25 OCT 2000 Abdullah-Ezam EZAM'S ADMISSION TO SMEARING PM'S NAME TO BE LOOKED INTO KUALA LUMPUR, Oct 25 (Bernama) -- Parti Keadilan Nasional Youth chief Mohamad Ezam Mohd Noor's admission of his involvement in smearing Datuk Seri Dr Mahathir Mohamad's name abroad will be looked into and action to be taken if the law has been contravened, said Datuk Seri Abdullah Ahmad Badawi. Abdullah, the Deputy Prime Minister, said: "If he has broken the law, action will be taken. Otherwise, we will treat it as purely politicking on his part". A newspaper today reported that Ezam made a public admission of his involvement in running down the Prime Minister's good name in the United States and Europe. The report further said Ezam even challenged authorities to take action against him. Abdullah, who is also Umno deputy president, told reporters after chairing the Umno management and disciplinary committee meeting here that police are investigating the matter. "It is unbecoming for anyone to run down the country's leaders abroad. If it is politicking they want, do it at home," he said. "If they have the support of the people and they win, they can form the government. Why do they have to beg for support from outside?" Abdullah said Ezam's actions reflected Keadilan's weakness to the extent it needed to seek external support. Also present at the meeting were Datuk Seri Najib Tun Razak and Tan Sri Muhyiddin Yassin, both Umno vice presidents, Umno secretary general Tan Sri Khalil Yaakob and Wanita Umno head Datuk Seri Rafidah Aziz. Muhyiddin said Ezam's actions also showed the narrow-minded objectives of Keadilan. "Ezam's actions are highly irresponsible," he said. Ezam, in a statement today, claimed he spoke of alleged injustices and wrongdoing of the government in several seminars overseas recently. -- BERNAMA ERE AHH MAI THG.

Technocracy in Economic Policy-Making in Malaysia
Technocracy in Economic Policy-Making in Malaysia Khadijah Md Khalid* and Mahani Zainal Abidin** This article looks at the role of the technocracy in economic policy-making in Malay- sia. The analysis was conducted across two phases, namely the period before and after the 1997/98 economic and financial crises, and during the premiership of four prime ministers namely Tun Razak, Dr Mahathir, Abdullah Ahmad Badawi, and Najib Razak. It is claimed that the technocrats played an important role in helping the political leadership achieve their objectives. The article traces the changing fortunes of the technocracy from the 1970s to the present. Under the premiership of Tun Razak, technocrats played an important role in ensuring the success of his programs. However, under Dr Mahathir, the technocrats sometimes took a back seat because their approach was not in line with some of his more visionary ventures and his unconventional approach particularly in managing the 1997/98 financial crisis. Under the leadership of both Abdullah Ahmad Badawi and Najib Razak, the technocrats regain their previous position of prominence in policy-making. In conclusion, the technocracy with their expert knowledge, have served as an important force in Malaysia. Although their approach is based on economic rationality, their skills have been effectively negotiated with the demands of the political leadership, because of which Malaysia is able to maintain both economic growth and political stability. I 1 The UMNO Baru General Assembly: ------~------ ~----~------ READING BETWEEN THE LINES Wawasan Team fades, PAS draws flak, Rahim scandal ignored At the UMNO Baru General Assembly held on 18-20 November, the message rang loud and clear - we are one, big, happy family. It was, after all, an assembly where delegates were hypnotised by the dizzying scent of the general election hanging in the air - a time to close ranks and project a sense of greatness. But when the assembly drew to a close and the lights dimmed, questions descended on the carpeted floors of the PWTC and started dancing in rhythmic progression: What had happened to the much-vaunted Wawasan Team? Were delegates gagged on the Rahim issue? Is Mahathir's position secure? How close are Anwar and Daim? Why was PAS singled out for systematic pounding? NNP Is Mahathir's position secure? lifts the carpet in search of clues ... MNO Baru certainly came across as one big, happy and Uunited family at it<; recent General Assembly. This is, after all, not a party election year where political ambitions are too much at stake to think about being united. Hence, it is usually the time for UMNO Baru leaders to sit back and attempt to be profound abput Malay society, its problems and future.
