TUNISIA 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Tunisia is a constitutional republic with a multiparty, unicameral parliamentary system and a president with powers specified in the constitution. During the year the country held parliamentary and presidential elections in the first transition of power since its first democratic elections in 2014. On October 6, the country held open and competitive parliamentary elections that resulted in the Nahda Party winning a plurality of the votes, granting the party the opportunity to form a new government. President Kais Saied, an independent candidate without a political party, came to office on October 23 after winning the country’s second democratic presidential elections. On July 25, President Caid Essebsi died of natural causes and power transferred to Speaker of Parliament Mohamed Ennaceur as acting president for the three months prior to the election of President Saied on October 13. The Ministry of Interior holds legal authority and responsibility for law enforcement. The ministry oversees the National Police, which has primary responsibility for law enforcement in the major cities, and the National Guard (gendarmerie), which oversees border security and patrols smaller towns and rural areas. Civilian authorities maintained effective control over the security forces. Significant human rights issues included reports of unlawful or arbitrary killings, primarily by terrorist groups; allegations of torture by government agents, which reportedly decreased during the year; arbitrary arrests and detentions of suspects under antiterrorism or emergency laws; undue restrictions on freedom of expression and the press, including criminalization of libel; corruption, although the government took steps to combat it; societal violence and threats of violence targeting lesbian, gay, bisexual, transgender, and intersex (LGBTI) persons; and criminalization of consensual same-sex sexual conduct that resulted in arrests and abuse by security forces. -

Course Description Egypt under Greek and Roman rule (from c. 332 BC) was a diverse place, its population including Egyptians, Greeks, Jews, Romans, Nubians, Arabs, and even Indians. This course will explore the sometimes controversial subject of ethnic identity and its manifestations in the material and textual record from Graeco-Roman Egypt, through a series of case studies involving individual people and communities. Topics will include multilingualism, ethnic conflict and discrimination, legal systems, and gender, using evidence from contemporary texts on papyrus as well as recent archaeological excavations and field survey projects. Course Objectives By the end of the course, participants should understand and be able to articulate: • how Graeco-Roman Egypt functioned as a diverse multiethnic, multilingual society. • the legal and political frameworks within which this diversity was organised and negotiated. • how research in the social sciences on multilingualism and ethnic identity can be utilised to provide productive and interesting approaches to the textual and archaeological evidence from Graeco-Roman Egypt. Students will also gain a broad overview of Egypt’s history from its conquest by Alexander the Great, through its rule by the Ptolemies, to the defeat of Cleopatra and Mark Antony and its integration into the Roman Empire, to the rise of Christianity. Maria Dolores Algora Weber CEU San Pablo University THE MUSLIM BROTHERHOOD FOL- LOWING THE “25 JANU- ARY REVOLUTION”: FROM THE IDEALS OF THE PAST TO THE POLITICAL CHAL- LENGES OF THE PRESENT In the framework of the Arab Spring, as the wave of social mobilisation of 2011 has come to be known, the revolutions in Tunisia and Egypt marked the beginning of a process which has deeply transformed the re- ality of many countries in the Arab World. In Egypt, the events that took place in Tahrir Square not only put an end to President Mubarak's dic- tatorship, but also paved the way for new political actors, among which the Muslim Brotherhood has played a key role. During the subsequent transition, the Brotherhood gained control of the National Assembly and positioned their leader, Mohamed Mursi, as the new President. The present debate is focused on the true democratic vocation of this move- ment and its relationship with the other social forces inside Egypt and beyond. This article intends to address these issues. To that end, it begins with an explanation as to the ideological and political evolution of the Muslim Brotherhood and its internal changes brought about by the end of the previous regime, closing with an analysis of its transnational influ- ence and the possible international aftermaths. Results: Our research showed that the apprehensions of quantitative research, critical of neo-liberal globalization, are fully vindicated by the significant negative environmental and public health effects of the foreign savings rate.
