CITY OF EDMONTON SPEED ZONES BYLAW BYLAW NO. 6894 (CONSOLIDATED NOVEMBER 26, 2019) OFFICE OF THE CITY CLERK CONSOLIDATION BYLAW NO. 6894 A Bylaw to Establish Certain Speed Zones in the City of Edmonton Whereas pursuant to: Section 14 of the Traffic Safety Act, RSA 2000, c T-6, Council may prescribe speed limits for lanes and other thoroughfares used by vehicles on privately owned property within the City to which vehicles driven by members of the public generally have access; Section 108 of the Traffic Safety Act, Council may prescribe a maximum speed limit for a highway or any portion of a highway under the direction, control, and management of the City that is greater or lower than 50km/h; Section 108 of the Traffic Safety Act, a road authority may prescribe a lower maximum speed limit by erecting signs along a highway; Section 108 of the Traffic Safety Act, a person authorized by a road authority may prescribe a maximum speed limit for highways under construction, repair, or in a state of disrepair by erecting signs along a highway; Sections 107 and 108 of the Traffic Safety Act, Council may prescribe maximum speed limits for school zones located on highways under the direction, control, and management of the City and may vary the prescribed periods of time during which the speed limit is in effect for school zones; Section 107 of the Traffic Safety Act, if Council varies the prescribed periods of time during which the speed limit is in effect for school zones, it must cause traffic control devices to be displayed identifying the hours during which the speed limit for the school zone is in effect; Section 203 of the Municipal Government Act, RSA 2000, c M-26, Council may delegate its powers, duties, or functions under any enactment to the chief administrative officer; Edmonton City Council enacts: PART I - GENERAL DEFINITIONS 1 In this bylaw: (a) “City Manager” means the chief administrative officer of the City or delegate; (b) “highway” has the same meaning as defined in the Traffic Safety Act; (c) “playground zone” means a highway or a portion of a highway described in Schedule K or identified as a playground zone by a traffic control device; (d) “traffic control device” has the same meaning as defined in the Traffic Safety Act; (e) “Traffic Safety Act” means the Traffic Safety Act, RSA 2000, c T-6. CITY MANAGER 2 The City Manager: ROLE (a) may designate a highway or portion of a highway not listed in Schedule K as a playground zone; (b) must identify a highway or portion of a highway designated as a playground zone by a traffic control device; (c) must display traffic control devices in all playground zones identifying the hours during which the speed limit for the playground zone is in effect; (d) may erect signs along a highway or portion of a highway prescribing a lower maximum speed limit than that established by this bylaw or the Traffic Safety Act; (e) may erect signs along a highway or portion of a highway that is under construction, repair, or is in a state of disrepair prescribing a maximum speed limit for that highway or portion of a highway; (f) must erect signs along a highway or portion of a highway for which the maximum speed limit is prescribed by Part II of this bylaw; (g) may prescribe a temporary maximum speed limit for a highway or portion of a highway for a period not exceeding six months. PART II - MAXIMUM SPEED LIMITS 20 KM/H ZONES 3 The maximum speed limit for the highways or portions of highways described in Schedule A is 20 kilometres per hour. 30 KM/H ZONES 4 The maximum speed limit for the highways or portions of highways described in Schedule B is 30 kilometres per hour. 40 KM/H ZONES 5 The maximum speed limit for the highways or portions of highways described in Schedule C is 40 kilometres per hour. 60 KM/H ZONES 6 The maximum speed limit for the highways or portions of highways described in Schedule D is 60 kilometres per hour. 70 KM/H ZONES 7 The maximum speed limit for the highways or portions of highways described in Schedule E is 70 kilometres per hour. 80 KM/H ZONES 8 The maximum speed limit for the highways or portions of highways described in Schedule F is 80 kilometres per hour. 90 KM/H ZONES 9 The maximum speed limit for the highways or portions of highways described in Schedule G is 90 kilometres per hour. 100 KM/H ZONES 10 The maximum speed limit for the highways or portions of highways described in Schedule H is 100 kilometres per hour. 110 KM/H ZONES 11 The maximum speed limit for the highways or portions of highways described in Schedule I is 110 kilometres per hour. RAMPS 12 The maximum speed limit for the highways or portions of highways described in Schedule J is the maximum speed limit specified in that Schedule. PART III - PLAYGROUND ZONES PLAYGROUND 13 The highways or portions of highways described in Schedule K are ZONES designated as playground zones. PLAYGROUND 14 The maximum speed limit for a playground zone is 30 kilometres ZONE MAXIMUM per hour. SPEED PLAYGROUND 15 The maximum speed limit for a playground zone is in effect daily ZONE HOURS between the hours of 7:30 am and 9:00 pm. (NOTE: Consolidation made under Section 69 of the Municipal Government Act, R.S.A. 2000, c.M- 26 and Bylaw 16620 Section 16, and printed under the City Manager’s authority) Bylaw 6894, passed by Council April 13, 1982 SCHEDULE A – 20 KM/H MAXIMUM SPEED LIMIT All highways within the boundaries of William Hawrelak Park, which means the land legally described as: Blocks 1 to 24 and 30 to 39 Plan No. 6075 A.M. River Lot No. 1 located in Section 36, Township 52, Range 25, West of the Fourth Meridian. All highways within the boundaries of Rundle Park, which means the area bounded by: south of 118 Avenue, west and north of the left bank of the North Saskatchewan River; south of 104 Avenue between the lane west of 34 Street and left bank of the North Saskatchewan River southwest; and south of 102 Avenue between 29 Street and 103 Avenue at 36 Street between 102 Avenue and 118 Avenue. All alleys, as defined in City of Edmonton Bylaw 5590, Traffic Bylaw.
