A S E A N P O R T S A S S O C I A T I O N M A L A Y S I A VOLUME 2, 2006 THE PORT FACTOR FEDERAL MINISTER OF TRANSPORT VISITS NEW SAPANGAR BAY CONTAINER PORT On the 21st May 2007, Sapangar Bay Container Port (SBCP) was graced with the visit of the federal Transport Minister Da- tuk Seri Chan Kong Choy. Datuk Seri Chan Kong Choy was briefed by Suria Capital Holdings Berhad' Group Managing Director, Datuk Hj. Abu Bakar Hj. Abas on the current progress of the states newly built container port. It was announced that SBCP was ready for operation on 1st June 2007 and shifting of the containerization activity from KK port to Sapangar would commence on the mentioned date. Among the issues that were highlighted in the briefing was the impressive development of the ports in Sabah, in particular Kota Kinabalu port, which had grown in terms of container through- put. An increase of almost 8.5% was recorded in KK Port from a total of 141 969 teus (in 2005) to 153 793 teus (in 2006) and for the first quarter of 2007, a growth of 20% container throughput was achieved. In addition, the container rate productivity had significantly increased to 18 boxes an hour and is expected to reach 20 - 22 boxes per hour upon the operation of SBCP. Datuk Seri Chan Kong Choy hailed these improvements as phenomenal and cited the crucial role of crane productivity in terms of faster turnaround time which will attract vessels to SBCP. -

14 AUG 1998 PBB-Contest THERE'S "INVISIBLE HANDS" IN DY PRESIDENT'S CONTEST, SAYS JOHARI KUCHING, Aug 14 (Bernama) -- State Industrial Development Minister Datuk Abang Johari Tun Openg said today there are "invisible hands" involved in the the three-cornered contest for the deputy presidency of the Parti Pesaka Bumiputera Bersatu (PBB) at the party polls on Aug 28. Abang Johari is challenging two other PBB leaders, incumbent deputy president Datuk Abang Abu Bakar Mustapha and state minister Datuk Adenan Satem in the first such contest for the post in 12 years. "I am contesting not only against my good friend Datuk Adenan Satem but also invisible hands who are financially strong but dare not come out to contest for the post" he told reporters here. Both Abang Johari and Adenan are party vice presidents. Adenan, the Agriculture and Food Industries minister, received 32 nominations for the post, Abang Johari 14 nominations while Abang Abu Bakar managed to obtain only one nomination. Abang Johari appeared emotional at the news conference when he talked of the tactics used by the "financially strong invisible hands" to influence the outcome of the contest for the party's No. 2 post. Before the start of the news conference, Abang Johari asked: " Where's Borneo Post....it's no point if only the Sarawak Tribune and Utusan Sarawak are present". The Borneo Post is regarded here as the more "independent" of Sarawak newspapers and is popular for publishing dissenting views from members of the ruling parties and as well as the opposition. Abang Johari spoke of tactics being used by the "invisible hands" to influence the outcome of the polls, including by spreading word that because Adenan had received a nomination from the Asajaya division headed by party president and Chief Minister Tan Sri Abdul Taib Mahmud, he (Adenan) had Taib's backing. -

RAFIDAH AZIZ • Malaysia's longest serving Minister of International Trade and Industry • Chairman of AirAsia X Tan Sri Radah Aziz was born in Selama, Perak in 1943. She obtained her BA in Economics and Masters in Economics from the University of Malaya. She taught at the Faculty of Economics from 1966 to 1976, until she began her career as a simultaneously participating in the politics on the Nation. She was appointed as a Senator in 1974, and subsequently served as a Member of Parliament for 35 years, from 1978 to 2013. She is the most dynamic lady that Malaysia has to date. Condent, dynamic and passionate, she is known for her quick, direct and articulate responses. She is Malaysia's longest serving Minister of International Trade and Industry, having been in the position for 21 years from 1987 - 2008. She had previously served as Deputy Finance Minister between 1976 to 1980, Minister of Public Enterprises from 1980 to 1987. Much admired by her peers and colleagues, she is regarded as an authority on trade and industry. During her tenure as the Minister of International Trade and Industry, for 21 years, she has contributed signicantly to the development of the country's economy. With her sound knowledge of economic matters, she worked tirelessly to position and to promote Malaysia as the most favoured destination for foreign direct investment. Many well-known Global Companies have set up manufacturing and related activities in Malaysia. Many have established research and development facilities, as well as regional production and export hubs in Malaysia. On the domestic front, Tan Sri Radah strives to create opportunities for local enterprises to excel in their businesses. -

The bad and ugly image of the Islamic education is not in line with the noble, sublime and pristine goals of Islam and its education namely to inculcate the good and beneficial values in human minds and souls. Both human minds and spirits are important to be inculcated and trained with the good and beneficial values because good and useful conducts and actions originate from good, sound, healthy minds and souls. Evil and useless conducts and actions originate from evil and useless minds and souls. Hence both Islam and its education pay attention to human minds and souls with the hope of producing good and useful Muslims. For this good reason, all Muslims rely on their Islamic education for their children. They do not believe that the Islamic education should produce bad and evil Muslims who terrorize human beings since the Muslims themselves are human beings. -

Technocracy in Economic Policy-Making in Malaysia
Technocracy in Economic Policy-Making in Malaysia Khadijah Md Khalid* and Mahani Zainal Abidin** This article looks at the role of the technocracy in economic policy-making in Malay- sia. The analysis was conducted across two phases, namely the period before and after the 1997/98 economic and financial crises, and during the premiership of four prime ministers namely Tun Razak, Dr Mahathir, Abdullah Ahmad Badawi, and Najib Razak. It is claimed that the technocrats played an important role in helping the political leadership achieve their objectives. The article traces the changing fortunes of the technocracy from the 1970s to the present. Under the premiership of Tun Razak, technocrats played an important role in ensuring the success of his programs. However, under Dr Mahathir, the technocrats sometimes took a back seat because their approach was not in line with some of his more visionary ventures and his unconventional approach particularly in managing the 1997/98 financial crisis. Under the leadership of both Abdullah Ahmad Badawi and Najib Razak, the technocrats regain their previous position of prominence in policy-making. In conclusion, the technocracy with their expert knowledge, have served as an important force in Malaysia. Although their approach is based on economic rationality, their skills have been effectively negotiated with the demands of the political leadership, because of which Malaysia is able to maintain both economic growth and political stability. Commentary 2016 will prove to be an important year for Malaysia’s Prime Minister Najib Razak both in the economic and political realms. While his critics had dismissed the PM’s chance for surviving the challenges that he faced in 2015, Najib has shown his resilience through the adept employment of a carrot and stick approach. It will not be surprising if he emerges at the end of the year with a more consolidated position. For UMNO members, the PM’s performance this year will be crucial for the party. While the PM has shown his ability to unite UMNO, he remains largely unpopular with the Malaysian public. The Merdeka Centre’s survey in October 2015 showed that only 23% of Malaysians are happy with the government’s performance. -
