SPECIAL REPORT | NO. 159 NOVEMBER 17, 2014 Pursuing a Freedom Agenda Amidst Rising Global Islamism Lisa Curtis, Charlotte Florance, Walter Lohman, and James Phillips Abstract: The rapidly changing political landscapes in several important Muslim-majority countries are challenging U.S. policymakers to develop coherent and consistent policy approaches that simultaneously strengthen liberal demo- cratic development, help to counter terrorist movements, and support American strategic interests. Given the dif- ferent national contexts and stages along the democratic development spectrum on which each country finds itself, there is no one-size-fits-all strategy for the U.S. to pursue. There are, however, certain guiding principles to which the U.S. can adhere in order to encourage peace, stability, and democratic freedoms. As Islamism increasingly in- fluences the political landscapes throughout Muslim communities, the U.S. must develop a coherent set of policy principles to address the new challenges and use aid and other diplomatic tools to promote democratic ideals and practices in these transitioning states.     religions Article Post-Islamism in Tunisia and Egypt: Contradictory Trajectories Houssem Ben Lazreg Department of Modern Languages & Cultural Studies, University of Alberta, Edmonton, AB T6G 2R3, Canada; [email protected] Abstract: In the wake of the Tunisian Revolution of 2011, Ennahda leader Rached Ghannouchi distanced his party from the main Islamist paradigm, which is spearheaded primarily by the Muslim Brotherhood in Egypt, and announced the separation of the religious movement entirely from its political wing (al-Siyasi and al-da’awi). In addition to reassuring Tunisians that Ennahda’s socio- political project is rooted in its “Tunisianity,” these measures aimed at signaling Ennahda’s joining the camp of post-Islamist parties and Muslim democrats such as the AKP in Turkey and the JDP in Morocco. In this article, using the comparative case studies, I examine the patterns, similarities, and differences between the Tunisian Ennahda party and the Egyptian Muslim Brotherhood in terms of their evolutions from an Islamist to a post-Islamist discourse and identity. I argue that the Ennahda party outpaced the Muslim Brotherhood in that shift considering the local/regional realities and the new compromises dictated by the post-revolutionary political processes in both countries. Although the Muslim Brotherhood managed to come to power and govern for only one year before being deposed by the army, Ennahda’s political pragmatism (consensus, compromise, and coalition) enabled it to fare well, ultimately prodding the party to adapt and reposition itself intellectually and politically. Introduction In Egypt’s parliamentary elections, which started in November 2011 and continued till February 2012, parties under the influence of Islamism such as the Freedom and Justice Party, a political wing of the Muslim Brotherhood, have won a number of seats. Most notably, “al-Nur Party,” a party upholding a stern Islamism referred to as Salafi, has won 25% of the total seats in the People’s Assembly, which is equivalent to the Lower House, and 26% of the elected seats of the Shura Council, an equivalent to the Upper House. The Salafi force is expanding its influence across the Arab countries including Egypt and Tunisia, along with the Muslim Brotherhood. The Salafists’ movement is rapidly spreading in Egypt, Tunisia, and Yemen, the countries whose administrations had been toppled in the wake of Arab Spring and in Morocco as well. The presence of Salafists was known in Kuwait or Lebanon from the days of old. Though the Salafists were also known in Egypt or Tunisia for a long time, they were refrained from engaging in activities under the old administrations including Hosni Mubarak’s. When the old administration was overturned, they were unleashed from the weights of surveillance and oppression posed by the authorities. Amid the power vacuum produced immediately after the old administration had been overturned, the Salafists began to step up their activities and take the center stage of the society, rapidly showing their presence on the political arena.

Kurtz Irfan Nooruddin Copyright by Abdulkadir Yildirim 2010 Abstract Islamist political parties – once marked by their uniformity across countries in their oppositional and non-democratic platforms, and the goal of Islamizing state and society – face challenges leading to the emergence of a qualitatively-different and more moderate kind of political party: the Muslim democratic party (MDP). My dissertation answers two interrelated questions on the rise of MDPs: What explains the emergence of Muslim Democratic Parties recently, and why have these parties been successful in some cases, but not others? I theorize that the way in which a country liberalizes its economy shapes the social foundations of Islamic party politics. MDPs emerge and find societal support when Islamic peripheral businesses find a chance to compete economically – a feature of competitive liberalization –, and peripheral masses experience an improved income. In contrast, when economic liberalization’s reach remains limited because of its uncompetitive character and the perpetuation of pre-liberalization economic structure, societal support for MDPs fails to materialize, leaving Islamist parties’ societal support intact. I call this process crony liberalization. I test my theory in a three-country, structured comparison of Egypt, Morocco and Turkey. These countries were selected in order to maximize the variance I observe on my key causal variables while holding other factors constant following the most similar systems design.

White Inclusion of Islamist parties in the political process has been assumed to generate moderation of their ideological outlook because it provides opportunities to undergo political learning and recalculate their strategies. However, inclusion of Islamist parties in three different political systems in Indonesia shows that inclusion does not necessarily result in moderation, under certain condition it even appears to result in radicalization. This thesis hypothesizes that the different impact of inclusion on the moderation of Islamist parties results from the manner in which they are included in the political process. To prove the hypothesis, the thesis explores the process of inclusion of Islamist parties in the legislative and executive politics of three different political systems in Indonesia (Representative Democracy of 1956-1959, Authoritarian Regime of 1971- 1998, and New Democracy of 1998-2004).

BARRIERS TO DEMOCRACY IN THE ARAB WORLD by MOHAMMAD HUWEIH Under the Direction of Michael Herb, PhD ABSTRACT With the exception of Tunisia, there are no democracies in the Arab world. This paper attempts to the address why that is the case. The paper focuses on some possible answers. Is- lam, oil, and Western intervention are seen as obstacles to democracy. I argue that another factor is being overlooked. These variables may answer the question, but secular elites are the most serous obstacle to democracy in the Arab world. I focus on Algeria and Palestine briefly, showing the secular parties response to electoral defeat and the intervention of the West. I also explore Egypt and Tunisia and the secular elites response to Islamist winning elections. I
