlements are abandoned in favor of inland settlements. This theory has not been tested using Geographic Information System (GIS). This study used GIS to test the area of influence raiders could exert inland during a raid. Based on past research the extent of influence was determined to be 3000 m inland. The Network Analyst tool was used to determine the shortest routes raiders and defenders took to reach undefended villages and churches. The time needed for defenders and attackers to reach sites was determined using a hiking calculator. Based on the results of the test the majority of sites are situated outside the range of raiders influence. The cease-fire was to be effective at 1200 Cyprus time, Friday, 16 August 1974. The Government of Cyprus accepted this cease-fire by an official announcement of its Acting President, Mr. G. Clerides. In the course of 27 days it was the third time the Turkish Government was accepting a cease-fire called by the Security Council, only to violate it. In spite of the fact that this last Turkish announcement was accompanied by a declaration of the Turkish Prime Minister according to which "all Turkish military goals on the island have already been achieved", new fighting erupted today and new Turkish advances are reported in the island. In view of this chronic situation, I thought it advisable to procure the Council, through Your Excellency, with a compound list of Turkish violations since the first cease-fire was accepted by the Turkish Government, effective 22 July, at 1400 hou&-s Greenwich time, two days after the Security Council called for it: -Violations after the cease-fire of 22 July 1974 22 July: At 4.4.5 ~.m.     MEMORANDUM OWNERSHIP STATUS OF HOTELS AND OTHER ACCOMODATION FACILITIES IN THE OCCUPIED PART OF THE REPUBLIC OF CYPRUS The Ministry of Foreign Affairs of the Republic of Cyprus hereby publishes a list1 of hotels situated in the Turkish occupied part of Cyprus. The majority of these hotels belong to Greek Cypriot displaced persons who were forced to leave their properties following the Turkish invasion of 1974 or have been built illegally on properties belonging to displaced Greek Cypriots, in violation of the latter’s property rights and without their consent. A number of hotels belong to Turkish Cypriots or have been built on land belonging to Turkish Cypriots. The European Court of Human Rights, in its Judgment of 18 December 1996, on the individual application of the Greek Cypriot displaced owner from Kyrenia, Mrs. Titina Loizidou, against Turkey, and in the Fourth Interstate Application of Cyprus against Turkey of 10 May 2001, upheld the rights of the refugees to their properties. In the Loizidou case, the Court ordered the Government of Turkey to compensate the applicant for the time period of deprivation of use of her property and to provide full access and allow peaceful enjoyment of her property in Kyrenia. The right of the displaced owners to their properties was reconfirmed in the decision of the European Court of Human Rights (Dec. 2005) regarding the application of Myra Xenides- Arestis v. Turkey, and has since been repeatedly reconfirmed in a multitude of cases brought by Greek Cypriot owners of property in the occupied part of Cyprus against Turkey].
